    Evidence presented in several recent academic studies using national datasets indicates widespread regressivity in property tax assessments. This can be due to statutory limits on assessment levels or a failure to reassess properties regularly. However, a review of assessments in Boston, Massachusetts demonstrates that regressivity may be an issue even when sound assessment practices are applied. Technological advances in mass appraisal tools and improving the data used in the valuation process may reduce or eliminate regressivity in assessments. However, implementing these measures may be both time consuming and costly, and some of the technology may be beyond the reach of smaller assessment jurisdictions. Homestead exemptions are a common property tax relief tool that reduces the assessment of taxpayers who own and occupy their property. Homestead exemptions when formulated as a flat dollar amount provide more proportional relief to lower value homes. This feature can be a tool to redress the impacts of regressive assessments and make property tax incidence more equitable

    Learn how the Assessor’s Office implemented a “GPT Chatbot” (Assessor’s Community Educator; A.C.E.) to answer public questions and assist appraisal staff with legal research and cross reference statutes and case law. A.C.E. is also assists appraisal staff with responses to property owner protests or appeals of initial assessments of their properties to the administrative agency. Additionally, the Office leveraged an AI-empowered property appraisal solution, which unifies all structured and unstructured data across internal and external sources and supports all legally compliant valuation methodologies including income capitalization, sales comparisons, and cost-based valuation across all commercial properties. A.C.E. is a is a natural language processing and machine learning tool with a large language model database. The database has been confined to the New Mexico Property Tax Code, regulations, case law, relevant attorney general opinions, IAAO standards, and internal policies and procedures. A.C.E. can: answer calls, emails and online chats; research and find relevant case law, statutes, and regulations quickly and efficiently; ensure regulatory compliance verify eligibility requirements for all tax savings programs; and provide website navigation and applications forms to complete the inquired task (documents, applications and forms are imported directly).     This seminar introduces the concepts and practices of AI valuation, AI Image Judgement and AI Data Collection. The concepts and topics of AVM, ML, GenAI, and Big Data are presented. Participants will learn the distinction between traditional CAMA modeling and AI valuation. The principles of data mining, machine learning, artificial neural networks and deep learning will be discussed. Questions will be raised about the validity of current CAMA variables we currently use to determine value. A recent case study will be presented comparing traditional data collection, valuation review and valuation modeling versus AI Technology.
