მარადიული მშვიდობის ეთიკური ჭრილი – (უტილიტარიზმის დისკურსი). ETHICAL DIMENSION OF PERPETUAL PEACE – (DISCOURSE OF UTILITARIANISM)
The philosophical understanding of “ Perpetual peace” is based
on the idea of peace as an indestructible ideal, as a state of eternal
goodness in which war has no place. According to this view, “
Perpetual peace” has a somewhat utopian content. Consequently,
political theories based on this idea are fatally unrealizable and remain
an unattainable ideal. However, with the birth of an essentially
new discourse in the pre-modern era, a different possibility of understanding
this concept emerged. Namely, the British philosopher
Jeremiah Bentham introduces utilitarianism as a “principle of utility”,
which has a leading role in the field of morality (Bentham: 2021). Later
John Stuart Mill finally established the understanding of goodness
as benefit, or happiness, in utilitarianism (Mill: 2004).
The idea of utility has taken a leading place in philosophical
considerations on the subject of European political-legal union.
Bentham, the founder of the theory of utilitarianism, created
works of a purely practical nature, aimed to demonstrate his theoretically
substantiated utilitarian principles in an essay “A Plan for
an Universal and Perpetual Peace”, worked out in 1786-1789 (Bentham:
2022). Theses on utility as the goal of human activity allowed
Bentham to raise the issue of foreign policy objectives in line with
the nation’s interests, as well as the urgent measures to be taken
against war as an evil.
Bentham starts from quite expected practical positions, addressing
the current state of Europe: ” The following plan has for
its basis two fundamental propositions:---1.The reduction and fixation
of the force of the several nations that compose the European
system;---2. The emancipation of the distant dependencies of each
state. Each of these propositions has its distinct advantages; but neither
of them, it will appear, would completely answer the purpose
without the other.” (Bentham: 2022,, Essay 4).
The detailed concrete approach by which Bentham approaches
the understanding of the ideal of eternal peace helps a European citizen to see more clearly the personal benefits of this project.” “The
end in view is to recommend three grand objects, -simplicity of government
national frugality, and peace” (Bentham: 2022, Essay 4).
Bentham demonstrates the universal benefits and benefits of
establishing peace in Europe, outlining the specific paths of a unified
European policy that are needed to achieve peaceful coexistence.
Two decades after Bentham announced his “Plan ...” the German philosopher
Karl Christian Friedrich Krausepublishes his essay “Outline
of the European Union project as a basis for universial peace and a
legal means to prevent any violation of Europe’s internal and external
freedoms”.1
Ideas expressed in this paper are imbued with the utilitarian
spirit of benefit to the peoples of Europe that has become the driving
force behind Bentham’s reflections and arguments on the subject.
Philosophers of utilitarianism, within their discourse, argue the
importance of European unity. For them, this is the desired state of
happiness, the actualization of the principle of utility for every inhabitant
of Europe. Thanks to the utilitarian vision, the concept of
eternal peace has shifted from theoretical considerations to practice,
opening up the possibility of its actualization
სკოლის მისია, როგორც სასკოლო საზოგადოების მიერ გაზიარებული ფილოსოფია
ქართული განათლების სისტემას უკვე ორი ათეული წელია ზოგადი განათლების მიმართულებით დეცენტრალიზაციის პოლიტიკა აქვს დეკლარირებული და კანონშემოქმედებისა თუ მართვის თვალსაზრისით ფორმალურად მეტ-ნაკლებად იცავს აღნიშნულ პოზიციას. ეს განაცხადი ზოგადსაგანმანათლებლო საჯარო სკოლებს ერთ-ერთ უმთავრეს ასპექტად სკოლის მიერ საკუთარი მისიის, ფილოსოფიის შემუშავების ვალდებულებას განუსაზღვრავს. ამა თუ იმ ეტაპზე სკოლების ავტონომიურობის ხარისხის შესახებ ჩატარებული სხვადასხვა კვლევა (ლ. მკურნალიძე - ზოგადსაგანმანათლებლო დაწესებულების (საჯარო სკოლის) ინსტიტუციური განვითარების პოლიტიკის გატარება 2016; რ. აფხაზავა, თ. ბრეგვაძე - სკოლის სამეურვეო საბჭოები საქართველოში 2014; სკოლის ორგანიზაციული კულტურის კვლევა 2015 და სხვა ) ცხადად ავლენს ამ მიმართებით მნიშვნელოვან პრობლემებს, რაც მკაფიოდ აისახება სასკოლო საზოგადოების მიერ საკუთარი ფილოსოფიის- სასკოლო მისიის - არცოდნასა თუ ვერგააზრებაში. საჯარო სკოლებში ორგანიზაციული პრაქტიკა, სასკოლო კლიმატი, სწავლა-სწავლების ზოგადპედაგოგიკური ხედვები სწორედ საკუთარი ნიშის გააზრების კონტექსტში უნდა მიმდინარეობდეს. მხოლოდ ასე იძენს ესა თუ ის საჯარო სკოლა თემში, მოცემულ რაიონში საკუთარ ორიგინალურ ადგილს.
ეს პრობლემა ცალსახად აქტუალური და რელევანტური ხდება განათლების სისტემის სარეფორმო ძვრების გათვალისწინებით. სამინისტრომ გადაამუშავა და, ფაქტობრივად, ახალი სახით მოგვაწოდა დირექტორის სტანდარტი, რომელშიც უპირველეს მიმართულებად გამოყო სკოლის ფილოსოფია(სკოლის მისია, ხედვა და ღირებულებები). უახლოეს პერიოდში იგეგმება ზოგადსაგანმანათლებლო სკოლების ავტორიზაციის სტანდარტის გადამუშავებული ვერსიის შემოთავაზება, რომელშიც ასევე მნიშვნელოვანი ადგილი უჭირავს სასკოლო საზოგადოების მიერ სკოლის ფილოსოფიის გააზრების საჭიროებას. ყოველივე ზემოაღნიშნული კი სახელმწიფოს დღის წესრიგში აყენებს სასკოლო საზოგადოების მიერ საკუთარი სასკოლო ხედვის, მისიის მნიშვნელობის გააზრებისა და მისი სასწავლო პროგრამებსა თუ ექსტრაკურიკულარულ აქტივობებში ფუნქციურად ჩატანის პრაქტიკის დანერგვის ხელშეწყობას.
ამ მიზნით სასურველია ავტორიზაციის სტანდარტების შემუშავება-დანერგვის პროცესში გათვალისწინებული იყოს სკოლების მხარდამჭერი მექანიზმების შემუშავება - გზამკვლევებისა და ტრენინგმოდულების მომზადება - რომლებშიც ხაზი გაესმება მისიის შემუშავებაში სკოლების თვითმმართველობითი სტრუქტურების ჩართვის აუცილებლობასა და პოზიტიურ პრაქტიკას. შიდასასკოლო რეგულაციებში სასურველია გაიწეროს სკოლის 7-წლიანის სტრატეგიული განვითარების გეგმისა თუ ერთწლიანი სამოქმედო გეგმის სკოლის მისიასთან მიმართებით გადახედვის ვალდებულება და მექანიზმები. სასურველია შემუშავდეს საგნობრივი კათედრებისა თუ ინტერკათედრული პროგრამები, რომლებიც გამოკვეთს სკოლის მისიასთან მიმართებით განათლების შინაარსის კორელაციის საკითხებს. ასევე მნიშვნელოვან დახმარებას გაუწევს სკოლებს იმგვარი დოკუმენტის შემუშავება, რომელიც განსაზღვრავს ექსტრაკურიკულარული და დამატებითი სასწავლო-სააღმზრდელო მომსახურების როლს სკოლის ფილოსოფიის, ხედვების პრაქტიკული რეალიზების თვალსაზრისით.
ზემოაღნიშნული ინტერვენციების პრაქტიკაში დამკვიდრება ზოგადსაგანმანათლებლო სკოლებს მისცემს საშუალებას:
სასკოლო საზოგადოების ყველა წევრი ჩაერთოს და, შესაბამისად, გაიზიაროს ერთიანი სასკოლო ფილოსოფია.
საგნობრივ პროგრამებში ინტეგრირდეს სკოლის მიერ მისიაში განსაზღვრული ღირებულებები და შეიქმნას ობიექტურად უნიკალური სააღმზრდელო-საგანმანათლებო მიდგომა, რომელიც მოსწავლეებს კონკრეტულ, ხელშესახებ ცოდნას მისცემს და მისი პრაქტიკაში გამოყენების უნარებს გამოუმუშავებ

ჭოლა ლომთათიძის მოთხრობა „სახრჩობელის წინაშე“ – იდეოლოგიური და ლიტერატურული განზომილებები. CHOLA LOMTATIDZE’S STORY “IN FRONT OF THE GALLOWS” – IDEOLOGICAL AND LITERARY DIMENSIONS
Chola Lomtatidze’s prose should be considered an important
event in Georgian literature at the dawn of the twentieth century.
Although there was no shortage of interest in his work after the writer’s
death, it should be noted with regret that his works received
insufficient critical acclaim during his lifetime. The writer’s political
activism might have been one of the reasons. It is clear that he was
recognized as an accountable socio-political figure, one of the leaders
of the Social-Democratic movement and a member of the Russian
Duma, which, at the same time, made it difficult for his contemporaries
to perceive him as a serious literary author. However, it can
be said that Chola’s death was immediately followed by his appreciation
as a writer: As early as November 15, 1915, in the newspaper
“Tavisuphali Azri” (“Free Opinion) Noe Jordania, published a farewell
letter dedicated to Chola under a pseudonym. In the letter he speaks
extensively and convincingly about Chola’s literary talent, referring
him as the only writer of the “Knut Gamsun School” in Georgia. Since
then, interest in Chola’s literary heritage has grown and the process
continues. The story “In Front of the Gallows” has a special place in Chola
Lomtatidze’s work. It can be said that this work, written in 1907, is
distinguished not only in the literary heritage of Chola but also in the
Georgian literary process at the beginning of the twentieth century.
It should be noted that, like many Marxist writers, Chola, on the one
hand, uses his work for open political propaganda . “In Front of the
Gallows” is no exception in this regard, but, on the contrary, “In Front
of the Gallows” is one of the most politically accentuated works by
Chola preaching the political ideology of the author and the narrator
in almost every sentence. Often the focus is on the proletariat, the
business of the proletariat not to get forgotten by the proletariat,
etc.As regards the sort of Chola’ alter ego – the narrator Jeiran Vardosanidzes
speech text, which he intends to utter in court, it clearly
and, in my opinion, purposefully reads as Marxist-revolutionary
views and ideological provisions.
However, “In Front of the Gallows” is first and foremost an impressive
literary text, not a naked partian-publicist work. Problems
of an existential nature are acutely posed in the work (even the title
of the work and the epigraph are much worthy in this regard), there
is a reference to the aesthetics of silence, etc. In Chola Lomtatidze’s
story “In Front of the Gallows,” the manifestation of the “stream of
consciousness” phenomenon deserves special attention. It is noteworthy
that this literary phenomenon with Chola was revealed when
it was an apparent novelty even for European writing. Based on the
above, this work should be given profound importance to the history
of Georgian literature. I think there is every reason to consider the
story “In Front of the Gallows” as one of the first full-fl edged modernist
works in Georgian prose

it must ensure the development of an effective economic policy and its implementation. One way to do so, is
to protect the economy from sharp fluctuations and, in this way, ensure sustainable economic growth. This
requires considering the peculiarities of the global economy, achieving macroeconomic balance, perfecting the
structural and institutional environment, development of priority sectors, and creation of a democratic and
free entrepreneurial environment.
The role of the government especially increases in a non-extraordinary environment and the functions of
centralised management becomes particularly active in a crisis situation. The global pandemic processes put
the emphasis on the economic role of a state and on the importance of its management concept. The large
scale of the current pandemic determined the need for joint scientific research on the one hand, and for the
cooperation of governments, on the other hand. Mutually coordinated development of anti-crisis plans of
different countries has become a crucial prerequisite for effective management of process economy.
The article analyses the impact of government's anti-crisis policy on the functioning of socioeconomic
systems and the state’s role in achieving socio-economic and political stabilization. Based on the
analysis of the recommendations of the IMF and the World Bank, the article studies governmental regulations
of crisis management in several EU countries and the probable consequences of different scenarios. It analyses
the main trends of the pandemic-induced economic decline, structural transformation, and changes in the
social environment in Georgia

To Clarify the detail of the history of Georgian diplomacy
In the article, for the first time, are published the documents, preserved in the archives of the Ivane Javakhishvili Tbilisi State University and The Central Historical Archive of Georgia, on the grounds of which a previously unknown fact in the history of Georgian diplomacy is established. In particular, in 1919, the head of the diplomatic mission of the Democratic Republic of Georgia in Greece was Alexander Mdivani. , Alexander Mdivani held a high position In the government of the Democratic Republic of Georgia, as the representative of the Socialist-Federalist Party– the post of Deputy Minister of Education. After the occupation of Georgia by Russia, he declared his loyalty to the Soviet government; however, he could not escape the repressions. He was arrested and exiled for several years. Since 1945, he had been engaged in long-term pedagogical activities at Tbilisi State University

of the population of Georgia. In the mountainous regions of Georgia, the problem of unemployment and poverty
is still acute, and the social assistance programs and redistribution schemes implemented by the government
recently cannot solve the problem, and at the same time they are a heavy burden on the state budget. .
There are various mechanisms that help the country overcome poverty, including in the long term.
In this regard, sustainable tourism is considered as an effective mechanism that will create opportunities for
economic activity and self-employment for the socially vulnerable population
The article - "The way to save the mountainous regions of Georgia - is the clustering of tourism !!!" - as its
title shows, discusses and justifies the need to open tourist clusters in the mountainous regions of Georgia.
The authors, arguing about the advantages of clusters for the development of tourism in the mountainous
regions of Georgia, rely on the highly effective results that have been repeatedly proven in the practice of the
tourist business and the development of destinations. In the field of multifaceted tourist activity, organizational
and economic mechanisms characteristic of the cluster are considered important, such as the complexity of
interrelated enterprises, the possibility of studying the situation from a systemic point of view, the
implementation of all initiatives and business ideas. в виде клустреной стратегия, efficiency achievement of

The article emphasizes the need to use innovative and differentiated management approaches to create
inclusive development and sustainable tourism in the mountainous regions of Georgia, since the advantages of
achieving success in the latest trends in the international tourism market emphasize the importance of not only
the existence of rich tourist resources, but their optimal use in innovative management methods [13]. From this
point of view, taking into account the specifics of the mountain regions of Georgia, the authors recommend the
creation of tourist clusters of different shapes and themes in the mountain regions of Georgia - Racha-Lechkhumi,
Svanetia, Adjaria, Mtianeti, Samtskhe-Javakheti. , Mta-Tusheti, Khevsureti, Pshav and others The article updates various forms of cluster development of rural tourism, for example, community
partnerships around wine, "wine villages", "nature and health", "recreational tourism", "traditional gastronomy"
and others [15], the development potential of which is the majority of mountain районов Грузии.
The authors of the article positively assess the development of three clusters focused on the Georgian
tourism market and the introduction of pilot models in the Imereti and Kakheti regions, but at the same time
criticize the government for that none of the listed regions belong to the highlands, which have less attractive
tourist-recreational resources for the development of tourist clusters than the other sides. Moreover, along with
natural conditions in the highlands of Georgia, local and pronounced identity can be used as a resource.
The authors of the paper recommend the introduction of thematic clusters and pilot models to save the
Georgian highlands. In particular, based on the study of each highland side to be done with a differentiated
approach introduce thematic clusters and pilot models such as: 1. Cluster of local wine and gastronomic tourism;
2. Cluster of authentic hotels; 3. Cultural Heritage Cluster.
The mountainous regions of Georgia have a rich and diverse tourist resource for the development of tourist
clusters, as well as different socio-economic backgrounds and different levels of tourism development maturity,
which requires differentiated approaches by region and at the same time the presence of strategic tourism
development programs with logical connections at all levels. . Based on the above, the state faces two questions:
a) which cluster to promote in each region and b) determine what its role will be in this direction, proactive or
reactive
Expression of Apology in Georgian
Beginning from the second half of the 20th century, one of the branches
of lingvo-pragmatics, the speech act theory began to attract special
attention which was associated with the names of J. L. Austin and J.
R. Searle. The scientific results of the mentioned logical-philosophical
stream turned out to be valuable for linguistics. The speech acts basic
groups (identified by Searle, 1969) contain expressives (or otherwise
behabitives, Austin, 1975). These groups contain also: thanking, apologising,
welcoming, greetings, condolence, and congratulations.
In the speech etiquette of any language, besides the linguistic means
of expressing courtesy, the so called phatic communication takes
important place as a special form of verbal communication. Its main
function is to establish and keep contact between the communicants.
This term was first used by an anthropologist B. Malinovsky (1923). The
phatic function of language is separated out by R. Jacobson (1975).
Apologizing (begging pardon) is one of the units of phatic communication
which supports remaining the course of communication going
on and regulates the attitudes between the individuals. It is called a
conventional or ritual speech act. Like all other units of phatic communication,
the linguistic forms of begging pardon are distinguished by
their ethno-cultural specifics; as for their forming and remaining in a
language through its history, these processes awaken deep interest especially
towards specifics of their development alongside with development
of a language.
The phatic communicative units are intensively explored in the modern
foreign linguistics especially considering the colloquial situations
and frequently through considerations of comparative analysis based on
their contradictional aspect in comparison with other languages (Lange,
1984; Demeter, 2011, etc.). Phatic communication is thoroughly studied in
Georgian linguistics, as compared with English, Italian, Spanish, Persian
and other languages (Demetradze, 1997; Tsertsvadze, 2007; Mchedlishvili,
2010; Gogoladze, 2019, etc.). Certainly, the means of expressing apologies/
excuses are also discussed in the research works (see: Zekalashvili,
2012).
We have discussed the phatic speech act in diachronic and synchronic
ways basing on the several data from the Georgian language corpus. Historically, there is no such word as bodiši ‘pardon’, ‘excuse’
acknowledged historically in the Old Georgian texts. The words ‘mi-
ṭeveba’ (momiṭevet) ‘pardon me’, ‘I beg your pardon’ and also the word
“šendoba” ‘shrift’, ‘pardon’ are used in the old Georgian texts. Sulkhan-
Saba Orbeliani explains the word “bodiši” ‘pardon’ in the following
way: “this means to ask pardon to a person by your polite word and
behavior.” As for the Georgian word “uḳacravad” it is defined as something,
which is inappropriate for good people, noble people (Orbeliani,
1991).
There is no such word as bodiši “pardon, apologise, excuse” in the
poem “Vephistkaosani” (“The Knight in the Panther’s Skin”) and in
“Amiran-Darejaniani” (“The story of Amiran, son of Darejan”). The word
momiṭeve ‘forgive’, ‘excuse’ is acknowledged only. In the middle period
of the language development, ritual formulas of excuse were
introduced to Georgian language: bodišs movitxov, bodišs mogaxseneb ‘I
ask for your excuse’, ‘I beg your pardon’, bodišs moitxovs, bodišs moixdis
‘he (she) begged pardon’, ‘he brings his excuse’… These phrases can be
found in the Medieval Georgian literary texts: “Rusudaniani”, “Baramiani”,
“Q’aramaniani”, “Davitiani” (David Guramishvili’s autobiographical
poem), “Teimuraziani” (King Archil’s work), also in the translated
literature works of those times (“Kilila and Damana”) and others
(see: GNC). In the Middle Georgian Texts we have also the words of
excuse such as “uḳacravad”, in parallel with the old words such as
“šeminde/momiṭeve”.
The word of excuse “bodiši” is etymologically associated with the
word “bōžishn” (which is phallic − Old Persian − word), meaning ‘apologize’,
‘forgive’ and to the word “bōžish*” from the New Persian language;
it was adopted to the Georgian language in the form “bodiš”
(Gigineishvili, 2016, p. 56).
In Modern Georgian along with the words of pardon the verb form
maaṭie/ maaṭiet ‘forgive me’ is also usually used; also, the adverb
uḳacravad (which is used when the matter of excuse is not very
important) is used; the word “momiṭevet” is sometimes used but it is
especially a high-style word only for some special situations to underline
courtesy; the special lexical units, the derivatives from the words “bodiši” have been also derived through the times, such as:
bodišobs, ebodišeba, moibodišebs (=beg pardon); sabodišo ‘something
for which one should say pardon’ and the like, bodišiani ‘polite’.
In colloquial speech we meet the form derived from the French
“pardon” - “uardono” ‘not polite’; sometimes we meet the colloquial
word “beardonni” which entered from the Russian form, meaning –
‘without any pardon, rude’.
The reasons which cause excuses in Georgian language, need to
study separately. The areal of excuses are large in the official communication
register: in political and diplomatic spheres, in church, court,
mass media. The units of the informal communication are used by
strangers (in the transport, at workplace, we use the words of excuse
for being late, or for some not very important cases). There are also
the words of excuse in the circles of family members, friends, aquaintances,
when acknowledging our faults, sometimes for impolite behaviour
or rude words speaking them involuntary or in purpose (we say:
“uḳacravad asuxia, bodiši momitxovia”) to express apologizing.
The words of begging pardon are used also when something is done
involuntary – bodiši, vuxvar, ʒalian vuxvar, gulrpelad vuxvar, ʒalian
samuxaroa, ʒalian ganvicdi − ‘I am sincerely sorry’, ‘I worry’, ‘I am
really very sorry’; and other expressions which underline that those
who beg pardon, really worry about the fact which happened unpurposefully
and are ready to improve the situation. National language specifics
is especially distinct when comparing the etimology and the situations
of usage of the phatic communication units to the same examples
existing in the other language situations
