Testimony before the Kansas Legislature, Senate Committee on Transportation, presented by David Harper, Director, Division of Vehicles, Kansas Department of Revenue.Testimony in support of SB 477. "This bill would provide statutory authorization for the Division of Vehicles to begin the process of implementing mobile driver's license and identification cards in Kansas. The 2023 Appropriations Senate Bill 25 provided expenditures shall be made by the Department of Revenue to modernize driver's licenses to allow electronic use as a digital driver's license that can be stored on mobile device applications: provided that such digital driver's license shall be compatible with federal transportation security administration checkpoints. SB 477 is step one in the process for the agency to begin to develop the road map towards the potential future implementation of digital credentials. ... A mobile driver's license is a secure, digitized version of a physical driver's license or other state issued ID that is carried in an app on a smartphone. Mobile driver's licenses and IDs are intended to be a companion to a physical driver's license and not a replacement. The two primary reasons for implementing a mobile DL/ID program are security and convenience.

Testimony before the Kansas Legislature, Senate Transportation Committee, presented by Cory Davis, Director of Multimodal Transportation and Innovation, Kansas Department of Transportation.Testimony in support of SB 349. "A key principle of the Eisenhower Legacy Transportation Program is supporting more transportation choices for Kansans, including the potential for expanded passenger rail services in the state. Passenger rail service provides an optional mode of regional transportation for those not able to or interested in driving cars or flying. Passenger rail service can also act as a catalyst for economic development and business growth to further stimulate the Kansas economic engine. ... Senate Bill 349 would establish an intercity passenger rail program and would require the secretary to fund the program at $5M per year. These funds would come from unencumbered funds in the state highway fund, the state general fund and/or special revenue funds. The funds in this program would then be used on qualifying projects like the Heartland Flyer that continue to advance passenger rail service in the state. ... KDOT supports the continued advancement of passenger rail service in Kansas, including Senate Bill 349.
