Get PDFThe department of Agricultural Economics undertake various government contracts for GIS based applications. Currently, they have multi-year contracts with the Louisiana Department of Health and Hospitals (LDHH). This contract is carried out in the Agricultural Economics Geographical Information System lab (AEGIS). One part of the contract is to integrate a heterogenous system comprising of PCs and Intergraph workstations so that the PC can share the data or Microstation Geographical information system Environment (MGE) and ORACLE based applications. Since the Department also undertakes other contracts which requires them to use ARC/INFOR as the front-end while the data would reside in ORACLE they needed a communication link between the SUN workstation (running ARC/INFO) and the Intergraph station
Analysis of the impact of the United Nations\u27 sanctions on South Africa
Get PDFThis research project examines a series of the United Nations\u27 sanctions imposed on South African from 1970 through 1990. The goals of these sanctions were to force South Africa to abandon its apartheid policies. The paper examines diplomatic and economic measures including the oil and arms embargoes. Economic sanctions precipitated economic crisis which forced the South African government to reexamine its apartheid policies, and this marked the beginning of change. Multiparty negotiations between the government and black nationalist are in the process to establish a multiracial society. For the first time in more than three hundred fifty years in April 1994 there will be national elections to elect a transitional government
Affirmative action and minority construction firms : an analysis of the public works set-aside programs in Louisiana
Get PDFCity of Richmond v. Croson received national attention when the Supreme Court mandated that all states and municipalities conduct a disparity study to investigate the possibility of discrimination against minority firms in the construction industry, as a precondition for maintaining or instituting a set-aside program. This paper is an offspring of that disparity study conducted in Louisiana. It will primarily focus on disparity in the Department of Transportation and Development (DOTD) in awarding public works construction contracting in Louisiana; however, it is important to examine the effectiveness of the set-aside program and determine if there are administrative problems within the program itself that are contributing to this disparity. Qualitative data analysis was employed to determine disparity and programs in the administration of the set-aside program. The two components of qualitative data analysis employed in this paper are the historical approach and content analysis. This study concludes that there is a significant degree of disparity in DOTD public works construction contracting on the state level, more so than the federal level, and this is probably due to Louisiana\u27s good old boy network
