    Research Productivity of Academic Librarians in South-West Nigeria

    This paper investigates the level of research productivity among academic librarians in the South-West region of Nigeria, focusing on both quantity and quality aspects. Research productivity is a critical indicator of the contributions of academic librarians to scholarly endeavors, and it plays a pivotal role in enhancing the overall academic environment. The study employed a quantitative approach, data was collected through surveys. By assessing the quantity of publications, as well as evaluating the quality through factors such as indexation of scholarly articles in Google scholar, web of Science and Scopus landscape. The findings shed light on the current state of research engagement among academic librarians, highlighting potential challenges and identifying best practices. According to the empirical findings of this study, the total number of all types of publications by academic librarians is on the average judging by the mean score of 3.16 and standard deviation of 1.28. The study found that Google scholar was the most popular indexing database among the academic librarians. The findings emphasize the importance of fostering a research-oriented environment within academic libraries and assisting librarians in their scholarly activities in order to improve knowledge generation and dissemination in Nigeria's academic environment

    Financial Inclusion Policy and the Poor: Evidence from Nigeria

    This paper is on financial inclusion policy and the poor: Evidence from Nigeria. The main aim of the paper is to assess the financial inclusion policy implementation in Nigeria in order to determine its impact on availability, accessibility, and affordability of financial services in Nigeria. The paper adopts qualitative and quantitative approaches in the collection and analysis of data. Using a population size of 250 respondents, a census sampling technique in which all the entire population was utilized was adopted. Findings from the study show that financial inclusion has to a great extent encouraged the availability, accessibility, and affordability of financial services in Nigeria. The paper concludes that access to and affordability of financial services allows the poor to save money outside the house safely and helps in mitigating the risks that the poor faces in times of economic shocks. The paper therefore recommends that in order to remedy comprehension issues about financial inclusion, it will be important to make operating interfaces and documentation available in major Nigerian local languages (e.g., Igbo, Yoruba, Hausa, etc). Again, in order to further promote use of mobile money and lessen the preference for cash, there is need to target education of the public to anchor the notion that mobile money is safe and more cost-efficient than traditional cash-in-cash out operation

    Crimes Against Humanity in Nigeria: A Case of the Activities of Boko Haram/Islamic State in West African Province

    It is a global knowledge that the Boko Haram Terrorists and its offshoot of the Islamic State in West African Province have been fighting Nigerian security forces, especially in the North East of Nigeria since 2009. These terrorists in pursuit of their plan/policy have displaced millions of Nigerians, murdered thousands of innocent civilians, maimed, pillaged, raped, tortured and destroyed civilian objects with impunity. The crux of this paper is to investigate whether crimes against humanity have been committed by the activities of the Boko Haram terrorists in Nigeria and, where it is committed whether the International Criminal Court can prosecute and sanction the perpetrators. The paper copiously demonstrated that the Boko Haram terrorists committed crimes against humanity in all its ramifications via their activities in Nigeria. The common place where the citizens of Nigeria assemble often are market places, restaurants, churches, mosques, motor parks, schools and colleges. Unfortunately, it is these places that became targets by the Boko Haram terrorists killing civilians who were horse de combat as well as destruction of civilian objects and consequently, committed crimes against humanity. The paper also shows that the Federal Government of Nigeria led by Muhammed Buhari is handling the Boko Haram terrorists with kid-glove. Consequently, the Federal Government is unable or unwilling to prosecute and sanction the Boko Haram perpetrators for reasons best known to them. It is therefore, recommended that the International Criminal Court should step in to prosecute and sanction the Boko Haram terrorists for the heinous crimes committed against thousands of innocent civilians in Nigeria to ensure justice and assuage the spirits of the innocent people the terrorists killed like goats

    An Appraisal of the Nature of Shares, the Shareholders' Rights and Liability under the Companies and Allied Matters Act, 2020

    Shares confer membership of a company on its holders with the corresponding rights and liabilities. However, the nature of shares, rights and liabilities of shareholders appears to be one of the recondite areas in corporate law. Consequently, the crux of this paper is to appraise the nature, rights and liabilities of shareholders under the Companies and Allied Matters Act. 2020. The paper copiously demonstrates shares as interest of a shareholder in a company measured by a sum of money as well as bundle of rights and liabilities. The extant Companies Act provides a galaxy of rights and liabilities of shareholders. The paper also discusses the numerous challenges/obstacles which shareholders face in the process of enforcing their rights. The paper highlights the need to reconsider and amend the provisions of the law to address these challenges. It notes the existing and highly commendable efforts under the Companies and Allied Matters Act 2020 particularly, the innovations pertaining to the right of a shareholder to be entitled to damages for any loss incurred on account of the breach of that right and the fact that erring directors are personally liable for damages to the aggrieved shareholders

    ICT SKILLS: AN IMPERATIVE FOR INCREASED RESEARCH PRODUCTIVITY OF ACADEMIC LIBRARIANS IN SOUTH-WEST NIGERIA

    The paper highlights the crucial role of Information and Communication Technology (ICT) skills in enhancing research productivity. In today's rapidly evolving digital landscape, ICT proficiency has become indispensable for researchers across various disciplines. This paper explores the significance of ICT skills in optimizing research processes, fostering collaboration, and accessing a wealth of information and tools. It underscores the relationship between ICT competency and research output, emphasizing the need for researchers to acquire and refine their ICT skills. The research revealed that ICT skills has a significant influence on research productivity of academic librarians in South-West, Nigeria (R2 = 0.126, β = -0.354, t(325) = -6.822; p < 0.05). Specifically,reference citation management skill (Beta= -0.184, t(320) = -2.362, p<0.05) and academic social networking skill (Beta = -.171, t(320) =-2.024, p<0.05) contribute significantly to the research productivity of academic librarians in South-West, Nigeria. The study concluded that ICT skills enhanced research productivity of academic librarians in South-West, Nigeria. The findings of this paper contribute to the growing discourse on the pivotal role of technology proficiency in shaping the future landscape of research productivity. The study recommended that University administrators should put in place policies, processes and procedures that boost the research productivity of academic librarians especially by providing the necessary ICT software and hardware required for research

    FINANCIAL REPORTING AND TAXATION: THE GLOBAL DEBATE

    Publication of monetary information will be virtually useless or meaningless if its users cannot obtain maximum utility from it. Such report should facilitate its users’ decision-making processes. Traditionally, there is a general belief that there are strong links between accounting and tax regulations and that the enduring effect of taxation on accounting ought to promote the usefulness of accounting to the tax authority. In reality, however, extant literature indicates that hot debate is still on-going concerning the reasonableness of making financial reports to conform with what tax authorities require. Using exploratory research design, this work presents an update on this controversy. The paper found that the diversity in the information requirements and desire by tax for more financial reports that are useful for decision making necessitates a rethink concerning the emphasis on what ought to be the general purpose of financial information reporting

    Modeling Of a Data Driven Flood Detection and Early Warning System Using Machine Learning Technique

    This research presents modeling of a data driven flood detection and early warning system using machine learning technique. The aim is to save lives and properties, through detection of flood, early notification and warning for immediate evacuation. To achieve this, Anam community in Anambra State, Nigeria, which is annually characterized with flood since 1966 till date was considered as the case study. Literatures were reviewed on flood detection systems and lack of reliability was identified as a research gap. To address the gap, the methodology used are hydrological flood modeling, data collection, explorative data analysis approach, data processing with multiple imputation approach, machine learning algorithms (Linear Regression (LR), Random Forest (RF) and Decision Tree (DT)), early warning system based alarm notification. The models were implemented with Python programming language. The results of the machine learning flood detection models were evaluated considering recall, accuracy, receiver operator characteristics curve and compared after tenfold cross validation. The average recall obtained for LR is 99.146%, average accuracy of flood detection is 91.87% and average ROC result which is probability of correct flood detection is 83.23%. Similarly the validation result of the LR detection model for flood early detection reported average recall of 88.42%, average accuracy of flood detection is 92.409% and average ROC result which is probability of correct flood detection is 83.44%. In the same vein, the DT reported average recall of 77.77%, average accuracy of flood detection is 75% and average ROC result which is probability of correct flood detection is 72.22%.     Incorporating Sustainability and Accountability as a Nexus for Development in the Nigerian Economy

    This article explores the approaches for incorporating sustainability and accountability as a nexus for development in the Nigeria economy. Governments today are challenged more than ever in three operational areas: pursuing sustainable development, being accountable to the public for the expenditure of taxpayer dollars, and anticipating and adapting to critical and cumulative risk. Efforts within government to improve performance in these three core abilities of governance have been advancing largely independently over the past two decades, despite an apparent commonality in the basic principles and tools that drive them. Often concurrently, finance and treasury departments create and implement cross government accountability frameworks, environment departments promote sustainability internally and externally and audit departments build capacity for risk analysis and management. Therefore, it aims at structuring the literature on sustainability and accountability, to highlight its main contributions and gaps. It is followed by the delimitation of each sustainability approaches. Finally, a conceptual framework is proposed to address the integration of sustainability and accountability in the development of Nigerian economy. Sustainability is one of the most important challenges of our time. Projects play a pivotal role in the realization of more sustainable business practices. This article recommends, among others, the need for government to adopt a more practical approach to the promotion of accountability, a determined fight against corruption and unethical behaviour, proper management of resources, and commitment of more funds to the execution of capital projects that could positively affect the lives of the people for improved standard of living. The study identified a positive relationship between sustainable growths at the firm level.     Enhancing ESL students’ academic achievement in expository essay writing using digital graphic organizers: A mixed-methods research

    Students in Nigerian English language classrooms encounter difficulty in writing. However, the utilization of metacognitive strategies has the potential to aid students in organizing their thoughts during writing for better achievement. Therefore, this study aims to examine the effect of digital graphic organizers on secondary school students’ achievement in expository essay writing and the students’ perceptions of writing challenges and the impact of the strategy. The study adopted a mixed-methods research design consisting of a within-group experimental design and focus group interview. Five research questions and one hypothesis are formulated to guide the study. An intact class size of 38 students is the subject of the study, while an expository essay writing achievement test and a focus group interview were used for data collection. Percentage, mean and standard deviation, and thematic analysis were used in answering the research questions, while a paired sample t-test was used to test the null hypothesis at 0.05 significance. The study found a statistically significant difference between students’ mean achievement scores before and after exposure to digital graphic organizer charts when writing expository essay

    NWALA AND NYSC: PROSPECTS FOR NATIONAL RECONSTRUCTION, REHABILITATION AND RECONCILIATION

    The aim of the paper is to evaluate Nwala’s effort in the formation of ECSYVSC which was a precursor to NYSC and how they offer prospects for national reconstruction, rehabilitation and reconciliation. ECSYVSC means East Central State Youth Volunteer Services Corps while NYSC means National Youth Service Corps. The paper employs the methods of hermeneutics and Turabian documentation. By hermeneutics, it interprets the activities of Nwala in the formation of East Central State Youth Volunteer Services Corps (ECSYVSC) and National Youth Service Corps (NYSC) as its national parallel. Also, it interprets the extent to which ECSYVSC and NYSC were/are factors towards realizing the post war maxims of national reconstruction, rehabilitation and reconciliation. In the attempt to realize the stated aim, the paper studies the East Central State Youth Volunteer Services Corps (ECSYVSC) and her reconstruction and rehabilitation activities, NYSC’s mandate towards national integration and reconciliation, e.t.c. The findings show that Nwala’s East Central State Youth Volunteer Services Corps (ECSYVSC) was the precursor to the National Youth Service Corps (NYSC). Also, it shows that National Youth Service Corps (NYSC) gives a more national approach to the activities of East Central State Youth Volunteer Services Corps (ECSYVSC). Also, the finding shows that the civil war was a pressure cooker for the dehumanization, bastardization and the destruction of lives and properties especially in the Eastern Nigeria as orchestrated by the Nigerian army. The implication of the study is a great credit to Nwala’s effort that paid off towards national integration, reconstruction, rehabilitation and reconciliation which were the major national concerns after the civil war
