Testimony before the Kansas Legislature, House Commerce, Labor and Economic Development Committee, presented by Joshua Jefferson, Deputy Director, Kansas Department of Commerce.Testimony "in support of HB 2308, Aviation and Innovative Manufacturing in Kansas (AIM-K). The State of Kansas currently has about 135 active leads in its business recruitment pipeline, of which 59% are manufacturing related. A trend among these projects is rapid technological development in transportation manufacturing, resulting in new processes that require large investments in new facilities and equipment. Aerospace manufacturing, including emerging aerospace technologies, sustainable aviation fuel, and new vehicle manufacturing are key drivers of these opportunities. The AIM-K bill will create a tool to emphasize that Kansas, statewide, is open for business while supporting the Air Capital of the World and leveraging Wichita State University's status as the #1 aerospace research and development program in the nation. The bill slightly enhances the state's traditional incentives, giving Kansas a competitive edge to successfully recruit these manufacturers, while maintaining strict eligibility requirements, meaningful clawbacks, and only awarding benefits AFTER companies meet requirements to create jobs and make investments.

STAR Bonds are a financing tool that allows Kansas municipalities to issue bonds to finance the development of major commercial, entertainment and tourism projects. The bonds are paid off through the sales tax revenue generated by the attraction and surrounding development. The intent is to increase regional and out of state tourism; increase economic activity in the state; and improve the quality of life."

"This bill establishes a sales tax exemption for construction and equipment materials for qualified data centers in Kansas. The length of time that the company may receive this specific sales tax exemption is correlated to the amount of capital investment they will make to build a facility. This correlation is a reasonable way to limit the number of benefit years and allows the state to be competitive.

"The Staff of the Commission (Staff) is proposing a narrow change to K.S.A. 66-1,178(d) to increase the time allowed for the Commission to issue a final order in transmission line siting applications from 120 days to 180 days. We believe this change will improve the Commission's evaluation of a transmission line siting application by allowing more opportunity for landowner input and involvement in the process. Because landowners along a potential transmission line route may be impacted by the line for many decades to come, we owe it to them to take the necessary time to hear and consider their concerns, and to evaluate potential alternative routes prior to the determination of the final line route. ... Transmission lines take several years to plan and construct. ... Adding 60 days to the Commission's timeline to evaluate the route of a proposed transmission line in Kansas will not materially affect these timelines.

Testimony before the Kansas Legislature, Senate Transportation Committee, presented by Catherine Magaña, Legislative Liaison, Kansas Department of Transportation.Testimony in support of HB 2121 "KDOT offers support of this bill and the additional revenue it would provide for the State Highway Fund (SHF) and the Special City and County Highway Fund (SCCHF) to support transportation investments. Consistent and sustainable revenues coming into the SHF are essential to KDOTs purpose – delivering transportation that keeps Kansas moving forward. ... As hybrid and electric vehicles become a larger part of the Kansas fleet of registered vehicles, the amount of revenue collected from the sale of motor fuels is expected to stay steady, or even decline in the coming years. With inflation this results in a continued loss in purchasing power of the revenue generated and erosion of ability to continue to invest in the transportation system. Raising the registration fees for electric and hybrid vehicles offsets motor fuel tax revenues not collected by those vehicle types and provides parity for vehicles utilizing the transportation system.
