Legal Certainty Analysis Of Land Control In The Ready-To-Build Plot System (KSB) In Batam City (A Study On The Implementation Of The PTSL Program)
This research analyzes the legal certainty of land tenure in the Ready-to-Build Plot (KSB) system in Batam City, particularly in the implementation of the Complete Systematic Land Registration Program (PTSL). Batam City, as a rapidly developing industrial area and trade center, has unique characteristics in land management under the Land Management Rights (HPL) of BP Batam. The KSB system, developed as an affordable housing solution, still faces legal certainty issues. This empirical juridical research identifies two main problems: the constraints in implementing PTSL to ensure legal certainty of KSB land rights and the roles of BP Batam and the Land Office in resolving these issues. The results show that administrative constraints such as incomplete ownership documents and technical constraints such as mapping problems and land boundaries are major obstacles. Coordination between BP Batam and the Land Office in PTSL implementation still requires strengthening, particularly regarding harmonization of land data. This research recommends simplifying administrative procedures and enhancing institutional synergy to optimize the PTSL program in providing legal certainty for KSB land rights holders in Batam City.
The Role of the Regional Supervisory Council of Notaries in Maintaining the Integrity of the Notary Profession (Case Study in Demak Regency)
This study examines the role of the Notary Regional Supervisory Council (MPWN) in maintaining the integrity of the notary profession, focusing on case studies in Demak Regency. The main objective of this study is to identify the challenges faced by MPWNs in enforcing the professional code of ethics among notaries and explore effective strategies to improve their supervisory capabilities. Using a qualitative research methodology with a juridical empirical approach, data were collected through structured interviews with elements of government, notaries, and academics, as well as document analysis and direct observation. The findings show significant barriers, including limited human resources, budget constraints, and lack of ethical awareness among notaries, that hinder effective oversight. In addition, this study highlights the need for better training programs, the implementation of electronic monitoring systems, and stronger collaboration with the Indonesian Notary Association (INI) to build a culture of professionalism. The conclusion emphasizes that strengthening the capacity of the MPWN and the ethics enforcement mechanism is very important to maintain public trust in the notary profession and ensure compliance with regulations, in this case the Law on the Notary Position and the Code of Ethics for the Notary Profession
The Si D\u27nOK Application as a Catalyst for Bureaucratic Reform Based on E-Government in Achieving Good Governance in Semarang City
In today\u27s digital era, the development of public service systems that can be accessed remotely online is essential. This system development serves as one of the strategic solutions the government can implement to achieve Good Governance. Through e-government-based bureaucratic reform, government administration is expected to become more effective, efficient, and transparent. The Si D’nOK application, developed by the Population and Civil Registration Office (Dispendukcapil) of Semarang City, is designed to facilitate digital access to civil administrative services. This study aims to analyze the Si D’nOK application as a catalyst for e-government-based bureaucratic reform in realizing good governance in Semarang City, with reference to the Mayor of Semarang Regulation Number 27 of 2021 concerning the Implementation of Electronic-Based Government Systems (SPBE) within the Semarang City Government. The study explores the implementation of the Si D’nOK application, its role in bureaucratic reform, and the supporting and inhibiting factors affecting its use. A qualitative approach was applied in this research, with data collected through interviews, literature reviews, and documentation. The research findings indicate that the Semarang City Population and Civil Registration Office (DISPENDUKCAPIL) has implemented policies related to the Si D’nOK application by monitoring the system. However, many members of the public still experience difficulties and are not yet accustomed to using the Si D’nOK application. To address this issue, broader and more comprehensive outreach is needed, especially targeting the elderly. Additionally, the recruitment of more technical experts is necessary to support the more effective operation of the Si D’nOK application so that documents can be processed promptly, preventing delays in service delivery
Non Penal Policy for Preventing Terorism Criminal Acts Through Contextualization Jihad Command in Islamic Sharia: Kebijakan Non Penal Pencegahan Tindak Pidana Terorisme Melalui Kontekstualisasi Perintah Jihad dalam Syariat Islam
This research is a research in the field of criminal law with a study of non-penal policies regarding the prevention of criminal acts of terrorism, the purpose of this study is to determine the factors that cause perpetrators of criminal acts of terrorism to interpret their actions as jihad and what form of policy can be taken to prevent criminal acts of terrorism. The type of research used here is a normative research type with a conceptual approach, namely comparing the events of criminal acts of terrorism in the name of jihad with the concept of jihad in Islamic law. It is hoped that this research can contribute to criminal law both in terms of legal culture, legal structure and legal subtance in order to understand that Islam is a just religion and all incidents of criminal acts of terrorism are a form of deviation from Jihad
Reframing Bioterrorism After The 2001 Anthrax Attack: Strategic Shifts In U.S. Counterterrorism Policy: Mengubah Perspektif Terorisme Biologis Pasca Serangan Antraks 2001: Pergeseran Strategis dalam Kebijakan Kontraterorisme AS
This article examines the 2001 Anthrax attacks as a turning point in US counterterrorism strategy, emphasizing how the event redefined biological threats as matters of national security. Using information from intelligence reports, how governments have responded to this, and a theoretical framework based on Michel Foucault\u27s idea of biopolitics, this study looks at intelligence failures and the move from reacting to counterterrorism to being proactive. The securitization of health is explored as a means by which microbial threats can be transformed into strategic tools for state control, with consequences for civil liberties, global diplomacy, and public trust. The article argues that bioterrorism, particularly the anthrax case, should be understood not only as a security breach, but also as a political event that altered the way in which the state governs life. By doing so, the study contributes to a deeper understanding of how non-traditional threats can reshape security frameworks in the modern era concerning to the topic discussed
Active Learning in Fluid Mechanics: Low Cost Hands on Activities for Understanding of Valve Types
Background - Creative thinking skills are an important ability in 21st century learning, especially in mathematics as part of higher order thinking skills.
Purpose - This study aims to analyze the effect of Problem Based Learning (PBL) on aspects of students\u27 mathematical creative thinking skills, namely fluency, flexibility, originality, and elaboration.
Method/approach - This quantitative research used a quasi-experimental approach with a pretest-posttest control group design which was carried out for 1 month. The sample consisted of 32 students of class VIII-10 and 31 students of class VIII-11 of SMPN 1 Bandar Lampung who were selected by purposive sampling.
Findings - The Mann Whitney U Test results showed that students who learned with PBL experienced a more significant increase in mathematical creative thinking skills than students who learned conventionally, especially in certain aspects. The application of PBL not only improves creativity in general but also strengthens the originality and flexibility of students\u27 thinking in mathematical problem solving. The strength of this study lies in the in-depth analysis of the effect of PBL on specific aspects of mathematical creativity, not just the overall improvement.
Conclusions - This study also provides empirical evidence of the effectiveness of PBL in improving higher order thinking skills at the junior high school level.
Novelty/Originality/Value - Thus, PBL is proven to have an effect on students\u27 mathematical creative thinking skills
Implementation of Child-Friendly School: Analytical Study
Background - Education is a conscious effort to develop the potential of students optimally. The purpose of education is to create someone who is qualified and has character so that they have a broad view of the future to achieve an ideal that is expected and are able to adapt quickly and appropriately in various environments.
Purpose - The purpose of this research is to describe the implementation of child-friendly school (SRA) at SMK Negeri 1 Petarukan has attempted to fulfill the components of SRA, namely the SRA policy as a form of commitment to realizing SRA, the implementation of a child-friendly and enjoyable learning process so as to minimize the occurrence of violence and discrimination, child-friendly and non-dangerous facilities and infrastructure, participation of children, parents, community organizations, and the business world in the implementation of SRA at SMK Negeri 1 Petarukan.
Method/approach - This mini research was conducted using a descriptive qualitative approach with a case study design. Data collection was carried out through observation, interviews and documents studies at SMK Negeri 1 Petarukan related to the implementation of child-friendly school.
Findings - Based on data and finding from SMK Negeri 1 Petarukan, the following is a discussion about the implementation of child-friendly school at SMK Negeri 1 Petaruka. There are six components developed in child-friendly school. The six components are: (1) Child-friendly school policies; (2) Education and education personnel trained in children\u27s rights; (3) Implementation of a child-friendly learning process; (4) Child-friendly school facilities and infrastructure; (5) Child participation; (6) Participation of parent, alumni, community institutions and the business world.
Conclusions – This research proposes innovations teaching methods and school environments that create safe, comfortable and enjoyable learning atmosphere for all students, including those with special needs.

Improving English Oral Communication through Multimodal Learning Strategies for Secondary School Students
Background – The rapid integration of digital technologies and artificial intelligence (AI) in education presents both opportunities and challenges, especially in improving English oral communication and promoting ethical digital behavior. AI-driven multimodal platforms that combine visual, auditory, reading/writing, and kinesthetic modes offer inclusive learning, but teachers must develop ethical, reflective, and collaborative competencies to ensure responsible AI use. Issues such as digital inequality, limited infrastructure, and insufficient professional development highlight the need for innovative frameworks aligned with Kurikulum Merdeka.
Purpose – This study aims (1) to design and analyze a conceptual framework for an AI-driven multimodal learning platform that personalizes English oral communication, provides real-time feedback, and strengthens students’ digital citizenship; and (2) to identify essential teacher competencies and challenges related to AI integration to guide sustainable professional development.
Method/Approach – A qualitative conceptual design was applied by synthesizing literature on multimodality, AI in education, teacher competence, and digital citizenship. This was supported by a systematic literature review (SLR) of 12 Scopus-indexed articles (2020–2025) using the keywords “Artificial Intelligence,” “teacher competence,” “AI in education,” and “TPACK.” Thematic analysis with iterative coding ensured analytical reliability.
Findings – The proposed multimodal–AI framework shows strong potential to enhance oral communication through AI-enabled personalization, speech-recognition feedback, and interactive multimodal tasks. The review identifies three core teacher competency domains: AI literacy and ethical awareness, data-driven digital pedagogical design, and collaborative reflective practice. Major challenges include limited infrastructure, unequal digital access, ethical concerns, and inadequate AI-focused training.
Conclusion – Adopting AI–TPACK, design thinking, and growth-mindset principles can guide effective professional development in multimodal–AI learning environments.
Novelty/Originality/Value – The study’s originality lies in integrating language proficiency and ethical digital citizenship within a unified multimodal–AI framework, offering theoretical contributions and practical direction for future educational innovation
Transforming Physics Education in Boarding Schools: Development of STEM-Q-Based E-Modules to Improve Science Literacy
Digital transformation in education is a key effort by the Indonesian government to enhance the quality of national education. This study aims to develop and implement a STEM-Q (Science, Technology, Engineering, Mathematics, and Qur\u27an) e-Module as an innovative solution to improve science literacy in Islamic boarding schools (pesantren) The e-Module integrates scientific concepts with Qur\u27anic values, providing students with a contextual and relevant learning experience. The research employs a Research and Development (R&D) approach with the 4D model (Define, Design, Develop, Disseminate). Data analysis techniques involve media validity/feasibility tests using quantitative (Likert scale) and qualitative analyses based on expert assessments, calculated by percentage. A practicality test was conducted through student response questionnaires, which were analyzed with quantitative descriptive methods to evaluate material, benefits, and media suitability. An implementation test with a one-group pretest-posttest design was analyzed using descriptive statistics and the N-Gain test. Evaluation procedures include expert validation, practicality testing, and analysis of science literacy outcomes using pretest and posttest data. Expert validation results indicate that the e-module is highly quality regarding content, usefulness, ease of use, and media suitability. Practicality tests show positive reception in the field, varying scores across participating schools. Data analysis showed a significant increase in students\u27 science literacy after applying the electronic module, with an N-Gain value in the medium category. Developing and implementing the STEM-Q e-module effectively enhances science literacy in pesantren-based schools
Revolutionizing Ripple Tank Experiments: Innovative Tools to Enhance the Wave Phenomena and Characteristics Learning
The ripple tank is one of the important experimental tools for teachers and students in the teaching and learning of wave physics. It is necessary for teachers to demonstrate various phenomena related to water waves for better students\u27 understanding. However, it is often less ideal to carry out the experiment using a conventional setup outside the laboratory setting due to its lack of portability. This study develops a portable ripple tank to enhance the teaching experience in wave phenomena and characteristics. Traditional ripple tanks face limitations in terms of size, portability, and observation clarity, prompting the need for innovation. The proposed portable ripple tank addresses these challenges by integrating low-cost materials and electronic components to improve accessibility and functionality. This study aimed to design and evaluate a portable ripple tank integrated with digital components to enhance classroom usability and learning outcomes. Through the adoption of the ADDIE instructional design model, the study systematically analyzes the needs of 20 physics teachers through semi-structured interviews and direct observations, which enables the key issues with existing ripple tanks in school laboratories to be identified. Subsequently, the portable ripple tank was designed and developed, incorporating features such as a digital stroboscope and an alternative power supply for enhanced usability. In the implementation, five-wave experiments were conducted using the tool to evaluate its effectiveness in teaching key wave concepts such as reflection, refraction, diffraction, and interference. In evaluation phases, the effectiveness of the portable ripple tank is assessed by three expert teachers, who assess the tool’s usability and effectiveness in classroom settings, confirming its practicality, affordability, and impact on students’ understanding. This research contributes to the advancement of wave physics education by providing educators with a versatile and user-friendly experimental tool, enabling students to visualize and understand complex wave concepts with ease
