Testimony before the Kansas Legislature, House Committee on Appropriations, presented by Secretary of Agriculture Mike Beam, Kansas Department of Agriculture.Testimony in support of HB 2237 "The Kansas Department of Agriculture supports HB 2237 as it gives state agencies an additional tool to help with employee retention and recruitment efforts and recognize those who go above and beyond to serve Kansas taxpayers and the agriculture industry. ... Retention and recruiting bonuses will allow for these positions to be filled more quickly and for the agency to uphold its support to agriculture at a lower cost. Even with an increased recruiting and retention bonus, state employees are a more cost-efficient solution than it would be to hire private firms to do state work, which comes at a premium for taxpayer dollars. The agency would also support increasing the cap on bonuses allowed to ensure that we can adequately recognize the sacrifices our staff has to make when responding to emergencies.

"The bill as written directs the secretary of the Kansas Department for Children and Families (DCF) to enter into agreements with other state and federal agencies to allow for the continuous review, comparison and verification of data for food assistance eligibility. The agency must also post data related to non-compliance and fraud investigations at least quarterly on the public website. The agency supports comprehensive eligibility verification and has extensive processes in place, including provisions listed in the bill. The additional provisions in some cases are not legally feasible or they would require significant administrative burden without a strong return on investment given the extensive efforts we already have in place."

Presentation before the Kansas Legislature, Senate Committee on Utilities, presented by Joseph Astrab, Consumer Counsel, Citizens' Utility Ratepayer Board.Citizens' Utility Ratepayer Board legislative testimony ; 2025."As shown in the Performance Based Budget Report, the Citizens' Utility Ratepayer Board ("CURB") expended substantial time in policy research, advocating for residential and small commercial ratepayers in KCC cases and before the Kansas Legislature and performing outreach programs. ... CURB has met reasonable expectation on these [Performance Based Budget] metrics for FY 2024. In these regards, CURB has intervened in all KCC rate cases filed in FY 2024 as well as 100% of all other KCC cases in which intervention by CURB would be expected. (CURB is not expected to intervene in KCC cases involving certificates of convenience – allowing utilities to serve new areas or changes in certified territories of utilities and cases dealing with rural electric cooperatives, due to the nature of these cases). Savings enjoyed by Kansas ratepayers by virtue of CURB's representation of residential and small commercial ratepayers are shown as significant. In sum, these charts show that CURB performance of the metrics required of it by the State of Kansas was economic and significantly benefited residential and small commercial ratepayers."-- Overview.Overview
