IMPORTANCE AND CHALLENGES OF IMPLEMENTING JUNIOR SECONDARY SCHOOL (JSS) CURRICULUM USING INNOVATIVE TECHNOLOGY IN NIGERIA
The importance of technology cannot be over stressed. Technology is needed in every field of human endeavour such as agriculture, construction, health, education, insurance, trade, commerce, industry, politics, economics, and even in religion. In education, for instance, technology can be useful to both the teacher and the students. For the students, technology can help them in writing, reading, research, and so on. The teacher, on the other hand, can also use technology in setting questions for students, giving assignment to students, marking students’ exams, saving their scores and other information about the students, among other things. To underscore the importance of technology in the field of education, this paper reviewed articles based on: Junior Secondary School Education, objectives of JSS education in Nigeria, Junior Secondary School Curriculum, instructional materials, procedures involved in suing the computer to implement the JSS curriculum, and also, examined some of the importance and challenges to implementing the curriculum using the computer which include among other things; irregular supply, high cost of computer sets. The way forward was suggested which included; compulsory but highly subsidized computer training for teachers, purchasing and donating of computer sets to both schools and teachers by the government and other major stakeholders in the education sector
CRIMINAL LIABILITY UNDER THE NIGERIAN CRIMINAL JURISPRUDENCE
Criminal sanction is the most serious censure the State can impose on an individual and the imposition of criminal sanction for doing nothing sound bizarre. This article examines the circumstances under which a person can be held criminally liable for acting as well as for an omission under the Nigerian criminal jurisprudence. At common law, criminal liability for pure omission is exceptional. However, all systems of criminal law seem to include offences of omission, especially where there is a legal duty. The paper shows that criminal liability will not be imposed or slammed on a person except the person breached the standard approved behaviour by the law. The paper demonstrates that in addition to actus reus and mens rea, two other elements are essential for criminal liability viz, concurrence and causation. Causation under the Nigerian criminal jurisdiction has two dimensions namely factual cause, ‘but for cause’ and legal cause, also called proximate cause. In causation, many events or causes can intervene to break the chains of causation and in consequence absolve the first defendant of criminal liability. To exonerate the defendant, the victim’s conduct must not only be a cause of his injury, it must be a superseding cause. The victims conduct will not break the causal chain to absolve the defendant or actor unless the victim’s conduct is so ‘extraordinary’. The one year rule limitation period after which the defendant may be exonerated from criminal liability is no longer tenable in other climes, especially in Britain where we inherited the rule. Accordingly, it should be expunged from our criminal jurisprudenc
Epidemiology and severity of bronchial asthma among school-aged children in Enugu State, South-East, Nigeria
Bronchial asthma is a common chronic respiratory illness affecting all age groups but mainly children and constitutes a major global health problem. Higher prevalence has been noted in highincome countries with reports of increasing prevalence among the population in low-income countries of Asia and Africa. Objective: to determine the epidemiology of bronchial asthma among school-aged children in rural and urban areas of Enugu State, Nigeria. Methodology: A cross-sectional descriptive study of children aged 8 to 12 years selected by multistage sampling method from primary schools in the urban and rural communities in Enugu state of Nigeria was performed. Information was obtained from consenting parents/caregivers on probable asthma symptoms/signs using modified International Study of Asthma and Allergies in Childhood (ISAAC) questionnaire. Result: An overall prevalence of bronchial asthma was 11.3%, with urban and rural areas respective prevalence of 13.1% and 11.2%. More males than females were affected in both communities (urban 13.4% vs 12.8% and rural 11.2% vs. 10.2%) respectively. Daytime wheezes (≤ 3 episodes per week) with school absence were the dominant cause of morbidity. History of atopic diseases was noted in 25.7% urban and 23.4% rural children. Conclusion: There is a high prevalence of bronchial asthma among school aged children in our community particularly among the urban population. The need for more enlightenment programs for the public on the high prevalence of bronchial asthma in our locality as comparable with Western countries, some of its symptoms and its potential morbidity especially in our school-aged children. This may necessitate some general intervention like education on environmental modification to minimize trigger factors

Chemical Profile and Anti-Metabolic Syndrome Potentials of Methanol Extract of Sida Acuta Leaves in Wistar Rats
This study investigated the possible ameliorative potentials of methanol extract of Sida acuta leaves (MESA) against high- fat
diet (HFD) induced metabolic syndrome in rats. Forty (40) male albino rats were randomized into 4 groups of 10 animals each.
Group 1 served as normal control and the rats were fed standard rat diet for 90 days. Rats in Group 2 were fed HFD for 90 days and
served as negative control. Groups 3 and 4 rats were fed HFD for 90 days and administered 200 and 400mg/kg MESA concurrently
for 90 days. The effects of treatment on some components of metabolic syndrome (hyperglycaemia, insulin resistance obesity and
dyslipidaemia) were investigated through the measurement of body weight, fasting blood sugar (FBS), serum insulin level, total
cholesterol (Tchol.), triacylglyceride (TAG), High density lipoprotein (HDL) and Low-density lipoprotein (LDL) concentrations.
Results showed that administration of the extract at doses of 200 and 400mg/kg for 90 days significantly (p< 0.05) reduced body
weight, FBS, insulin level, TAG and LDL as well as significantly (p< 0.05) increased serum levels of HDL. It was concluded that since,
the methanol extract of Sida acuta leaves exerted beneficial effects on blood glucose, plasma insulin concentration, body weight, BMI
and serum lipids of HFD-fed rats. It possesses significant anti-metabolic syndrome potentials
New Public Management Approach to Public Service Delivery in Nigeria: A Study of Enugu State Public Service
This study is titled “New Public Service Approach to Public Administration and Service
Delivery in Nigeria: Issues & Prospects. The study sought to: determine the extent to which public service
delivery in Nigeria is based on the articulated and shared interests of the citizens as emphasized by the
New Public Service approach; ascertain the extent to which public officials respond to the citizens need
in Nigeria, and investigate the effect of corruption on the attainment of goals of the New Public Service in
Nigeria. Secondary sources of data were utilized to review relevant literature. Robert Dahl’s (1971)
Procedural Democracy Theory was used as the theoretical framework of analysis. It was found among
other things that the quality of public service delivery in Nigeria is still very poor. Public service delivery
in Nigeria does not significantly conform to the articulated and shared interests of the citizens; public
officials are not highly responsive to the needs of the citizens; and citizens’ participation which has been
emphasized by the New Public Service has not been accorded its right place in the public service of the
federation. The implication of inadequate citizens’ participation in the policy choices, programme design
and implementation of the public service is the continuous decline in the quality of public service delivery
and lack of confidence on constituted public service institutions in Nigeria. The researcher among other
things recommends that public service delivery in all sectors of the economy in Nigeria should be based
on the articulated, collective and shared interests of the citizenry in order to accord people sense of
belonging and make them co-partners and stakeholders in government service delivery
Problems and Prospects of Social Welfare Administration in Nigeria: A Study of the Covid-19 Response Strategies in Enugu State
Over the years, social welfare administration has been a major challenge for developing
countries especially Nigeria. Successive governments have accordingly made efforts to address social
welfare issues in Nigeria. However, despite these laudable measures to address the socio-economic
hardship occasioned by COVID-19, the present socio-economic well-being of the citizens is seemingly
poor. Regrettably, Nigerians are seen on daily basis lament the hardship they are facing in the light of
COVID-19 pandemic. It was against the foregoing that the study examined problems and prospects of
social welfare administration in Nigeria with focus on the covid-19 response strategies in Enugu State.
The study aimed to ascertain the effects of federal government cash disbursement and food items on
reduction of poverty rate occasioned by the outbreak of COVID-19 pandemic in Nigeria; investigate the
contributions of Federal Government’s intervention funds towards improving the healthcare facilities for
people in the face of corona virus pandemic in Nigeria; and determine the effects of politicization of
distribution of social welfare administration relief materials on economic revival of the needy and
vulnerable following the outbreak of corona virus pandemic in Nigeria. Content analysis design was
adopted to review secondary data. Findings revealed that Administration of welfare packages is not
transparent and efficient in Nigeria; hence target beneficiaries are often skipped. Welfare administration
is politicized in such a way that party affiliation is taken into consideration in the distribution of palliative
measures. Another dimension to the problem of social welfare administration in Nigeria is the practice
hoarding of relief materials meant for the people by the stakeholders in government circle. These corrupt
and criminal acts undermine efforts at improving the socioeconomic wellbeing of the people. Hence, the
study recommended that: Disbursement of cash or cash transfers and distribution of food items as social
welfare response measures should be efficiently monitored to make sure that the target beneficiaries are
reached; there is urgent need to improve healthcare infrastructure in Nigeria; and in order to achieve
result from government’s social welfare administration, stakeholders in the business of aid
administration must shun all manner of corrupt practices and politicization of welfare programmes
Biomethanization in Anaerobic Systems Feedstock and Process Enhancement
Anaerobic digestion (AD) involves microbiological degradation of biomass under anoxic conditions. It is also referred to as biomethanization because it involves feedstock mineralization to biogas, which predominantly comprises methane and carbon dioxide. Biomethanization offers the advantages of the recovery of methane, which is used as energy source in transportation, electricity generation and heating, and soil enhancement using the digestate, which is an AD by-product. Biomethanization also offers climate protection through the reutilization of the carbon that is trapped in biomass. Many factors influence methanization, and these have been extensively studied for the improvement of biochemical process stability during methane production. However, the relationships between biomass characteristics, with reference to carbon, nitrogen and trace elements (TEs), have been poorly understood. Whereas methane can be produced from all biomass, the quality and efficiency of the process and quantity of methane produced is a function of the ratio of carbon to nitrogen (C:N) in the biomass and the interaction between intermediate products of biomass degradation and the TEs. The interaction between intermediate products of biomass methanization and TEs during the different phases of AD remains poorly understood despite the huge potential it holds for the enhancement of biomethanization process through TEs-based biocatalysis. Of particular interest is the influence of TEs on process-limiting AD phases such as hydrolysis; prevention of digester failure due to acidification in acidogenesis; and enhancement of volatile fatty acids degradation to methane in acetogenesis and methanogenesis. TEs’ influence on AD processes is as a result of the role they play in the activation of the metalloenzymes (MEs) associated with AD. The phase- or process-dependent requirements for TEs during methanization correspond with the TEs’ requirements of the principal MEs of the difference phases and processes that the MEs mediate during methanization. The increasing understanding of the relationship between biomass characteristics, TEs and the various process of AD during methanization opens new frontiers in biocatalysis for the enhancement of biomass methanization. The next sections highlight the relevant MEs of the different phases of AD, TEs of importance during methanization, and the interaction effects of TEs during bioenergy production processes
INFLUENCE OF CASH MANAGEMENT ON FINANCIAL PERFORMANCE OF SELECTED MANUFACTURING COMPANIES IN NIGERIA
This study investigated the influence of cash management on financial performance of selected manufacturing
companies in Nigeria. The population of the study included fifty five (55) manufacturing firms quoted on the Nigerian
Stock Exchange (NSE) with a sample size of twenty-six (26) manufacturing companies purposively selected from the
consumer and industrial goods sub-sectors. Ex-post facto research design was employed in the study. The secondary data
was obtained from Annual reports of sampled companies as provided by individual companies and Nigerian Stock
Exchange (NSE) website. The panel least square regression analysis was employed in validating the hypotheses. The study
revealed a significant negative effect of cash management on returns on assets and Tobin’s Q. Returns on equity was
negative and non-significant. Consequent on the findings, the study therefore recommends amongst others that
management should set proper exit strategies for a high conservative cash management policy measure after considering
banks’ lending attitudes and capital market conditions
