"The poultry industry in the United States has experienced remarkable growth, largely due to NPIP, which combats diseases like pullorum-typhoid that have previously hindered production. By introducing disease testing and certification programs, the NPIP helped the poultry industry to grow, including expansion on the national level of both small-scale and commercial operations. ... Since 1945, Kansas has participated in the NPIP. ... SB 89 would enable KDA to assess a participant fee for any entity or person who wants to voluntarily participate in the NPIP program. This participation fee would not exceed 50annually,andthisbillincludesa60daygraceperiodinordertoremainaparticipantintheprogramingoodstanding.Additionally,anyonerequestingtestingordiagnosticservicespertainingtoNPIPwouldbeassessedaservicefeethatwouldnotexceed50 annually, and this bill includes a 60-day grace period in order to remain a participant in the program in good standing. Additionally, anyone requesting testing or diagnostic services pertaining to NPIP would be assessed a service fee that would not exceed 100 per location. If an individual or business wanted to perform their own testing, KDA would continue to work with outside certified individuals who may elect to become a certified tester for pullorum-typhoid. Under SB 89, those interested in becoming a certified tester would be charged a fee not to exceed $50. Once certified, an individual would be capable of performing poultry disease diagnostic services pursuant to the poultry disease control act.&quot

"The Sales Tax and Revenue (STAR) Bond Act (KSA 12-17, 160) was established in 1999. STAR Bonds are a financing tool that allows Kansas municipalities to issue bonds to finance the development of major commercial, entertainment and tourism projects. The bonds are paid off through the sales tax revenue generated by the attraction and surrounding development. The intent is to increase regional and out of state tourism; increase economic activity in the state; and improve the quality of life.

"This bill extends by five years the sunset of the Rural Opportunity Zone (ROZ) program. ROZ was introduced in 2012 and is one of Commerce's workforce recruitment tools. The program is administered by the Office of Rural Prosperity. Overall, the goal of the program is to attract residents to rural areas where the population losses have been the steepest. The program has recently had increases in participation and continues to prove to be a valuable tool for recruitment. The State of Kansas has designated 95 counties as "Rural Opportunity Zones." ... The designated counties offer individual financial incentives to new full-time residents: student loan repayment assistance and/or 100% state income tax credit.

"The Kansas Department of Corrections (KDOC) is supportive of HB 2215. During the 2021 Session, the Legislature passed HB 2401, which allows the Secretary of Corrections to enter into public-private partnerships for the purpose of financing and constructing an education and workforce training center which would provide a broad range of adult education, career and technical education, college degree, and career-readiness programs. ... Under current statute, the amount of state funding which may be committed to the construction of a career campus is capped at 25% of the total cost. ... Passage of HB 2215 would increase the state match cap to 50%. HB 2215 will not have a fiscal impact on KDOC as funding appropriated for the career campus match was based on the 50% state contribution.
