L'essor des biens communs, des espaces culturels et des politiques publiques en Europe du Sud : pourquoi cela s'est-il produit et pourquoi nous y prêtons-nous attention ?
International audienceHaving long symbolised the inefficiency of shared ownership, the commons are re-emerging as an effective principle of social and cultural struggle against neoliberalism. The commons are also at the core of an interdisciplinary academic debate that has found important applications in the context of urban studies and cultural policy studies. In this paper, we analyse the origins of the spread of commons vocabulary and practice in community-run cultural spaces in Naples, Marseille and Athens and discuss their relationship with policy. We identify three different policy attitudes towards the commons: conflict and dialogue, multiple avenues for policy co-development, and indifference that reveal fundamental issues related to the relationship between the commons and state authorities, such as agonism, co-optation and mutual avoidance. By engaging with the concept of ‘new municipalism’ and potential partnerships between the commons and the state, we suggest that a pathway based on mutual trust, independence and adopting a cultural rights approach can enable new collaborations between policymakers and activists

International audienceLa question de la sécurité dans les transports terrestres revient régulièrement dans l'actualité en raison du nombre grandissant d'agressions dont ils sont le théâtre. Dans ce contexte, le législateur cherche à y apporter une réponse par l'intermédiaire de lois dites « sécuritaires ». Leur finalité est de permettre une coopération entre de nombreux acteurs de sécurité afin de mettre en place un continuum de sécurité, poursuivant un objectif de continuité et d'efficacité. Si certains s'insurgent de la montée de tels textes, en ce qu'ils constituent de potentielles atteintes aux libertés individuelles, la question de l'efficacité d'un tel continuum se pose, au regard des enjeux contemporains
GWTC-4.0: Methods for Identifying and Characterizing Gravitational-wave Transients
The Gravitational-Wave Transient Catalog (GWTC) is a collection of candidate gravitational-wave transient signals identified and characterized by the LIGO-Virgo-KAGRA Collaboration. Producing the contents of the GWTC from detector data requires complex analysis methods. These comprise techniques to model the signal; identify the transients in the data; evaluate the quality of the data and mitigate possible instrumental issues; infer the parameters of each transient; compare the data with the waveform models for compact binary coalescences; and handle the large amount of results associated with all these different analyses. In this paper, we describe the methods employed to produce the catalog's fourth release, GWTC-4.0, focusing on the analysis of the first part of the fourth observing run of Advanced LIGO, Advanced Virgo and KAGRA
Multiple moonlet mergers as the origin of the Dinkinesh-Selam system
International audienceOn November 1st, 2023, the Lucy spacecraft encountered the main-belt asteroid Dinkinesh, revealing the first confirmed contact binary moon, (152830) Dinkinesh I Selam. Here, we show that Selam likely formed through a series of low-velocity collisions of similarly sized moonlets that once orbited the primary. To gain insight into the processes that shape satellites in small binary systems, we simulate plausible formation scenarios for Selam. The mergers that form each lobe are consistent with collisions that occur beyond four primary radii at impact velocities between 1 and 1.5 times their mutual escape velocity and impact angles between 5 and 15 ∘ . Similar collisions could also explain the oblate shape of asteroid Dimorphos, the secondary in the Didymos system and the target of NASA's Double Asteroid Redirection Test (DART), though further data from ESA's Hera mission will provide additional insights. These results indicate that binary asteroid systems can undergo multiple moon-forming events and exhibit a wider diversity of satellite shapes than currently observed.Previously, binary asteroids were assumed to comprise a top-shaped primary body and a prolate secondary body (e.g., ref. 1). However, recent space missions that imaged the Dinkinesh-Selam 2 and Didymos-Dimorphos 3 systems have revealed that the secondaries of these systems can exhibit a variety of shapes. Dinkinesh (about 719 m) and Didymos (about 730 m) are comparable in spectral type 4-6 and size 2,7 . Both of the primaries of Didymos and Dinkinesh share the distinctive top-shape with other small asteroids (e.g., refs. 8-11), suggesting a history of mass shedding or dynamic processes shaping their surface 12 . However, Selam, a contact binary 2 and Dimorphos, an oblate body 7,13 , deviate from the expected prolate shape of secondary bodies. These shapes are uncommon in previously investigated formation models (e.g., refs. 14,15), suggesting that other pathways must exist.Here, we recreate the shapes and geological features of Selam and Dimorphos from low-velocity moonlet mergers, and explore their evolutionary histories. We combine findings from three-dimensional impact simulations with dynamical simulations to find the most likely scenarios consistent with these types of low-velocity mergers. ResultsWe first show that both Selam and Dimorphos likely result from mergers between similarly-sized moonlets orbiting a larger primary asteroid 16,17 . The resulting shape following a collision depends on the angle (ϕ) and the relative velocity normalised by the mutual escape velocity (v/v esc ) between the colliding moonlets, but also their initial mass, shape and structure. Structures des classes de graphes et de leurs mineurs exclus
A class of graphs is said to be minor-closed if it is closed under the following three operations: edge deletion, vertex deletion, and edge contraction. Minor-closed classes of graphs play a central role in graph theory thanks to their numerous structural and algorithmic properties. In this thesis, we prove several connections between the structure of a minor-closed class of graphs and the structure of its excluded minors, that is the minimal graphs which are not members of this class.In a first part, we show a structural property for classes of graphs excluding a grid of fixed height as a minor. To do so, we introduce a new family of graph parameters generalizing both treedepth and treewidth. As a consequence, we obtain a qualitative strengthening of the Grid-Minor Theorem of Robertson and Seymour for graphs excluding a rectangular grid.In a second part, we show through multiple applications how to use a notion of rooted minors to solve problems concerning graph minors. As a first application, we provide simple proofs for characterizations of minor-closed classes of graphs having bounded layered treedepth or layered pathwidth. A second application consists of Product Structure theorems in minor-closed classes of graphs. Finally, we investigate the growth rates in minor-closed classes of graphs of weak coloring numbers and centered chromatic numbers, two families of graphs parameters characterizing classes of graphs having bounded expansions. In particular, we determine, up to a linear factor, the maximum centered chromatic numbers and weak coloring numbers of the members of a given minor-closed class of graphs. In the special case where a planar graph is excluded, our bounds are tight up to a constant factor.Une classe de graphes est dite close par mineur si elle est close par suppressions d'arêtes, suppressions de sommets, et contractions d'arêtes. Les classes de graphes closes par mineur jouent un rôle central en théorie des graphes grâce à leurs propriétés structurelles et algorithmiques. Dans cette thèse, nous démontrons plusieurs correspondances entre la structure d'une classe de graphes close par mineur et celle de ses mineurs exclus, c'est-à-dire des graphes minimaux parmi ceux qui ne sont pas membres de cette classe. Dans une première partie, nous démontrons une propriété structurelle pour les classes de graphes excluant une grille de hauteur fixée en tant que mineur. Pour ce faire, nous introduisons une nouvelle famille de paramètres de graphes qui généralise la profondeur arborescente et la largeur arborescente. En conséquence, nous obtenons une généralisation du Théorème de la Grille Mineure de Robertson et Seymour. Dans une seconde partie, nous montrons, à travers plusieurs applications, comment utiliser une notion de mineurs enracinés pour résoudre des problèmes sur les mineurs de graphes. La première de ces applications est une preuve simple pour les caractérisations des classes de graphes closes par mineurs ayant une profondeur arborescente en couche ou une largeur linéaire en couche bornée. Une deuxième application consiste en des théorèmes de Structure Produit dans des classes closes par mineurs. Enfin, nous déterminons, à un facteur linéaire près, les nombres chromatiques centrés ainsi que les nombres colorant faibles de toute classe de graphes close par mineur donnée. International audienceThe present talk introduces properties and usage of IoT and M2M technology in Contact Tracing. It introduces the method of Asynchronous Contact Tracing (ACT). ACT registers the presence of SARS-CoV-2 virus on IoT connected objects (waste water, or air conditioning filters, or dirty objects, or dirty cleaning tools, etc.) or connected locations (such as a shops, restaurants, corridors in a supermarket, sanitary facilities in a shopping mall, railway stations, airports terminals and gates, etc.) using Group Test (sometime called in the literature Pooling Test). ACT identifies contacts with IoT connected objects that have been contaminated by the SARS-CoV-2 virus and works in synergy with solutions designed for manual and digital contact tracing to identify and alert people who may have been infected by the virus. In case the object is suspected to host or have hosted the SARS-CoV-2 virus, ACT allows users that have been in contact with the object or visited the connected location to be informed. This shifts the paradigm from synchronously tracing the contacts of the people infected by COVID-19 to asynchronously tracing of contacts of materials (such as infected surfaces, waste-water, air-conditioning filters, etc.) that are hosting the SARS-CoV-2 virus. This enables people who have come into contact asynchronously with those particular materials to be alerted of a potential COVID-19 contagion, and, at the same time, it signals that one or more persons have been in contact with the material which is now spreading the SARS-CoV-2 virus. This methodology is particularly effective as the SARS-CoV-2 virus can survive for a significant time on objects that have been contaminated. The degree of contamination depends on the object (e.g. a surface), the concentration of the virus, the temperature, the humidity conditions, and the exposure to sun light. Viral contamination can be active for a few hours or last for several days. The ACT method uses existing, ready-to-market IoT-based technology and well-established wireless network techniques. The methodology is not dependent on achieving a certain number of tests, or of people adopting it, in order for the results to be useful, but of the number of (grouping) tests performed. Moreover, it does not require the transmission of any personal information by the user, respecting both EU GDPR (General Data Protection Regulation) and people's sensibility to personal privacy. The present document defines requirements and the functionalities required to meet the requirements. This process was inspired by Occam's Razor or the Law of Parsimony (Latin: Lex Parsimoniae), that states that entities and theories useful to solve a problem should not be multiplied unless necessary. On the contrary, simpler entities and theories are preferable to more complex ones because they are easier to test and more likely to be true
Exploitation scientifique de CentipedeRTK
International audienceDéveloppé depuis 2019, le réseau CentipedeRTK est un réseau GNSS collaboratif permanent dont l’objectif principal est de rendre le positionnement RTK librement accessible, principalement à l’aide de récepteurs et d’antennes à bas coût. Depuis sa création, le réseau s’est considérablement développé, bien au-delà des frontières de la France, et compte aujourd’hui près de 900 stations. Il est utilisé par de nombreux utilisateurs. Le principal secteur d’utilisation est l’agriculture, mais de plus en plus d’organismes publics et privés ainsi que des particuliers y ont recours.La communauté des géosciences s’est rapidement intéressée au réseau, d’abord comme utilisatrice de ces bases RTK (suivi du niveau de la mer, relevés par drone, etc.), puis pour le post-traitement des mesures brutes issues de ces bases. Ainsi, les données des stations permanentes du réseau CentipedeRTK sont archivées quotidiennement depuis la mi-2022 par le centre de données du RENAG, dans le but de les exploiter pour des applications en géosciences.Nous présentons ici les résultats de deux études récentes menées à partir des données acquises en 2023 par un sous-réseau de plus de 250 stations CentipedeRTK localisées en France métropolitaine. Les observations ont été analysées en mode PPP à l’aide du logiciel GipsyX. Les positions ainsi déterminées ont été évaluées par comparaison avec celles issues de stations appartenant à des réseaux conventionnels (RGP, RENAG, Orphéon). L’analyse des séries temporelles montre une bonne qualité globale, malgré une légère dégradation des répétabilités, particulièrement marquée sur la composante verticale. Les retards troposphériques estimés pour ce sous-réseau ont été comparés à ceux obtenus à partir des stations conventionnelles. Le niveau d’accord est très satisfaisant, bien qu’un biais subsiste, vraisemblablement lié aux limites des antennes low-cost (sensibilité au trajet multiple, absence de calibration précise).Ces résultats soulignent la nécessité de mieux caractériser et corriger les défauts liés aux antennes low-cost, mais aussi d’informer et d’accompagner la communauté CentipedeRTK dans l’adoption de bonnes pratiques d’installation des stations (documentation, recommandations techniques, etc.)

International audienceLes crises contemporaines (sanitaires, économiques, environnementales, sociales) révèlent la complexité des opinions publiques et des attentes sociétales. La pandémie de Covid-19 a mis en exergue le rôle crucial de la communication institutionnelle et de l’adhésion collective aux décisions publiques. Dans ce contexte, l’acceptabilité sociale devient un enjeu central, ancré dans des logiques à la fois démocratiques, politiques et managériales. Elle désigne le consentement collectif à un projet, jugé préférable aux alternatives, fondé sur la faisabilité, la pertinence, l’équité et la confiance. Loin d’être neutre, ce concept est aussi utilisé comme outil de légitimation institutionnelle, générant une tension entre communication stratégique et co-construction démocratique. Bien que formulée dès les années 1970, l’acceptabilité sociale n’est mobilisée dans les projets sociétaux et environnementaux que depuis les années 2010, et reste peu intégrée aux démarches de responsabilité sociétale des entreprises (RSE). Or, les principes de la RSE (transparence, dialogue, impact) peuvent nourrir une acceptabilité partagée et légitime. Afin de mieux comprendre les articulations entre l’acceptabilité sociale et la RSE, ce travail repose sur une revue de littérature systématique. Cette dernière comprend 41 articles issus du moteur CAIRN. Ce recensement met en évidence une convergence encore émergente, mais prometteuse, pour renforcer la légitimation collective des actions en période de crise
Compact and efficient quantum frequency conversion of a fiber-pigtailed single-photon source
Quantum frequency converters are key enabling technologies in photonic quantum information science to bridge the gap between quantum emitters and telecom photons. Here, we report a coherent frequency converter scheme combining a fiber-coupled nonlinear optical Lithium Niobate waveguide with a fiber-pigtailed single-photon source based on semiconductor quantum dots. Single and indistinguishable photons are converted from 925.7 nm to the telecommunication C-band, with a 48.4% end-to-end efficiency and full preservation of single-photon purity and indistinguishability. The integration of the two fiber-based modules achieving top-level performance represents an important step toward the practical interconnection of future quantum information processing systems operating at different wavelengths.</div
