Storytelling for impact: GIS technology as a tool for advocacy
With technical expertise in both property valuation and mapping technologies, local assessors are well positioned to advocate for legislative and policy changes related to property valuation and taxation. In light of historic property value changes in Ohio in 2023, the Franklin County Auditor’s Office used GIS technology to highlight the neighborhoods experiencing the greatest property tax burdens, urging local and state policymakers to create assistance mechanisms in the short-term and address the legislative landscape that places a heavy emphasis on property taxation as a source of local funding. Maps and supplemental tools were tailored for and to be used by state and local elected officials, partners and advocates, and potential funders to create awareness for the need for property tax relief both imminently and in the future

Mass appraisal for the masses
This session introduces a new open-source toolkit developed by the Center for Land Economics that bridges the gap between advanced mass appraisal techniques and practical implementation. Built to support both traditional and machine learning approaches, the toolkit automates valuation model development, validation, and equity testing. The code is built to be easily adaptable with a unified data schema that is flexible to assessors\u27 data. Assessors will learn how to leverage this free solution to develop more accurate valuations while maintaining transparency and defensibility in their modeling process
From audit to action: Rebuilding trust in Cook County’s commercial valuation system
n 2024, the Cook County President’s Office, in conjunction with the Cook County Assessor and the Cook County Board of Review, commissioned an independent audit of the County’s commercial valuation system. This audit consisted of a statistical analysis, including a detailed sales ratio study, and an operational analysis focused on analyzing business practices. This session describes the results of this audit and how actionable solutions were developed in a complex environment
