No full textBy the present article it has been sought to remark some important aspects related to the problem of the public health trough a brief historical journey and its concretion for the Colombian case.
Likewise, there has been interest to reference the emergence of the economy of the health, as a new branch of the economic discipline the studies mainly the topic of the health market. And , in some lines, to point out the future of this discipline.
Finally, some investigation works about the probable correlation between the economic growth and the healt hav been remained.Por medio del presente artículo se ha pretendido puntualizar algunos aspectos importantes relacionados con el problema de la salud pública a través de un breve recorrido histórico y su concreción para el caso colombiano.
Así mismo, ha habido interés por referenciar el surgimiento de la economía de la salud, como nueva rama de la disciplina económica que estudia el tema del mercado de la salud, primordialmente. Y, en unas cuantas líneas, señalar el futuro de esta subdisciplina.

La educación como formación: Reflexiones en torno al compromiso educativo de la universidad.
No full textThe concentration of the duty of the University in the scientific-technical formation and the professional formation, led to a reduction of its educational function in the real meaning of the term, as a facilitator of processes of personal construction.
That way the university teacher became just a science or technology teacher and stop being an educator in the way that function is understood in the other levels of the process (Primary school, secondary school); in the other hand the university student also understood in a limited way the nature and the meaning of the university, his role in it and what he could and must find in it.
It is necessary to re-discover the educational function of the university, the present text reflects about the education as the process trough which the human being constructs himself and humanizes himself and also as an irreplaceable duty of the university. This way the concept of “Formation” is proposed as nucleus of the educational process, supported on a clear anthropological vision.
This is the perspective that the UCPR has assumed since its creation and the perspective that it reflects about permanently to accomplish his mission. The article picks up some fundamental elements of that conception of its duty and the way in it’s done in the practice.La concentración del quehacer de la universidad en la formación científico-técnica y profesionalizante, condujo a que se redujera su función educativa, en el sentido genuino del término, como posibilitación de procesos de construcción personal.
En ese marco, el docente universitario se redujo a ser un profesor de una ciencia o de una tecnología y dejó de ser un educador en el sentido en que se entiende esa función en los otros niveles del proceso (primaria, secundaria); por su lado, el estudiante universitario comprendió también limitadamente el carácter y el sentido de la universidad, de su papel en ella y de lo que en ella podía y debía encontrar.
Es necesario redescubrir la función educativa de la Universidad; el presente artículo reflexiona sobre la educación como el proceso mediante el cual el ser humano se (auto) construye y se humaniza e igualmente como una tarea irrenunciable de la universidad. En este sentido, se propone el concepto de “formación” como núcleo del proceso educativo, soportado sobre una clara visión antropológica.
Ésta es la perspectiva que ha asumido la UCPR desde su creación y sobre la que reflexiona constantemente con miras al cumplimiento de su misión. El artículo recoge elementos fundamentales de esa concepción de su quehacer y de la forma como se realiza en la práctica. 
Apuntes para una nueva construcción ética.
No full textThe text that is presented in the following lines wants to state two considerations about the topic on the ethical. The first one, begins from the idea that at the present time is emerging a new and necessary ethical reflection for the present macro-context, which reveals a growing limitation and degradation of the directives and fundamental concepts of the traditional ethics, (about these concepts of traditional ethics won’t be done a detailed exposition, but they are presented at the beginning of the text for a better comprehension of the thematic, -the concept of “deber” will be specially treated-), but at the sometime, it will show new terms that have become obligatory when we talk about this problem.
In the second part, the text tries to show how the new concepts, are being handled in the “meso” and micro contexts within a vague discourse of free comprehension and utilization that have taken them to lose relevance, since, it has transformed them in common words that have penetrated in our culture more with a functional use that with the rigorous form that makes possible to give meaning to experiences, and that way found a steady auto reflection of the thinking about its concepts. However, it is considered that “commitment” is a word that still has a clear meaning in our language and this is why, it can offer us an alternative to foresee an ethical proposal that is in the “meso” context.
Eventhough, it is correct to think that the word “commitment” is far a way from becoming a philosophical fundamental concept, this text pretends to begin the explore the possibility – in the future - of announce an ethical proposal that has as its central axis the concept of “commitment”.El texto que se presenta busca plantear dos consideraciones en torno al asunto sobre lo ético. La primera, parte de la idea que en la actualidad está emergiendo una reflexión ética novedosa y necesaria para el macro contexto actual, la cual devela una creciente limitación y degradación de los lineamientos y conceptos fundamentales de la ética tradicional (sobre los cuales no se hará una exposición en extenso, pero se buscará presentarlos al comienzo del documento para una mejor comprensión de la temática posterior -especialmente se trabajará el concepto "deber"), acentuando, al tiempo, nuevos términos que se han convertido en referentes obligados en el tratamiento de la problemática.
En segundo lugar, el texto intenta mostrar cómo los nuevos conceptos, a su vez, están siendo manejados en el meso y micro contextos dentro de una vaguedad discursiva de libre comprensión y utilización que los ha llevado a perder relevancia, toda vez que, los ha convertido en palabras de moda que han penetrado en nuestra cultura más con carácter funcional que con el sentido riguroso que hace posible conferir una significación a las experiencias y fundar, asimismo, una autorreflexión continua del pensamiento sobre sus conceptos. No obstante, consideramos que "compromiso" es una palabra que aún goza de significación clara en nuestro lenguaje y, por esta razón, puede ofrecernos una alternativa para avizorar una propuesta ética meso-contextuada.
Aunque es correcto pensar que el término "compromiso" está muy lejos de llegar a constituirse en concepto filosófico fundamental, este texto pretende comenzar a explorar la posibilidad "a futuro- de enunciar una propuesta ética cuyo eje central sea, justamente, el concepto de compromiso

Aproximación conceptual a los términos: Desarrollo - Bienestar - Calidad de vida.
No full textThe pretense of reaching the understanding of concepts as complex as Development, Well-being and Quality of Life is really difficult, as well as illusory it turns out to attempt to translate them - with the sense and the depth as certain authors have made it - to the written language in a few lines. The purpose of the present essay is rather, to advance or to reach an important approach to the theoretical meanings recognized by the scientific communities, long after many debates have been carried out in the scholar circles, and edge investigations and studies should have been approached, analyzed and interpretated.
Briefly, this work describes and contrasts some epistemologyc and theoretical positions about the three terms; it also denotes the intricate unity that expresses them.La pretensión de alcanzar la comprensión de conceptos tan complejos como el Desarrollo, el Bienestar y la Calidad de Vida es realmente difícil, así como ilusorio resulta tratar de traducirlos - con el sentido y la profundidad que lo han hecho ciertos autores - al lenguaje escrito en unas cuantas líneas. El propósito del presente ensayo es más bien, el de llegar a alcanzar una importante aproximación a los significados teóricos reconocidos por las comunidades científicas, después de haber realizado muchos debates y polémicas en los círculos académicos, y se haya abordado el análisis y la interpretación de las investigaciones y estudios “en la frontera”.
Sucintamente, este trabajo describe y contrasta algunas posiciones epistemológicas y teóricas de los tres términos; también denota y connota la intrincada unidad que los expresa.
