Includes internet references."The circumstances that lead to involvement with either the child welfare or juvenile justice system can be sad, tragic, unfair, outrageous and simply too hard for most adults to comprehend. With an impact on involved children/youth that can be profound and all to often have a lifelong impact. And because we individually, as a society and as a nation hope every child/youth has the opportunity to thrive, succeed and achieve all that they dedicate themselves to in their lives, these systems are vital. ... Yet, the most effective child welfare system is not the same as, or a substitute for, an effective juvenile justice system and visa versa. And the children/youth, their families and the public are best served when we enact laws and policies, and then design interventions and programs, that reflect this. ... My goal today is to be a resource to you on the recent history of our juvenile justice system in Kansas, and why our system is designed as it is. ... I would offer to you that the juvenile justice system is more effective than it has been in recent decades, and that any path forward for additional improvements must build upon this success. Without turning back to past laws and practices of criminalizing behavior rooted in the circumstances of the child/youth or increasing the use of secure and nonsecure incarceration.

Under current law, the Kansas Retailers' Sales Tax Act provides a state rate of 0% on the gross receipts from the sale or furnishing of gas, electricity and heat by mains, lines or pipes to residential premises for non-commercial use.

"This bill removes the reference to Wildlife and Parks, expands the membership of the Governor's Council on Travel and Tourism and modifies the Attraction Development Grant program. ... This bill removes the references to Wildlife, Parks and Tourism and changes it to Commerce. Additionally, it updates the references to specific legislative committees to reflect the current committee names of the legislature. HB 2344 includes two other changes that are a bit more substantial. Three additional members will be added to the Governor's Council on Travel and Tourism bringing the total number of voting members to twenty. ... Lastly, the bill aligns the grant allocation percentages for the Attraction Development Grant (ADG) program with the needs of our state. ... While these changes are minor, they will better support the work of Kansas Tourism.

"The Kansas Office of Apprenticeship supports a tax credit for an employer that employs an apprentice. This benefit will encourage all employers to implement apprenticeship programs as a strategy to develop a qualified workforce. The credit will also be available to those employers who already have an established apprenticeship program or are working with an established apprenticeship program (including joint apprenticeship training committees). The purpose of the tax credit is to support the increase of registered apprenticeships throughout the state. ... While we are supportive, we request consideration of a critical change that will align this program to best practices.

"This bill expands the transferability of income, privilege and premium tax credits issued under the Kansas Housing Investor Tax Credit Act. ... SB 37 states that the credit or a portion of it may be transferred by the qualified investor or any subsequent transferee without limitation or restriction. This means that there can be multiple transfers of a credit or a portion of the credit. This will maximize the flexibility of this tool, increase the overall value of the credit and increase the pool of potential housing investment funds. Additionally, this bill allows these changes to be retroactive.
