Testimony before the Kansas Legislature, Senate Transportation Committee, by Lee Ann Phelps, Vehicle Services Manager, Division of Vehicles, Kansas Department of Revenue."Testimony in support of SB 90. This bill proposes changes to registration fees and to add a service fee to title and registration transactions allowing the county motor vehicle offices to better fund their operation. The bill would also remove the $4 vehicles modernization surcharge from registrations in an effort to be more transparent with fees collected.

Testimony before the Kansas Legislature, House Committee on Federal and State Affairs, by Kasey Skidmore, Attorney, Kansas Department of Revenue.Testimony in Support of HB 2269. "This bill raises the legal age to purchase cigarettes, electronic cigarettes, tobacco, and vape products from 18 to 21. The federal legal age to purchase cigarettes, electronic cigarettes, and tobacco products [is] 21 years of age or older. The federal legislation requires states to change their laws to 21. ... KDOR contracts with and is paid by the federal government to carry out enforcement of the cigarette and tobacco laws. ... This risks KDOR losing funding in the amount of $1.2 million, and enforcement of the cigarette and tobacco laws under this program would cease. Without Kansas legislation increasing the minimum age from 18 to 21, KDOR would be out of compliance with federal law. ... While federal law does preempt state law, without this legislation, KDOR lacks jurisdictional authority to enforce federal law.
