"The bill as written directs the secretary of the Kansas Department for Children and Families (DCF) to enter into agreements with other state and federal agencies to allow for the continuous review, comparison and verification of data for food assistance eligibility. The agency must also post data related to non-compliance and fraud investigations at least quarterly on the public website. The agency supports comprehensive eligibility verification and has extensive processes in place, including provisions listed in the bill. The additional provisions in some cases are not legally feasible or they would require significant administrative burden without a strong return on investment given the extensive efforts we already have in place.

"HB 2040 amends K.S.A. 66-1,178, which establishes the requirement and procedure for an electric utility to obtain a line siting permit to construct electric transmission lines. Currently, K.S.A. 66-1,178 requires an electric utility to file an application that details the proposed location for the lines and impacted landowners. The Commission, with the assistance of its technical staff (Staff), is required to issue a final order on such an application within 120 days after filing. HB 2040 increases this timeframe to 180 days and makes small typographical changes.&quot

This same testimony was presented before the Kansas Legislature, House Committee on Judiciary, by Amber Shultz, Secretary of Labor, Kansas Department of Labor, on March 10, 2025.Testimony in support of SB 30. "The Kansas Department of Labor would like to continue participating in the Treasury Offset Program ("TOP"). ... TOP allows certain federal payments owed to an individual to be intercepted by state workforce agencies, such as ours, when the individual involved has been adjudicated to have engaged in unemployment insurance fraud and has improperly received payment as a means to recoup the fraudulently obtained funds. ... The IRS requires that any employee with access to the Federal Tax Information ("FTI") it provides to agencies participating in TOP to have passed a federal background check. ... The FBI requires that Kansas have in its law a statute which, among other things, mandates the fingerprinting of applicants who are to be subjected to a national criminal history background check, expressly or by implication authorizes the use of FBI records for the screening of applicants, and identifies the specific category or categories of employees falling within its purview. SB 30 would fulfill those requirements and allow the Kansas Department of Labor to utilize this important tool to combat unemployment insurance fraud by recovering fraudulently obtained benefits.

    "January 29, 2024." Testimony before the Kansas Legislature, Senate Transportation Committee, presented by Joel Skelley, Director of Policy, Kansas Department of Transportation.Testimony in opposition to SB 17. "KDOT opposes Senate Bill 17 (SB 17) because the provisions are redundant with existing Kansas statutes. SB 17 adds exceptions to gross weight limits for vehicles as specified in K.S.A. 8-1909. This bill provides exceptions to "...haulers of grain or other seasonally harvested products during normal harvest season from the field where such grain or products are harvested to storage, market or stockpile or from stockpile to market or factory up to 50 miles..." The bill allows such loads to be up to 10% heavier than the maximum gross weight indicated in the table in K.S.A. 8-1909 for loads with tandem, triple or quad axles. It also allows such loads to be up to 12.5% heavier than the maximum gross weight indicated in the table for loads with single axles. The maximum gross weight authorized by this bill would be 90,000 pounds. ... Currently under K.S.A. 8-1919 farmers and commercial haulers can obtain an "Annual Ag Permit" to transport divisible agricultural loads exceeding 85,500 pounds with a vehicle that has six or more axles.

    On or before December 1 of each year, the KWA submits to the Governor and the Legislature a report setting out: (1) an account of all moneys expended from the state water plan fund during such fiscal year; and (2) a five-year capital development plan for state water plan projects. The KWA consists of 13 voting members who are appointed by the Governor or Legislative leadership. State agency directors serve as ex-officio members. KWA is statutorily within and a part of the KWO. The KWA is responsible for advising the Governor, Legislature and Director of the Kansas Water Office on water policy issues and for approving the Kansas Water Plan, federal contracts, administration regulations and legislation proposed by the KWO. The KWA provides the leadership to ensure that water policies and programs address the needs of all Kansans. The Kansas Water Office (KWO) and the Kansas Water Authority (KWA) were established in 1981 and assumed the duties of Kansas State Water Resource Board which was established in 1955 and abolished in 1981
