    The land tenure system: which land title for the Nigerian mortgage industry?

    The article examines among issues raised in the 2001 Report of the Presidential Committee on Urban Development and Housing, which made recommendations for the National Housing Policy. ln order to appreciate the kind of land tenure system that is operated in the country, the objective of this paper is to highlight the process and procedure individuals or corporate bodies will have to go through in order to secure finance for building or buying a house. The paper is divided into three sections. Following this introduction, is section two which discusses mortgage loan perfection, while section three appraises the land tenure and housing in the context of the 2001 Report of the Presidential Committee on Urban Development and Housing- Section four concludes the paper

    Government expenditure and economic growth in Nigeria: a disaggregated approach.

    The paper represents part of a larger research agenda to assess how fiscal policy influences economic growth in Nigeria. This paper attempts to assess the impact of government expenditure on economic growth in Nigeria by adopting a disaggregated approach to the study. The essence of the study is to determine the components of government expenditure that enhances growth, identify those that do not, and recommend that they should be cut or reduced to a bare minimum. The paper is broadly consistent with literature and it opens new grounds by focusing on the long-run impact of fiscal policy. The analytical framework is based on econometric methodology encompassing, test for stationarity, test for cointegration and the specification of an error correction model. The study found no significant relationship between most of the components of government expenditure and economic growth. The estimation results were mixed, in particular some of the variables were weakly significant. However, it provided important clues to the future direction of research

    The Role of the Mortgage Industry in Economic Development

    This article examines the role of the mortgage industry in economic development with a view to identifying its problems, challenges and opportunities. Possible areas of assistance from other stakeholders are also highlighted. The article discussed the evolution of mortgage banking and financing in Nigeria and the demand/market for mortgage sector finance services in Nigeria. It estimates that Nigeria needed N50 billion annually to provide an estimate of 8 million housing units in 2000. The article then examines the Federal Mortgage Bank of Nigeria (FMBN) in the last decade (1990 - 2000) and National Housing Fund (NHF) as well as the FMBN within the New Dispensation and the National Housing Trust Fund (NHTF). The roles and impact of mortgage industry in economic development-comparative global perspective involved the brief examination of country experiences from Hong Kong, Ghana and China. The article further examines the role of mortgage institutions in affordable housing in Nigeria which include: mobilizing deposits from the public; granting loans and advances to individuals and corporate bodies for the acquisition of houses; offering technical advisory services to the public for the purchase and construction of houses; estate development and management services; public enlightenment and awareness on the National Housing Fund (NHF) Scheme; and increased participation in housing development by other financial institutions. The article concludes by enumerating the problems, challenges and opportunities of the Nigerian Mortgage industry

    This paper is concerned with evaluation of government policies on industrial development in Nigeria with specific reference to the effects of public policy on Nigeria\u27s industrialization. Following an introduction is section two which examines conceptual and theoretical issues. Section three is the review of public policy in Nigeria. Section four focuses on policy evaluation and comparative analysis of experience of other countries. Section five provides the concluding remarks and recommendations. The paper observes that government has a role to play in the industrialisation process by providing infrastructures; help overcome market failures; assist develop money and capital markets; make economic information, available and formulate sound public policies. Public support for industries should be in form of basic research and establishment of demonstration factories, as well as promote scientific and technological research. Similarly, it should encourage technological acquisition and the learning of technology for the industrial sector to be efficient

    Overview of electronic payment systems in Nigeria: Strategic and technical issues.

    The objective of this paper is to provide an overview of electronic payment system as it currently exists in Nigeria, discuss the strategic and technical issues as well as the monetary policy implications of the system, with focus on the needs of consumers. The paper is structured into five sections. Following the introduction, section II discusses the motivation for electronic payment system. Section III presents an overview and development of electronic payment system in Nigeria. Section IV analyzes the various strategic and technical issues in electronic payment systems as well as the monetary policy implications, while section V highlights the policy recommendations and conclusion. The study concluded that, the The Nigerian payment system is largely cash based. While the country lags behind compared with other industrial countries, its use of electronic payment systems is gradually gaining prominence. All major types of e-payments are trading upwards and some new electronic payment instruments are beginning to emerge. Clearly, cheques remain the preferred form of noncash payment in Nigeria. From the consumer\u27s standpoint, cheques possess several attractive features
