    Implementation of The Regent of Cirebon Regulation Number 66 of 2021 on Talent Management of Civil Servants within The Cirebon Regency Government

    This research analyzes the implementation of the Regent of Cirebon Regulation Number 66 of 2021 concerning the Talent Management System for Civil Servants (Aparatur Sipil Negara, ASN) within the Cirebon Regency Government. The policy aims to create a professional, accountable, and competitive bureaucracy through the systematic development of human resources based on merit principles. However, in practice, several challenges emerge, including inadequate understanding of talent management concepts, uneven competence mapping, and limited digital integration in the implementation process. This study applies a qualitative descriptive approach, focusing on the analysis of policy implementation according to the model proposed by Edward III (1980), which emphasizes four key variables: communication, resources, disposition, and bureaucratic structure. Data were collected through interviews with officials from the Regional Civil Service and Human Resource Development Agency (BKPSDM), document analysis, and field observation. The research also employed secondary data from official government reports, performance evaluations, and local regulations related to human resource management. The findings show that the implementation of talent management in Cirebon Regency has been initiated structurally through the issuance of regulatory instruments and the formation of a task force. However, at the operational level, the process has not been fully optimal. The main constraints include limited understanding of talent management among civil servants, absence of standardized performance evaluation systems, and weak inter-departmental coordination in identifying and developing potential talents. In addition, technological support systems such as the digital database and information integration between agencies remain inadequate. The study concludes that successful implementation of talent management requires not only regulatory support but also organizational commitment, leadership, and systematic competence development. The Cirebon Regency Government is advised to strengthen institutional capacity, improve human resource planning, and integrate information systems to support evidence-based and meritocratic personnel management

    Kerajinan perak adalah suatu kesenian yang bahan bakunya adalah logam mulia berwarna putih yang dibuat dengan penuh ketekunan, keterampilan serta dapat dijadikan suatu seni yang memiliki fungsi praktis. Kerajinan perak dahulunya bagi masyarakat dipakai untuk perlengkapan adat perkawinan, yaitu pada perhiasan wanita seperti gelang, kalung, anting, cincin, dan perhiasan lainnya. Namun, pada saat sekarang ini kerajinan perak tidak hanya dipakai untuk keperluan upacara adat tetapi juga dipakai untuk keperluan sehari-hari seperti miniatur, pajangan di meja, cincin, kalung, gelang, bros dan bentuk perhiasan lainnya. Pendekatan penelitian ini menggunakan pendekatan penelitian kualitatif dekriptif, dimana peneliti adalah sebagai instrumen kunci atau penentu dalam pengambilan data sehingga tujuan penelitian dapat tercapai. Prosedur pelaksanaan mengkaji tentang struktur seni, gaya seni, dan fungsi seni di dalam kerajinan perak. Teknik pengumpulan data dengan observasi lapangan, wawancara, dan dokumentasi. Hasil penelitian dengan mendeskripsikan struktur seni kerajinan perak yang meliputi motif hias realis yaitu motif yang dibuat sesuai bentuk nyata. Motif  hias geometris yang dibuat menggunakan unsur rupa seperti garis. Motif dekoratif yaitu membuat permukaan benda menjadi lebih estetik. Motif astrak yaitu motif yang tidak diketahui bentuk aslinya. Sedangkan gaya seni yang digunakan yaitu gaya seni klasik, gaya seni modern, dan gaya seni gabungan antara klasik dan modern.     EFFECT OF WELDING CURRENT ON LOW CARBON STEEL CHARACTERISTICS IN SMAW CLADDING PROCESS

    The electric current magnitude is a fundamental parameter that directly affects penetration characteristics and weld bead geometry. This study analyzes the effect of current variations on physical and mechanical properties in the cladding process using the Shielded Metal Arc Welding (SMAW) method. The materials used are low-carbon steel and HV-600 electrodes with a diameter of 3.2 mm. The SMAW method was applied with current variations of 100 A, 120 A, 140 A, and 160 A. The tests carried out were NDT liquid penetrant, macro structure, micro structure and Vickers hardness. The results indicate a positive correlation between increasing current and hardness values in the weld area, with the highest hardness recorded at 665.803 HVN at 160 A and the lowest at 515.143 HVN at 100 A. Meanwhile, in the Heat Affected Zone (HAZ), a non-linear pattern was observed, with a maximum hardness of 263.237 HVN at 120 A and a minimum of 219.110 HVN at 140 A. Microstructural analysis revealed the formation of ferrite, pearlite, bainite, and martensite phases in the weld area, providing insights into optimizing welding parameters to enhance the mechanical properties of low-carbon steel cladding

    SCADA Learning Trainer Development for Vocational High School Electrical Engineering Teachers in Semarang

    One of the most important things that support an effective learning process is the ability of educators to create learning media. The ability to make trainers or teaching aids that support theoretical and practical learning is very important, especially for Vocational High Schools (SMK) teachers in electrical engineering. The purpose of this community service project is to prepare electrical engineering teachers to make Supervisory Control and Data Acquisition (SCADA) trainers suitable for use in the Solar Power Plant (PLTS) curriculum. Fifty teachers from Nurul Baqi Vocational High Schools in Semarang participated in the training for 40 lesson hours delivered with a Project Based Learning (PjBL) approach.     Finger painting is one of the effective sensory-motor stimulation methods in developing fine motor skills in early childhood. This study aims to evaluate the effectiveness of finger painting activities in developing fine motor skills of children aged 2-4 years, with a focus on KB Alam Jungle School in Gunung Pati District, Semarang City. The method used is descriptive qualitative research, with primary and secondary data collection through interviews, observations, and documentation. The validity of the data was obtained through triangulation techniques. The results of the study stated that finger painting activities were effective in stimulating the development of fine motor skills in children aged 2–4 years. With good planning, flexible implementation, and a supportive environment, children can explore and improve hand-eye coordination, as well as develop creativity and confidence. The role of teachers as facilitators is important to create positive interaction and learning comfort. Evaluation is carried out qualitatively through observation and portfolio, allowing teachers to design sustainable learning strategies. This approach also supports the child\u27s overall social and emotional development.

    Development of a Practical Learning Module to Enhance Automotive AC Maintenance Competency in Vocational High Schools

    This study aims to enhance the competency of vocational high school students in automotive air conditioning (AC) maintenance by developing a practical learning module. Conducted at SMK Al Asror Semarang, this research utilized the ADDIE development model, encompassing Analysis, Design, Development, Implementation, and Evaluation phases. The analysis identified inadequate facilities and infrastructure as significant factors contributing to students’ low achievement levels. To address this issue, a practical learning module was designed based on the Indonesian National Work Competency Standards (SKKNI) and validated by subject matter and media experts. The implementation involved 29 students who participated in both pre- and post-competency assessments. The module’s practicality was also evaluated in terms of usability, clarity, relevance, and instructional design. In the final stage, students underwent a practical AC maintenance test assessed by external industry professionals. The results demonstrated a substantial improvement in students’ competencies, indicating that the developed module is not only effective but also a valuable instructional resource for enhancing HVACR learning outcomes in vocational education settings

    Education and Training Management of the Fashion Design Upgrading Program at Center for Vocational and Productivity Training (BBPVP) Semarang

    The Semarang Vocational Development and Productivity Center (BBPVP) is a leading center in the field of Fashion Technology and is the only work unit that organizes a Fashion Design Upgrading program. This program aims to improve the competence of instructors in the field of design that continues to evolve in line with changing industry forecasting trends. This study aims to describe and analyze the management of the fashion design upgrading program at BBPVP Semarang, which includes aspects of planning, implementation, and evaluation. The research uses a qualitative approach with a case study method. Data collection techniques include in-depth interviews, participatory observations, and documentation, and data validity are strengthened through source triangulation involving structural officials, administrative employees, instructors, and trainees. The results of the study show that program planning is carried out regularly through needs analysis at the institution, position, and individual levels with reference to SKKNI. The implementation of the program pays attention to the readiness of facilities, instructors, and curriculum that are relevant to the latest industry trends. Evaluation is carried out through participant feedback, assessment of training results, and follow-up for program improvement. The conclusion of this study is that the management of upgrading programs is carried out professionally and sustainably with a competency-based approach and adequate resource support. It is recommended that this program continue to be developed through advanced training for instructors, strengthening implementation management, improving the technical and non-technical competencies of participants, and becoming a reference for further research

    Analysis of Digital Literacy-Based Business Development Strategy (Case Study of the Nila Sari Sejahtera Farmers Group, Pati Regency)

    The purpose of this study is to understand the implementation of business strategies and the importance of business feasibility studies. Furthermore, this study aims to determine the level of effectiveness, efficiency, productivity, and profitability of businesses, particularly in the field of saline tilapia fisheries in the digital era. Micro, Small, and Medium Enterprises (MSMEs) play a significant role and contribute to the national economy because they are labor-intensive, resilient, and competitive, especially during the monetary crisis. MSMEs are able to absorb labor and provide significant employment opportunities, thereby reducing the unemployment rate. One such MSME is the Nila Sari Sejahtera Farming Group. This Fish Farming Group specializes in cultivating saline tilapia, a leading product of Pati Regency. The members of the Fish Farming Group are local residents, and saline tilapia cultivation has become their primary livelihood. The method used in this study is descriptive qualitative with a case study technique. The results of the study show that: 1) Nila Sari Sejahtera Farming Group applies various business strategies in the fields of cultivation, production and post-harvest processing, 2) Consumer behavior in transactions in Fish Farming Group businesses is influenced by several factors including cultural, social, personal and sociological, 3) Digital literacy studies on MSME actors are the main strategy in business resilience and feasibility

    Reconstructing the Concept of Women in Islamic and Pesantren Educational Perspectives

    The idea of women in Islam is examined in this article as a key topic in modern Islamic studies, covering theological, sociological, and pedagogical facets. By examining the viewpoints of the Qur\u27an, Hadith, Islamic academic tradition, and historical precedents, this study seeks to provide a comprehensive picture of women\u27s strategic position and role. This article illustrates how Islam sees women as spiritually equal beings with a variety of roles through scriptural and contextual study. The Qur\u27an and Hadith\u27s endorsement of men and women\u27s spiritual equality, which dispels patriarchal prejudices, opens the topic. The article then examines the ideas of "Sayyidah" and "Umm," which show how women\u27s roles in the home and in society are balanced. Exemplary characters like Khadijah, Aisha, and Fatimah are also presented in the analysis as models of perfect women who achieve achievement in their careers, education, and spiritual lives. It is also stressed that women play a crucial role in forming the character of future generations as "madrasah al-ūlā" (first school). To sum up, Islam views women as active and important participants in the advancement of civilization. In the context of women\u27s education at establishments like the Gontor Putri Modern Islamic Boarding School, which seeks to create ideal Muslim women capable of serving as leaders and educators in society, these ideas are not merely theoretical but also applicable.

    Comparison of the Use of YOLOv11 Variations in the Empty Parking Spaces Detection System

    The development of a smart parking system using the You Only Look Once (YOLO) model has improved the efficiency of parking management by providing real-time vehicle detection and availability of parking spaces. This study compared three variations of YOLOv11-Nano (YOLOv11n), YOLOv11-Small (YOLOv11s), and YOLOv11-Medium (YOLOv11m) to determine the most effective model in detecting empty parking spaces. The experiment was carried out using a dataset consisting of 5725 images of parking areas with various conditions such as angles, lighting, and distance. In addition, the researcher also used a 6-second parking lot timelapse video for the test material of the model that had been trained. The results show that each variation of YOLOv11 has its own advantages in terms of accuracy, speed, and computing efficiency. YOLOv11n offers faster detection with lower resource consumption, while YOLOv11m provides higher accuracy with longer processing times. The findings of this study aim to help select the optimal YOLOv11 variant for smart parking implementation, thereby improving efficiency and accuracy in real-world applications
