Testimony before the Kansas Legislature, House Committee on Transportation, presented by Charles Bradley, Attorney, Kansas Department of Revenue.Testimony in support of HB 2681. "This bill amends the definition of a commercial motor vehicle (CMV) as well as establishes a definition for "leaving the scene of an accident." For licensed commercial drivers, there are specific traffic violations that can result in temporary license disqualification. Some such violations include impaired driving, driving with a suspended license, and leaving the scene of an accident. ... KDOR drafted this bill to clarify what violations should be considered for commercial driver's license (CDL) disqualification. ... Secondly, this bill adds "gross weight" to the definition of a CMV. ... KDOR proposes that gross weight be included in the definition of a CMV so that drivers operating a vehicle far outside of their capabilities face harsher punishments and possible license suspension.

Testimony before the Kansas Legislature, House Transportation Committee, presented by Ray Seif, Director of Aviation, Kansas Department of Transportation.Testimony in support of SB 272. "Of the 109 public use airports throughout the state, 80 are classified in the Federal Aviation Administration (FAA) National Plan of Integrated Airport Systems (NPIAS) making them eligible to receive federal funds for eligible projects. The Eisenhower Legacy Transportation Program provides 5 million to $15 million would allow KDOT Aviation to support more pavement preservation and maintenance projects before the pavements require major reconstruction at an exponentially higher expense. An increase in the minimum transfer would also allow KDOT Aviation to support projects aimed at improving statewide air ambulance access. Key to our support of this bill is our commitment to working with our local and federal partners to coordinate funding efforts for the 80 public use airports in addition to working with all airports throughout the state to locate other, preferably federal funding sources.

This same testimony was presented before the Kansas Legislature, House Transportation Committee, by Catherine Magaña, Legislative Policy Analyst and Liaison, Kansas Department of Transportation on March 12, 2024.Testimony in support of SB 424. "The proposed updates to Kansas Statutes would support the planned update by the federal governments' National Oceanic Atmospheric Administration (NOAA) and National Geodetic Survey (NGS) scheduled for 2025, relative to surveying and mapping reference systems and the definition in units of measurement. ... It has been 40 years since the last time a new basis system for mapping was implemented. This bill would not only provide the necessary update for the current plane coordinate system, but would further account for the implementation of any future mapping basis or adjustments, meaning no further legislation would be required to update Kansas coordinate standards."

"HB 2476 focuses on upholding Kansas' sovereignty by prohibiting state funds from being used to match federal monies for national heritage areas or national heritage trails without legislative approval, nor would it allow state property, water, or facilities from being included within a national heritage area or trail. The Kansas Department of Wildlife and Parks (KDWP) is neutral on this bill. However, it requests clarifying amendments to the bill that would provide greater direction and improve the legislation.

"HB 2597 amends K.S.A. 66-1239 to extend the timeline for the Commission to make a determination regarding rate-making treatment for electric generating or transmission facilities from 180 days to 240 days. The process outlined in K.S.A. 66-1239 is generally referred to as a "Predetermination Filing". ... For less complex Predetermination Filing applications, parties can consider a procedural schedule that is less than 240 days, while larger and more complex applications can utilize the full 240 days. Therefore, the Legislature would be providing more flexibility for parties if it determines that 240 days is a more appropriate timeline.
