"The Staff of the KCC is Neutral towards the passage of HB 2107. Section 1 of this bill would establish limits on a public utility's liability for economic losses and punitive damages that result from an uncontrolled fire event. Section 2 would require the KCC to conduct training opportunities to assess wildfire risk and mitigation in Kansas. ... Staff takes no position with regard to Section 1 of the bill, as we view this as strictly a policy decision within the purview of the Legislature. With regard to Section 2, we are not opposed to providing the training requested in this bill.

"SB 81 amends K.S.A 66-101j to disqualify certain customer types from receiving economic development discounts on electric utility rates. These prohibitions would extend to any large load (40 MW or greater) with a full-time work force less than 200 employees, unless that large load was being served under a data center or large load tariff. ... Recognizing the need to closely manage this process, Evergy has been meeting with Staff and the Citizens' Utility Ratepayer Board (CURB) to discuss the potential for development of a large load tariff, which would be approved by the KCC.

"This bill provides funding to replace lost food sales tax revenue for STAR bond districts established prior to December 31, 2022. This bill will keep those established STAR bond districts who have stores that sell groceries harmless since the elimination of food sales tax. ... STAR Bonds provide Kansas municipalities the opportunity to issue bonds to finance the development of major commercial, entertainment and tourism areas and attractions, drawing visitors from across the region and out of state. The new sales taxes generated by the tourist or entertainment attraction go toward paying down the bonds that were issued to help finance the project. ... HB 2211 reassures the business community that even though our state policies may change, we will uphold the business agreements that were previously made and ensure that the established districts are not negatively impacted by the elimination of food sales tax. HB 2211 compensate STAR Bond districts established before December 31, 2022, to offset the losses these districts are experiencing due to the elimination of food sales tax.

"House Bill 2268 would restrict non-resident waterfowl hunters to hunting on Sundays, Mondays, and Tuesdays on department lands and waters and specified federal lands and waters. Importantly, it would have no effect on hunting on private lands, property enrolled and designated as either a walk-in hunting access area or an interactive walk-in hunting access area, navigable rivers, and KDWP's Special Hunts Program or other department authorized waterfowl outreach programs. Finally, House Bill 2268 would establish caps for resident and non-resident waterfowl stamps. Currently, only one category exists with a cap of 8.Thenewcapswouldbesetat8. The new caps would be set at 20 for residents and 100fornonresidents.Itshouldbenotedthatbecausethecurrentfeeissetat100 for nonresidents. It should be noted that because the current fee is set at 8 for all waterfowl hunters, KDWP's ability to raise the fee on resident or non-resident hunters will be restricted by H.B. 2648 (2024).

"HB 2365 would create a new state agency designated as the South Central Regional Mental Health Hospital under the jurisdiction of the Secretary for Aging and Disability Services. This new state psychiatric hospital would primarily serve the South Central counties in Kansas in cooperation with the existing state hospitals in Larned and Osawatomie. Expanding inpatient bed capacity was included in recommendations from the 2018 Mental Health Task Force report and KDADS requested funding in the FY 2023 budget to build a regional state hospital. HB 2365 would authorize the operations of the hospital envisioned by stakeholders and funded by the Legislature.
