The Challenges of AI-Decision-Making in Government and Administrative Law: A Proposal for Regulatory Design
No full textArtificial Intelligence (“AI”) decision-making is rapidly becoming a key technology in government. AI decision-making has a number of significant benefits. These include reduced costs, consistency in decision-making, and the potential for reduced bias. It is not, however, an unalloyed good. There are a number of risks associated with the technology. For example, it may have inherent biases or be prone to developing certain biases. These issues are most evident when AI is used to deal with vulnerable populations, populations unaware of or less able to deal with advanced technologies and sophisticated systems in general. With these populations, AI has the potential to do significant harm. Governments have struggled to understand and address AI decision-making appropriately. And nowhere is this clearer than in dealing with vulnerable populations. This Article addresses these issues using theories of effective regulation and two case studies of AI decision-making in Australia. It proposes two regulatory innovations: a default advocate for negative decisions “Golden Rule”, and a monitoring body that, among other things, implements Professor Aziz Huq’s proposed “right to a well-calibrated decision.

Get PDFThis paper explains how Leeds, England, developed an anchor system to support inclusive economic growth, and how Leeds Beckett University is managing the process of aligning its strategy and goals to those of the new network.
The paper has three sections:
The genesis of the Leeds network or ‘system’ which is now five years old – explaining its context, development and associated governance between 2017 and 2023. It explains how the Leeds system was developed as a mechanism to promote inclusive growth, environmental sustainability, and better health outcomes for the city, which existing models the Leeds system draws from, and the practical steps taken to define membership of the network and conduct of its business. The 5 core themes are civic commitment by leaders, inclusive employment practice, local purchasing, environmental improvements, and service delivery.
How Leeds Beckett University developed and embedded its role as a founder member of the Leeds network, determined how best to frame its Anchor contribution, animate Anchor programmes, and specifically, to develop a model of service learning. It explains the governance structures the university adopted to manage its contribution, and specifically the challenges of creating greater impact from service learning. The authors share the LBU model of service learning.
A discussion of learning points from our work to date. These include levels of personal and strategic commitment and resourcing required, the development of trust among diverse organisations, building an inclusive model of engagement which retains a practical focus, and the challenge of adapting organisational culture to shared multi organisational goals

Career Maturity of Division III Athletes: Contextualizing the Importance of Psychological Health and Comprehensive Identity Formation to Holistic Developments
Get PDFNCAA student-athletes often become engulfed in their athletic role. While athletic role engulfment positively correlates to salient athletic identity, Division III student-athletes tend to identify with a diverse role set. Extant research has found that the prevalence of salient athletic identity among Division I student- athletes poses as a structural limitation to educational attainment and professional development. Given the unique philosophy of Division III athletics, such athletic identity formation is mitigated. Accordingly, the present study sought to examine demographic and psychographic factors of Division III student-athletes in relation to career maturity. Division III targeted populations that this information can greatly assist are university administration and intercollegiate athletic staff, including athletic directors and student-athlete support areas. Analysis of responses from a representative sample of more than 300 student-athletes (n = 301) indicates that psychometric factors are better indicators of career maturity than demographic factors. Given the emphasis on holistic athletic development in Division III and the corresponding mitigation of salient athletic identity formation, such findings are indicative of the importance of holistic athlete development on the career maturity of student-athletes
Finding Center in the Heart (of the Pandemic): Practical Tools from the Islamic Tradition for Building Resilient Families in Times of Disruption and Trauma
No full textWhen the COVID-19 pandemic drastically altered how people lived their lives, many called it a “wake up call.” Within the global Muslim community, many shared the sentiment that the coinciding of the lockdown with Ramadan presented an opportunity for khalwa (spiritual retreat and reflection). Although Muslim religious leaders sought to frame the Islamic tradition’s wisdom in light of the pandemic, much of this remained theoretical and abstract. The pandemic’s extended impact revealed that Muslim families lack guidance on how to employ the resources found in the Qur’ān and Sunnah practically for their own well-being and resilience.
This paper outlines how one Muslim mental health professional and his network of colleagues responded to this crisis by tending to the well-being needs and collective trauma of Muslim families in the U.S. using online webinar platforms to address increased anxiety, family conflict, depression, and existential grief. A detailed framework of an Islamic psychology used as a psycho-educational tool to orient families to indigenous Islamic tools for building resiliency and decreased anxiety is also presented.
From this user-friendly theoretical framework, a daily routine of psychological, physical, and contemplative exercises is mapped out and was amended to comply with the particular resources and restrictions imposed by the pandemic. The tools offered, while grounded in the Islamic tradition, provide contemporary and pragmatic solutions that many Muslims have used to build resiliency and engage with the dīn (Islamic religion) in a transformational, rather than a simply transactional, way during these trying times
