CARE referrals will be submitted to CARE network by DCF upon assignment by the secretary of an investigation of physical abuse or physical neglect for children five years of age or younger.

The bill also requires KDHE to complete requests within a 48-hour window of a request from the DCF Secretary or the receipt of a journal entry regarding a child coming into state custody. ... Both DCF and KDHE believe that we can achieve the goal of this legislation without amending the Vital Statistics Act.

"K.S.A. 65-163 (a)(3) provides for the establishment of an annual certification program for public water supply systems that would allow those systems to approve distribution system extensions...without the need to secure an additional permit. The proposed changes to the statute found in SB 120, would expand the types of distribution system projects covered under the certification program by also including projects that replace existing sections of the distribution system. ... K.S.A. 65-3326 (b) sets the maximum repayment term length for Kansas Water Pollution Control Revolving Fund loans. The proposed increase for the maximum loan repayment period from 20 years to 30 years...found in SB 120, will provide municipalities flexibility in budgeting for annual debt service costs.

Testimony before the Kansas Legislature, Senate Public Health and Welfare Committee, by Sarah Fertig, Medicaid Director, Kansas Department of Health and Environment.Testimony in support of SB 45. "KDHE supports SB 45 because it would remove obsolete language from the Children's Health Insurance Program (CHIP) statute and align CHIP eligibility with current federal poverty level (FPL) thresholds. ... Without a statutory change, CHIP eligibility would remain set at 250% of the 2008 federal poverty levels (FPL). This outdated standard makes it harder for applicants to determine whether their child may be eligible for coverage, and also requires state Medicaid staff to continuously translate the statutory Kansas CHIP eligibility standard to current FPL levels. SB 45 would also strike an obsolete waiting period provision that became unenforceable following the passage of the Affordable Care Act. Again, this would simply make the CHIP statute match the state's actual policy. KDHE-DHCF supports SB 45 because it would provide a long-overdue cleanup of outdated statutory language.
