DEKONSTRUKSI FORMULASI KEBIJAKAN PUBLIK PENDEKATAN PASCAKOLONIAL

Research on Teaching Strategies for English Reading Based on Deep Learning
Deep learning, as a pedagogical concept and approach, is aligned with educational reform trends. It has gained increasing prominence and offered new perspectives for designing junior high school English reading instruction. Classroom teaching of English reading based on deep learning emphasizes deep knowledge processing and advocates for learning that is socially interactive and inclusive. It draws theoretical foundations from Bloom's taxonomy of educational objectives, constructivism, and metacognitive theory. In English reading classrooms, teachers can promote deep learning through strategies such as setting concrete, tiered, and achievable learning objectives; creating authentic contexts; and employing positive, guiding assessment approaches
IMPROVING TOURISM POLICY FOR SUSTAINABLE PRACTICES AND WASTE REDUCTION: EVIDENCE FROM ISHIGAKI ISLAND, OKINAWA, JAPAN
Japan is widely recognized for its environmental consciousness and high
standards of cleanliness; however, rapid tourism growth has created new
sustainability challenges, particularly in peripheral island destinations. This study
examines how tourism policies can be improved to encourage sustainable tourism
practices and address garbage-related problems, using Ishigaki City in Okinawa
Prefecture as a case study. Drawing on field observations, interviews, policy
documents, and local initiatives, the paper analyses current tourism and wastemanagement
policies, identifies institutional and practical gaps, and highlights
promising practices implemented by hotels, local government, and civil society. The
findings demonstrate that while Ishigaki has adopted elements of sustainable
tourism aligned with the Sustainable Development Goals (SDGs), increasing tourist
numbers—primarily through cruise tourism—have intensified waste pressures. The
balance between preserving Ishigaki's unique natural beauty and cultural identity
and achieving economic growth through increased hotel numbers has been reflected
in efforts to develop sustainable tourism. Local authorities and stakeholders are
increasingly recognizing the importance of implementing policies that encourage
responsible tourism practices to address the pressing waste issues arising from the
increasing number of visitors. The paper argues that integrated waste-management
strategies, more substantial incentives for tourism businesses, and enhanced visitor
education are essential to balancing environmental protection with economic
development. The Japanese experience offers transferable policy lessons for other
tourism-dependent regions, including Uzbekistan

Language Learning Strategies and Language Awareness of Students: A Mixed- methods Study
This study is intended to determine the status of language learning strategies and language awareness and to assess the significant relationship between the two among the first-year non-board students from the Business, Public, and Office Administration programs at Kapalong College of Agriculture, Sciences and Technology (KCAST). There were 315 students who were randomly selected for the quantitative, and 14 for the qualitative: seven (7) for in-depth interview and seven (7) for focus group discussion which were purposively selected. This study utilized a mixed-methods research design, specifically employing a convergent parallel approach. Based on the result of the study, it was determined that the level of language learning strategies and language awareness of non-board students are both high. Additionally, the qualitative phase of the study uncovered the experiences of students which includes the themes: facing language learning setbacks through support and repetition, effective practices in language learning and acquisition, and language learning motivation and strategy, and in the insights of non-board students regarding their language learning strategies and language awareness includes the themes: strengthening language skills through practice and engagement, enhancing language learning through support and engagement, advancing language learning through immersion and policy. The results from the qualitative and quantitative converged when they are being corroborated. Based on the findings, it implies that integrating strategy-based instruction and awareness-enhancing activities within academic programs could further improve language competencies. Furthermore, fostering reflective practices and strategic diversity among learners can enhance overall language learning experiences and outcomes
Looking Into the Digital Age Teaching of Elementary Teachers in Kapalong District: A Mixed Method Study
This study utilized a mixed-methods approach to examine the extent of digital age teaching, specifically in terms facilitate and inspire student learning and creativity, design and develop meaningful learning experiences and assessments, model digital-age work and practices, promote and demonstrate digital citizenship and responsibility, and engage in professional growth and learning. Thus, a convergent parallel mixed method design was used since it is a type of design that could gather different but complementary data on the same topic. Further, complete enumeration was used since the total respondents are below 100 in the quantitative phase and for qualitative phase. Then, there were fourteen (14) participants were purposively selected for in-depth interviews. The qualitative data revealed key challenges, including limited internet access, inadequate facilities, and difficulties in technology integration, but also emphasized the empowering potential of technology. In the quantitative phase, results showed that elementary teachers demonstrated a high level of proficiency. Overall, both data sets highlighted the value of technology in addressing diverse learning needs and enhancing instructional effectiveness. Teachers’ adaptability and commitment to continuous learning emerged as crucial factors
The Mediating Effect of Cultural Identity between the Relationship of Intercultural Sensitivity and Cultural Competence of Elementary Teachers
This study aims to determine the mediating effect of cultural identity on the relationship between intercultural sensitivity and cultural competence among elementary teachers in the Kapalong West District. It employed a quantitative, non-experimental research design using a descriptive-correlational technique and mediation analysis. Data were collected from 136 elementary teachers through total enumeration, utilizing adapted survey questionnaires. Statistical tools used included mean, Pearson’s r, and Structural Equation Modeling (SEM) with mediation analysis at a 0.05 significance level. Results revealed high levels of intercultural sensitivity, cultural identity, and cultural competence among teachers. Significant relationships were found between intercultural sensitivity and cultural identity, cultural identity and cultural competence, and intercultural sensitivity and cultural competence. Mediation analysis further revealed that cultural identity partially mediates the relationship between intercultural sensitivity and cultural competence. This suggests that teachers with a well-developed cultural identity are more likely to demonstrate greater intercultural sensitivity and cultural competence, enabling them to engage more effectively with students from diverse backgrounds
