"HB 2522 concerns re-entry and release planning for KDOC residents. Risk reduction, re-entry services, and release planning are provided to all residents consistent with their custody level and areas of risk and need, beginning at 16 months pre-release (or time to serve if >16 months). The Unit Team counselor is responsible for developing a Re-entry Plan, and with higher-need residents, additional discharge planning services are provided."

This same testimony was presented before the Kansas Legislature, House Agriculture and Natural Resources Committee, by Kate Gleeson, Deputy Director, Kansas Department of Health and Environment on February 29, 2024.Testimony "in support of SB 336 related to the revisions of the Kansas Storage Tank Act (KSA 65-34,100 et seq). ... The purpose of the statute revision to K.S.A. 65-34,135 is to remove the word "annual" from a description of the operating permit cycle. The goal as proposed is to provide for more flexibility in operating permit frequency. ... Each year, there is an urgency to process, in a short amount of time, all the permit documents and check for facility compliance issues before approving and issuing a permit. In addition, there were new UST system testing requirements for storage tank owners to submit (per K.A.R. 28-44 effective in 2020), which affect facility record review and processing time. ... A reconfiguration in frequency and timing would alleviate the pinch points and allow more thorough review and enhanced compliance efforts. In summary, the change in permit frequency is beneficial for the regulated community, and KDHE believes it to be equally protective of human health and the environment.

Testimony before the Kansas Legislature, House Committee on Commerce, Labor, and Economic Development, presented by Secretary Janet Stanek, Kansas Department of Health and Environment."Testimony in support of HB 2785, a bill that unifies the State's early childhood care and education programs under one umbrella, designated as the Kansas Office of Early Childhood. The need to support young children and families, as well as early childhood care and education professionals, is at the heart of this bill. ... When passed, HB 2785 will move the Kansas Department of Health and Environment's (KDHE) child care licensing (CCL) and home visiting programs into the Office of Early Childhood. ... This unification of authority to oversee state early childhood care and education programs will improve the process of policy making, streamline funding opportunities, reduce red tape for stakeholders and align efforts to improve outcomes. KDHE supports the passage of HB 2785 to ease administrative burden, facilitate access to services across the state and improve the delivery and efficiency of early childhood care and education programs. This change will help address gaps and overlaps in our current system and more effectively support Kansas children and families, ultimately opening additional slots and resources for parents and providers to access.

Testimony given jointly before the Kansas Legislature, Senate Commerce and House Commerce, Labor and Economic Development Committees, presented by Amber Shultz, Secretary of Labor, Kansas Department of Labor.Testimony expressing support, neutrality, or opposition on various parts of HB 2570. "Last session, we introduced a small collection of changes to assist the Unemployment Insurance (UI) Modernization project, which is scheduled to launch in the 3rd quarter of this year. HB 2401 was passed by the House. Over the past several months, KDOL and stakeholders have worked together to propose several additions, while preserving those from HB 2401, reflected in HB 2570. Many of the provisions are policy issues, which the agency will remain neutral on. The agency opposes only a few provisions, as written. We have worked closely, especially in recent days, with some of our stakeholders to find a compromise, and we believe we have done so and those are noted. However, to be clear, the language contained in HB 2401 must be passed for our UI project to remain on time, on budget, and within scope.
