"HB 2477 increases the amount that the Kansas Agricultural Remediation Board (KARB) can reimburse per site for remedial work allowed by K.S.A. 2-3708. ... KARB closely reviews projects for reimbursement, and the amount awarded corresponds to actual expenses incurred by the eligible parties. ... An increase in the limit per site would allow those actual expenses exceeding existing limits to be reimbursed. KDHE is hopeful that increased funding amounts could enable stalled remedial projects to move forward.

"This bill has been proposed to clean up three terms in state statute that have become outdated, inconsistent, and confusing to the regulated community. First, SB 331 proposes to eliminate the definition of the term "lead free" as it pertains to waterline pipes and pipe fittings. ... Federal requirements require that pipes and fittings have no more than 0.25% lead to be considered "lead free." Kansas regulations...mirror the federal requirement. ... Removing the old definition aligns state statutes with federal law and KDHE regulations. ... Second, SB 331 proposes to replace the term "small quantity generator." ... The term "small quantity generator" is still used by KDHE and the U.S. Environmental Protection Agency (EPA), but over the years, the definition of this term has shifted at the state level and is now inconsistent with the original intent of the statutes. Finally, SB 331 proposes to replace references to "hazardous wastes" generated by a "farmer"...with the term "agricultural pesticide wastes." This is a technical update to state statute to make sure this term is consistent with "agricultural pesticide waste" in K.S.A. 65-3402(z). These are minor changes but would greatly simplify and harmonize our ability to effectively communicate state and federal regulatory standards in the course of our work in Kansas."

This ensures a consistent use of terms between statutes and is based on the current use of the term "agricultural pesticide waste" in K.S.A. 65-3402(z). These are minor changes but would greatly simplify and harmonize environmental regulation in Kansas.
2024 Annual Report to the Governor and Legislature
On or before December 1 of each year, the KWA submits to the Governor and the Legislature a report setting out: (1) an account of all moneys expended from the state water plan fund during such fiscal year; and (2) a five-year capital development plan for state water plan projects.
The KWA consists of 13 voting members who are appointed by the Governor or Legislative leadership. State agency directors serve as ex-officio members. KWA is statutorily within and a part of the KWO. The KWA is responsible for advising the Governor, Legislature and Director of the Kansas Water Office on water policy issues and for approving the Kansas Water Plan, federal contracts, administration regulations and legislation proposed by the KWO. The KWA provides the leadership to ensure that water policies and programs address the needs of all Kansans.
The Kansas Water Office (KWO) and the Kansas Water Authority (KWA) were established in 1981 and assumed the duties of Kansas State Water Resource Board which was established in 1955 and abolished in 1981

"Any person may adopt and use a brand for the purpose of branding their livestock in accordance with authorized rules and regulations of the Animal Health Commissioner of the Kansas Department of Agriculture Division of Animal Health. ... To apply for a brand, ranchers must give the Commissioner a copy of the brand requested along with the application ... If approved by the Commissioner, the applicant submits a registration payment for the registered brand. The last time the fee cap was raised was in 1991 when it went from 55. HB 2543 would increase the cap to 70. The fee registration is good for a 5-year period. If the brand is not modified or transferred, it will remain on the same five-year renewal plan. HB 2543 also authorizes the Animal Health Commissioner to have the ability to assess an application fee in addition to the registration fee. The registration fee and application fee combined are not to exceed $100. ... The overall goal of this bill is to continue the brand service to ranchers in Kansas and support the industry as new brands are being created, modified, and renewed, while keeping the program self-sustaining, but at a minimal cost for ranchers."

"The Kansas Department of Agriculture Division of Conservation works with local Conservation Districts in all 105 counties. These districts are composed of 5 regions, each of which is represented by a commissioner on the State Conservation Commission. The districts create and execute programs that work to improve water quality, water conservation, soil erosion, and flood control, and to provide local water. The priorities of the Conservation Districts include delivery of local financial and technical assistance, reduction of sedimentation and nutrient and pesticide runoff, water quality protection and restoration in streams and above reservoirs, the protection and sustainability of the Ogallala and related aquifers, and the promotion of conservation practices that improve soil health. ... County Conservation Districts receive a portion of funding through the State Water Plan Fund which is administered by KDA. Districts submit a special request for conservation activities to the Division of Conservation. All requests up to 25,000 to 50,000, 89 counties would meet or exceed a full match and 16 counties would meet the full match but require less than $50,000. By increasing the state's contribution, KDA believes that counties may feel encouraged to provide additional local funding to further support local Conservation Districts and the valuable work that they conduct locally.
