    Gender responsive budget analysis in urban development: a case study of Bhubaneshwar/

    Every gender contributes considerably to the spatio-economic development process of the city with their waged or free labour. Limited or non-availability of basic urban services and facilities lead to gender-based drawbacks which policymakers majorly underestimate. The research takes into account the time poverty aspect of spatial development pertaining to water and sanitation. This research will provide insight into whether Bhubaneswar, one of India's smart cities, has included a gendered viewpoint into its growth by utilizing a gender-responsive budgeting tool on this expenditure side or not. During the study, it was noted that there are several methods for conducting a Gender Responsive Budgeting exercise, including Rhonda Sharp's three-way categorization, the African Model's five-step approach, and Diane Elson's seven tools. But the contextualization of these measures becomes a challenging task based on our country's governance structure. These tools may not be immediately relevant to the target domain of urban sectors. As a result, the analytical framework for this study is based on Caroline Moser's "Triple Role of Women" theory, which identifies the gender division of labour (Reproductive-Productive-Community works), as well as Maxine Molyneaux's "strategic gender needs" and "practical gender needs. Water and sanitation are the two sub-sectors chosen, and the above concepts are also used to establish gender-responsive indicators. The study underpins the emerging need for gender-responsive budgeting at a local level of government; furthermore, it analyses the current budgetary allocation and expenditure using benefit incidence analysis.     The existence of poverty does not have an only association with money. It is not just about having enough money to meet the basic needs. Instead, it is much more than just not having sufficient money. Apart from capital, poverty also includes the aspects of livelihood where people can barely afford to have basic food, shelter, education, and other infrastructural amenities like sanitation, drinking water, etc. The existence of poverty in our society has a significant impact on the livelihood of every other individual. India is one of the rural predominant and developing countries that face the issue of poverty in a much graver scenario. As per the statistics, a total of seven low-income states namely, Uttar Pradesh, Odisha, Jharkhand, Bihar, Rajasthan, Madhya Pradesh, and Chhattisgarh, house a total of 45% of India’s poor population. Also, out of the entire Indian population, 80% live in rural areas. Poverty in the Indian context primarily affects marginalized communities such as the SC/STs women and children. They are consistently vulnerable to multiple shocks in the form of gender discrimination and access to basic amenities. Several reports by various committees suggest that around 29.50% of people are poor in India. This crisis of poverty perpetuates among the backward communities over generations. The catastrophe of COVID has resulted in the worst scenario, forcing people to fall prey to poverty. The return migration and its impact on the overall rural economy have worsened the poverty crisis. To manage the poverty crisis effectively, the role of sustainable development goals (SDG) is irreplaceable. There are 17 goals of SDG which provide exclusive guidance for addressing the global challenges and preserving the opportunity for every individual to lead their life in a dignified manner. The United Nations has termed poverty as one of the most prominent challenges of humanity, and there is a need for an initiative that will lead the world to a more sustainable path. India is home to around 1/6th of the population and holds a significant contribution to the Sustainable development Goals. NITI Aayog has been monitoring the Sustainable development goal 1 through its indicators and categorizing the performance of every state. The state of Odisha has also been facing the issue of poverty for many years. Factors like high rate of migration, lack of infrastructure, socio economic exploitation, and low literacy rate are the significant factors contributing to the increased poverty rate. Thus, with the existing predicament of poverty, the role of sustainable development goals is being researched through this study. This study will help to understand the current situation and the performance level in the local context more precisely. A total of 14 indicators have been selected based on the NITI Aayog report, International SDG indicators, as well as the state level (Odisha) SDG framework. A detailed analysis of these indicators is carried out by undertaking the Dabugam Block of Nabarangapur district as a case study area. The concerned study area is one of the most backward districts of the state and thus, would give a detailed and precise scenario for alleviating poverty under Sustainable Development goal one. Further, there is a need for a constant monitoring cell to strengthen the existing policies and governance frameworks that would work for the holistic development of the rural communities. Such frameworks must include the elements of community participation and an inclusive approach that will further strengthen the growth prospects of these rural communities

Due to the possibility that these efforts may result in a decrease in the value of the real estate assets in the surrounding area, the government of India has been taking advantage of the land value and leveraging land value to generate income for its operations. It is possible to piece together the history and culture of a nation by visiting its various historic landmarks. The architectural history of a community is comprised of all of these different aspects. Historic buildings are more prone to deterioration as they get older, which implies that they are unable to continue serving the function for which they were originally designed. Its significance of it both as an integral part of the history of the region and as a potential source of income is recognized and appreciated by both visitors and residents of the region. Ancient cities were the epicenters of economic activity, political power, and the dissemination of knowledge. They also leave behind a wealth of scientific knowledge regarding the planning of cities, the management of resources, and a variety of other subjects. A sense of place and belonging can be cultivated through the study of urban heritage, the most significant symbols of the history of urbanization in a particular area. It is beneficial to society as a whole when individuals have a feeling that they are a part of the communities in which they reside. Many of India's heritage monuments have been forced to close due to financial constraints, which has necessitated a public awareness push to increase awareness of other sources of funding

    Evaluating and Improving State Run Public Transport (TSRTC) Logistics Services

    Telangana state Road Transport Corporation (TSRTC) is the state-run public transport bus service by Government of Telangana. TSTRC operates both intrastate and interstate services on basis. The service is extended to 9377 villages connecting them to major towns and cities leaving out only 844 villages. Despite good passenger operations and connectivity to the most of Telangana's settlements, the TSRTC has recently on 19 June 2020 started its Cargo, Courier and Parcel services to cater to the demand. Earlier to this, private agencies operated the freight using the Buses to Transport the cargo but due to increasing demand of cargo in short time TSRTC have developed a Freight management wing to streamline the transportation on its own. This service is emerging as a preferred option due to the shortest delivery times, when compared to most of the private players in the state. The delays due to consolidation in case of private players are not observed in the state-run logistic services as Buses follow fixed schedules. form major stake of the parcel, cargo and courier service. TSRTC also offers Bulk transportation up to 9 tonnes for which 150 dedicated cargo buses are available. Currently the logistic service has147 pick-up and drop centres in the state from where customers can send and receive the consignments. However, last mile connectivity is not provided by the TSRTC. Because of the low tariff plans, other private companies can utilize this service as an intermediary chord for the transportation of their consignments, reducing total costs and time while also expanding the catchment area to remote locations. So, the study focused on evaluating the existing logistics operations and Problems faced by the TSRTC logistics. The study is limited to the relationship between the transport supply and demand, and Cargo Movement. from the data and analysis, the future cargo demand has been forecasted. Phase wise improvement has been proposed to generate revenues, also the first mile and last mile connectivity has been proposed at required locations to improve the overall efficiency of the service

    A case of Majuli Assam

    In today's world, tourism, a diverse and multifaceted socio-economic activity is seen as a major contributor to the economy, particularly as a major source of income and employment. It is an important aspect of India's and the world's economic prosperity. In terms of GDP and foreign exchange revenues, India's tourism industry is one of the country's highest contributing service industries, employing millions of people. The popularisation of mass tourism has resulted in the exploration and development of new fields of tourism that were not previously well-known or popular. Eco-tourism is one such sector that has recently taken precedence over other kinds of tourism. With the participation of the local indigenous population, this responsible and sustainable tourist pattern with a pre-planned concept ensures the preservation of an area's cultural and natural significance. There must be a relationship between eco-tourism activities and indigenous communities to establish a community-centric eco-tourism practice that will assure the indigenous community's required socio-economic growth while also aiding in the protection of the area's natural ecosystem. Majuli, a district in Assam, is known as the world's biggest and oldest riverine island. It is surrounded by the river Brahmaputra in the south, the river Subansiri in the northwest, and the river Luhit or Kherkatia Xuti (a Brahmaputra spill channel) in the north-east. The island is an emerging tourist destination due to its distinctive natural and cultural character. Majuli is a diverse society with a unified cultural identity. It is a mix of ethnic groups, including Assamese, Mishings, Kacharris, Deoris, and Nepalese, who migrated to Majuli to build their home, giving it its rich cultural history, reflecting the numerous groups of both colorful tribal and non-tribal cultures dating back to the 14th to 15th centuries AD. The island is also the heart of the Neo-Vashnaivite heritage and institutions commonly known as the ‘Satras’. Majuli's origin, geographical position, environment, inhabitants and their lifestyles, rich culture, festivals, and arts and crafts, are enough to entice tourists from all over the world. Despite its vast potential, Majuli as a tourist destination is however still falling behind in terms of its tourist assistance and tourism-related activities, posing a difficulty in terms of promotion and harming the island's connection. This study aims to investigate the idea of ecotourism and its applicability in the unique geographical location of Majuli in order to diversify its economy away from an agrarian economy and engage the local indigenous community in the tourism sector. The research aims to propose spatial interventions in areas suitable for ecotourism development, utilizing Geographic Information System (GIS) based tools and techniques such as Multicriteria Decision Making (MCDM) using Analytic Hierarchy Process (AHP) to promote and enhance tourism services at Majuli. To achieve the aim, an in-depth understanding of the existing scenario of tourism and the infrastructure of the island District was needed. For that purpose, both primary and secondary data collection was done. The Secondary data sources comprise but are not limited to statistical data from the Directorate of Tourism Assam, Assam Tourism Development Corporation; published literature namely District census Handbook 2011- for the district of Jorhat (as Majuli was a part of Jorhat district till 2016), publications regarding Majuli island, its culture and heritage, as well as tourism in the Eco-sensitive area. The primary sources comprise data collected through site visits and surveys targeting the tourists, residents of Majuli as well official stakeholders involved in tourism and related sectors. The data thus collected were analyzed using GIS to identify the gaps, forecast the future demand using Time Series Regression analysis, and further, propose the interventions required. The results of the GIS analysis are later merged with conceptual proposals from best case studies around the world to provide generating tourism revenue for the district, encouraging the area's existing rich and diversified cultural legacy, and providing some stability in its life and culture

    Transportation now accounts for around a quarter of all energy-related CO2 emissions, with that number anticipated to climb to one-third by 2050, faster than any other industry. CO2 is the primary greenhouse gas emitted by automobiles. India as a country, emits almost one-third of the world’s GHG emissions. Due to increase in population, the rate of urbanization increases, which results in the increase of consumer demand, urban distribution centres and movement of goods within the city limits. In recent times, more people are shifting to online retail resulting in the boom of e-commerce. Hence, the vehicles used for service delivery increases which results in the increase of congestion and carbon-dioxide emission during peak hour in urban areas. The aim of this thesis is to assess the carbon dioxide emissions of on-road urban freight transport for current scenario and predict for the future. As a result, it aspires to provide a standardised technique for capturing data on urban freight operations that can be used to estimate carbon dioxide emissions. It will assess the characteristics of urban freight by comparing various cities in India using population class as the primary parameter. The carbon dioxide emissions will be calculated using vehicle type, vehicle size, age, fuel consumption, vehicle kilometres travelled, fuel efficiency and load factor using the ASIF framework. Different carbon-dioxide emission scenarios will be calculated for the future based on the recorded features, and actions will be offered in the city to decrease or limit tailpipe carbon dioxide emissions from urban freight motor movements. The developed framework will serve as a means of comparing the carbon dioxide emissions for various urban areas of Indian cities. This will be evaluated to help understand the sustainable transport options in the coming years to reduce the carbon footprint from urban freight vehicles.
