"This bill would abolish the Alcohol & Drug Abuse Treatment Fund within KDOC, re-establish the fund within the Kansas Department on Aging and Disability Services (KDADS), and transfer any balance in the KDOC fund, as of July 1, 2025, to the KDADS fund. HB 2221 would also amend current statute to direct revenues previously credited to the KDOC fund to the KDADS fund. This fund is solely used by KDOC to reimburse KDADS for 3rd time and subsequent DUI treatment services rendered by providers under contract with KDADS. ... KDOC and KDADS have agreed that, given KDOC's lack of jurisdiction over the program and its participants, it would be more efficient and effective for KDADS to receive these funds directly.

The bill allows the Secretary to request these checks through the Kansas Bureau of Investigation (KBI) and use the results to determine an applicant or employee’s qualifications and fitness for the position."

"The Staff of the Commission (Staff) is proposing a narrow change to K.S.A. 66-1,178(d) to increase the time allowed for the Commission to issue a final order in transmission line siting applications from 120 days to 180 days. We believe this change will improve the Commission's evaluation of a transmission line siting application by allowing more opportunity for landowner input and involvement in the process. Because landowners along a potential transmission line route may be impacted by the line for many decades to come, we owe it to them to take the necessary time to hear and consider their concerns, and to evaluate potential alternative routes prior to the determination of the final line route. ... Transmission lines take several years to plan and construct. ... Adding 60 days to the Commission's timeline to evaluate the route of a proposed transmission line in Kansas will not materially affect these timelines.

"This is a bill that the Division of Vehicles requested to make the quarterly payment program consistent between commercial and apportioned registrations. ... We believe this bill which would allow both interstate and intrastate registration to be handled the same, would also be an area where we could reduce the confusion for constituents and counties doing registrations of both apportioned and commercial registrations by making the rules consistent across both registrations.
