    Constructing a composite index for good governance in Algeria for the period 2002-2020

    This research aims to try to Construct a comprehensive composite index of goodgovernance in Algeria based on sub-indicators recently approved by the World Bank. The researchdiscussed, through analysis, the characteristics, principles and indicators of good governance andits dimensions. A mathematical economic model was also developed to measure the compositeindex of good governance using the ACP method and cluster analysis, to be applied to thegovernance indicators in Algeria for the period 2002-2020.The results showed that the index of good governance in Algeria is led by two main factors;The first factor can be called legal rules and organizational and administrative frameworks, whilethe second factor can be called political stability, civil liberties and corruption. The compositeindex that we estimated showed negative and mostly weak results, which indicates that Algeria stillhas a long way to go to improve the institutional environment and activate the mechanisms of goodgovernance to ensure the achievement of the desired development goal

    The study aimed to determine the impact of modernisation of tax administration throughthese different components (reorganisation of tax administration, use of information andcommunication technologies, tax service) on the tax compliance of taxpayers in Algeria. With thisin mind, the oil companies were chosen as the study population, the data were collected through aquestionnaire on a sample of 42 oil companies operating in Algeria, for the analysis of therelationship between the different variables multiple linear regression was used and the followingwas concluded: tax compliance of taxpayers is influenced by the reorganisation of taxadministration, the use of information and communication technologies in the Algerian taxadministration has not been no influence on the tax compliance of taxpayers, the tax serviceprovided by the tax administration in Algeria has no influence on the tax compliance of taxpayers,existence of complementarities between the different components of modernisation program of taxadministratio

    The study investigates the economic and social development of Southeast Europeancountries—specifically the Balkan States-over the past decade, focusing on 10 Balkan countriesand Slovenia (as a comparator).It relies on standardized macroeconomic and social indicators sourced from major internationalorganizations to ensure methodological consistency. The goal is to analyze trends and disparities,especially in light of the region’s political transitions and EU integration processes. Fortydevelopment indicators were used to assess each country's progress and developmental position ina comparative framework.     Tax Benefits for Start-Ups in Algeria

    The study aims to analyze the impact of tax benefits on the growth of start-ups inAlgeria, applying it to the companies affiliated with the Directorate of Industry in the El OuedProvince (Algeria). The data included the number of companies, types of activities, and volume ofinvestments. These statistics reflect the current situation of the sector and enhance understanding ofthe challenges and opportunities facing these companies in Algeria. The study concluded thatAlgeria has provided a package of tax benefits to support start-ups, including tax exemptions andreductions for several years on profits and professional activities, which contributes to alleviatingfinancial burdens during the early growth phase. Start-ups also benefit from value-added taxexemptions when purchasing installations, and reductions or customs exemptions on imports,which reduces operating costs. The state provides workspaces at preferential prices and specialsupport for research and development in the field of technology. These measures aim to stimulateinnovation and facilitate investment to contribute to economic diversification and sustainablegrowth in Algeria

    This study aimed to know and measure the impact of electronic human resourcesmanagement practices in the development of electronic educational services in universityinstitutions from the point of view of professors, by applying to a sample of universities in theAlgerian center, and this study was relied on the descriptive analytical approach as the mostappropriate approach to study such topics, and the questionnaire was also relied on as a tool forstudying and collecting data and information, as it was distributed to the study sample, representedby the teaching staff at the level of a sample of universities. The Algerian center, where (250)questionnaires were distributed, of which (248) questionnaires valid for analysis were retrieved.After studying and analyzing the data obtained, the study reached a set of results, the mostimportant of which is the existence of a positive correlation and impact between the dimensions ofelectronic human resources management combined (e-recruitment, e-training, e-performanceevaluation, electronic compensation) and the development electronic educational services inuniversities in central Algeria

    This study aim to reveal the effectiveness of the distance learning style through the opinions of doctoral students. This study was based on an electronic questionnaire (Google Drive) for 42 students from the two institutions. The most important results were that there is a mean trend of satisfaction among the respondents in interactive distance learning, continuity of distance education and students' interaction in the use of distance education, while it should be noted that there are obstacles to using distance education Finally, the researchers recommended organizing distance education training courses for teachers and students, work to remove obstacles, the need to combine physical education (without media) and distance education in higher education institutions in the futur

    Equestrianism in the tales of proverbs in the pre-Islamic era

    The research deals with the stories of chivalry included in the Arab proverbs in the pre-Islamic era specifically according to the descriptive and analytical method، exposing the most important resources of those proverbs from the desert environment. The desert represented the horizon and the source from which the Arab quenched his thirst. Its influence on the Arab character was clearly evident، as we see it penetrate his behavior and customs. Since the pre-Islamic society is a realistic society، this appeared clearly in his life in the external framework، so that the contemplations of the pre-Islamic poet were few due to his lack of awareness of metaphysical issues and the afterlife. We see him sometimes attributing death to time. The research is divided into two sections preceded by an introduction in which he studied the environment and its effect on the emergence of literature، and then the conclusion in which the study added a definition of the proverb in language and terminology and the functions of social proverbs. The first section focused on chivalry and its relationship to the pre-Islamic social environment. The researcher dealt with representations of chivalry in the pre-Islamic era، then studied examples of those representations.     This study explores the rhetoric of digital argumentation in literary and critical essays, considering it a dynamic and evolving field shaped by the transformations introduced by the digital medium.The research argues that argumentation in digital essays is no longer a mere extension of traditional print logic, but rather a system based on new rhetorical strategies that respond to the multimodal nature of digital texts, the interactive space of publication, and the shift in audience roles from passive readers to active participants in meaning-making.The study builds its theoretical foundation on New Rhetoric (Perelman and Olbrechts-Tyteca), Pragmatics (van Dijk), and Multimodal Rhetoric, and applies its analysis to selected Arabic digital essays from reputable literary platforms.Findings reveal a paradigmatic shift in the structure and tools of argument in the digital literary article, including: Interactive argumentation, Hypertextual intertextuality, Visual and multimedia-based persuasion, Emotionally coded (encrypted) pathos, and the construction of digital ethos.The research concludes that digital literary and critical writing reshapes classical rhetorical concepts and demands a renewed critical apparatuscapable of addressing the features of digital discourse: multiplicity, interactivity, and textual opennes
