Переговори як інструмент глобального врядування: теоретичні підходи та практичні імплікації
No full textУ статті досліджено переговори як ключовий інструмент глобального врядування в умовах трансформації міжнародної політичної системи. Проаналізовано теоретичні підходи до розуміння переговорів: ліберальний інституціоналізм, реалізм, конструктивізм та теорію ігор. Проанілзовано, що переговори в сучасному глобальному середовищі виходять за межі традиційної міждержавної дипломатії, охоплюючи багаторівневі взаємодії з участю держав, міжнародних організацій, корпорацій і громадянського суспільства. Представлено порівняльний аналіз практичних кейсів переговорів щодо розподілу вакцин (COVAX/TRIPS Waiver), боротьби зі зміною клімату (COP26-COP28), регулювання штучного інтелекту й кібербезпеки, глобального оподаткування та міграційних угод. Визначено основні виклики ефективності переговорів: асиметрія влади, популізм, дезінформаційні кампанії та фрагментація глобального врядування. Особливу увагу приділено перспективам цифровізації переговорних процесів, зокрема використанню віртуальних платформ, блокчейн-технологій та інструментів штучного інтелекту. В статті запропоновані рекомендації щодо зміцнення інклюзивності, прозорості та адаптивності переговорних практик у глобальному врядуванні. Результати дослідження підкреслюють необхідність міждисциплінарного підходу та інноваційних стратегій для ефективного врегулювання глобальних викликів у XXI столітті.The article examines negotiations as a key instrument of global governance in the context of the transformation of the international political system. The author analyzes theoretical approaches to understanding negotiations: liberal institutionalism, realism, constructivism and game theory. It is analyzed that negotiations in the modern global environment go beyond traditional interstate diplomacy, covering multilevel interactions involving states, international organizations, corporations and civil society. A comparative analysis of practical cases of negotiations on vaccine distribution (COVAX/TRIPS Waiver), climate change (COP26-COP28), regulation of artificial intelligence and cybersecurity, global taxation and migration agreements is presented. The author identifies the main challenges to the effectiveness of negotiations: power asymmetry, populism, disinformation campaigns, and fragmentation of global governance. Particular attention is paid to the prospects of digitalization of negotiation processes, in particular, the use of virtual platforms, blockchain technologies and artificial intelligence tools. The article offers recommendations for strengthening the inclusiveness, transparency and adaptability of negotiation practices in global governance. The results of the study emphasize the need for an interdisciplinary approach and innovative strategies to effectively address global challenges in the twenty-first century

Виокремлено інституційні механізми та інструменти реалізації «м’якої сили» у зовнішній політиці США та КНР; виявлено особливості моделей «м’якої сили» США та КНР, визначити спільні та відмінні риси їх стратегій. Визначено перспективні напрямки розвитку «м’якої сили» в американо китайських відносинах та визначити можливості використання окремих елементів цього досвіду у зовнішній політиці України.The master’s qualification work is devoted to determining the mechanisms and instruments of implementing the concept of «soft power» in the foreign policy of the USA and the PRC. The qualification work reveals the essence of the concept of «soft power» in international relations; the main theoretical approaches to the analysis of «soft power» instruments in foreign policy are identified. The institutional mechanisms and instruments of implementing «soft power» in the foreign policy of the USA and the PRC are identified; the peculiarities of the “soft power» models of the USA and the PRC are identified, the common and distinctive features of their strategies are identified. The promising directions of development of «soft power” in US-China relations are identified and the possibilities of using individual elements of this experience in the foreign policy of Ukraine are identified

На основі проведеного комплексного аналізу визначено основні проблеми, що перешкоджають розвитку туризму в регіоні. Також окреслено можливості й перспективи щодо відновлення та повоєнного розвитку туристичної галузі в Чернігівській області.The paper is devoted to the analysis of modern problems and prospects of tourism development in the Chernihiv region in the post-war period. The theoretical foundations of tourism research are considered, its concept, essence, classification and research methods are defined. Considerable attention is paid to the analysis of the current state of tourism development in the Chernihiv region. The recreational and tourist potential available in the region and the current state of tourism development in Chernihiv region are studied in detail. Based on the comprehensive analysis, the main problems that hinder the development of tourism in the region are identified. The paper also outlines the opportunities and prospects for the recovery and post-war development of the tourism industry in Chernihiv region

The study explores the source and scholarly base of the research, and analyzes the conceptual and categorical framework. A comparative analysis of the socio-economic profiles of the United States and the PRC is conducted. The genesis and evolution of the Taiwan issue during the Cold War period are considered. The impact of the Taiwan question on the development of U.S.-China relations in the 1990s and early 2000s is analyzed. Для виконання цієї мети виконано такі завдання: уточнено понятійно категоріальний апарат фінансової стійкості підприємства та досліджено теоретичні підходи та методи її оцінки; виявлено фактори впливу економічної турбулентності на діяльність підприємства; проаналізовано фінансовий стан, проведено оцінку рівня ліквідності, платоспроможності та джерел формування капіталу ПАТ «МОТОР СІЧ» у динаміці; обґрунтовано напрями та організаційно-економічні рекомендації щодо підвищення фінансової стійкості ПАТ «МОТОР СІЧ».The purpose of the qualification thesis is to identify the ways to improve the financial stability of industrial enterprises, to substantiate a comprehensive set of measures, and to develop recommendations for their implementation under economic turbulence. To accomplish this goal, the following tasks have been accomplished: the conceptual and categorical framework of enterprise financial stability was clarified, and theoretical approaches and assessment methods were studied; the influence factors of economic turbulence on enterprise performance were identified; financial condition, liquidity level, solvency, and capital formation sources of JSC "MOTOR SICH" were analyzed in dynamics; the directions and organizational-economic recommendations for improving the financial stability of JSC "MOTOR SICH" were substantiated
