The onset of the COVID-19 pandemic in spring 2020 led to increased online offerings for the
subsequent academic year. Spring 2020 adheres to ACCJC request to only include courses that were
originally attended to be held online.

Illegal dumping is a problem plaguing every neighborhood and public area, 
regardless of the country. This research aims to analyze what steps Hawai’i is 
currently taking and to learn of what approaches other countries have taken 
to determine whether the same methods can be implemented.
Abstract
There are 6 dumping sites for civilians. Displayed in Figure 1, the sites are in 
Waimanalo, Waianae, Waipahu, Ewa Beach, Laie, and Wahiawa (2). Each are 
in their own district, with Waipahu and Wahiawa overlapping in Central Oahu. 
There is no dumping site available in North Shore or the South side of the 
island.
Table 1 organizes the laws for easy review. One of the laws currently enacted 
in Hawai’i pertaining to pollution and illegal dumping are water pollution (HRS 
342D), which prevents the disposal of pollutants into state waters (3). 
Another law focused on hazardous waste (HRS 342J) permits the 
transportation of hazardous waste without proper permit and disposal of 
hazardous waste (4). People who violate HRS 342D and 342J can face a fine up 
to $25,000 per separate offence. Criminal littering (HRS 339-1) prevents the 
tossing of trash in public spaces, waters, or roadways, aims to discourage 
damage or removal to bins holding litter that are not owned by the violator, 
and prevent the transportation of litter to later discard in public litter storage 
(5).
Introduction & Research Question 
Exploratory research was performed to determine the number of available 
dumping sites on Oahu for civilians and the methods other countries have 
implemented to deal with the disposal of garbage and illegal dumping. The 
purpose of this is to learn if the availability of dumping sites might be reason 
for the illegal dumping occurring, as well as determining if Hawai’i can adapt 
the same approach as other countries.
Secondary research is another form of data collection used to gather the 
information on current laws and bills in the state of Hawai’i to learn of what’s 
been established through the law as of right now.
Research Design & Data Collection 
Japan and Korea were chosen as countries to analyze because I wanted to see 
how two Asian countries, where cleanliness is prioritized, compare to the 
approaches Hawai’i is taking for illegal dumping. New Zealand was the third 
country added in because they are not as world-renowned for their 
cleanliness, so I felt the country acted as a great buffer.
In table 2, Japan gives up to 3 years of jail time or a fine up to 10 million yen 
to citizens caught illegally dumping (6). The countries disposal system is 
organized by the type of material and as a result, those who discard trash 
incorrectly are shamed. Korea adapted a similar approach of giving citizens 
high fines with 70 million won (roughly 6.6 million yen or $59,000 USD and 
fines of up to 50 million for transporting, disposing or recycling wastewater or 
waste without permits (7). On the other hand, New Zealand does not have 
high fines with it only reaching $400 on the first offence (8).
Discussion
My hypothesis was correct in terms of increasing fines acting as a deterrent 
but providing an incentive for proper disposal of bulky items is something not 
implemented at any country.
Having dramatically high fines deter citizens from dumping trash illegally.
Also, the social behavior of a country's population (e.g., Japan) might play a 
part in how successful a countries methods are in enforcing behaviors or laws. 
In Japan, everyone was raised with the same ideals. Since they prioritized the 
importance of organizing trash accordingly, this eventually led to the social 
rejection against those who go against the norm of properly disposing trash. 
Those ideals get passed down to their children and it’s a never-ending cycle of 
an act that benefits not just themselves, but others in the community.

Introduction
Illegal dumping is the disposal of large deposits of waste in an unpermitted 
area. Areas that are vulnerable to illegal dumping are city property because it 
forces the city to deal with the problem, abandoned lots or alleyways, and 
residential areas (1). Majority of the items that are dumped are construction 
and demolition waste, auto parts, yard waste, and appliances because of the 
difficulty of finding dumping sites that will accept such bulky. 
Illegal dumping poses harmful risks to not only the population residing near it, 
but also the environment. Health risks include potential injuries related to 
tripping and the attraction rodents and disease-carrying mosquitos have with 
trash. These can bring disease and illnesses such as encephalitis and dengue 
fever. The environmental risks illegal dumping has been the the threats of 
fires, spontaneous combustion, or arson. Additionally,  if hazardous waste is in 
the pile, this can pose possibility of it leaking into the soil.
Research Question 
How can the Hawai’i government prevent illegal dumping?
Hypothesis 
Increasing fines and having the government provide an incentive (e.g., 
money) for properly disposing bulky items.
