Chile.There are numerous studies analysing volcaniclastic supply to continental environments in distal areas from source volcanoes. However, there are few examples where large pumice fragments are mentioned in distal fluvial deposits. In this work, the Miocene synorogenic deposits of the Northern Patagonian Foreland (Chichinales and El Palo Formations) were studied. The deposits of the latter unit include pumice fragments with diameters of up to 30 cm that were accumulated in a fluvial environment more than 200 km from the Andean volcanic arc. Although previous works mention the presence of pumice in this unit, an analysis of the origin, the transport and depositional processes of these fragments was not carried out. Based on the study of stratigraphic sections along the extra-Andean zone, it was determined that the sediments of the Lower Miocene (Chichinales Formation) were deposited in a low-to-medium energy fluvial environment with development of wide floodplains and palaeosol formation during stability periods. The Middle Miocene?—Lower Pliocene deposits (El Palo Formation) correspond to a moderate-to-high energy braided fluvial system with occasional high discharge periods. The pumice fragments present in this unit were derived from the reworking of primary pyroclastic deposits outcropping at the foot of the Andes, associated with important explosive volcanic activity during the Miocene. These fragments were transported and deposited by both dilute flows and sediment gravity flows with high concentrations of pumice. Petrographic analysis of El Palo Formation sandstones showed a provenance mostly related to the erosion of pyroclastic, arc-related deposits. The main source areas would have been the Andean arc and the North Patagonian Massif. A maximum depositional age of 14.6 ± 1 Ma was obtained in a sample from the El Palo Formation, which constitutes the first U–Pb dating of detrital zircons from this unit in the study area. Argentina.This article examines Argentina’s Science, Technology and Innovation (sti) policies over the last twenty years and discusses the tensions between discourses and practices in recent history. To this end, national plans, their priorities and later their implementation are addressed. In this way, we analyze their financing, the human resources involved, and the main programs and instruments used. The conclusions highlight that, although sti policies have been adapted over time, with learning processes and the accumulation of capacities (scientific, policy and management), there is still a long way to go to overcome many of the shortcomings identified six decades ago by Latin American Thought on Science, Technology, and Development (Placted) referents.trueEn este artículo se examinan las políticas de Ciencia, Tecnología e Innovación (CTI) de Argentina durante los veinte años recientes y se discuten las tensiones entre discursos y prácticas en la historia presente. Para ello se abordan los planes nacionales, sus prioridades y posteriormente su aplicación. De esta forma, se analiza su financiamiento, recursos humanos involucrados, así como los principales programas e instrumentos utilizados. Las conclusiones destacan que, si bien las políticas de cti se adecuaron en el tiempo, realizándose procesos de aprendizaje y acumulación de capacidades (científicas, de política y de gestión), aún queda un largo camino por recorrer para superar muchas de las falencias señaladas hace seis décadas por referentes del Pensamiento Latinoamericano en Ciencia, Tecnología y Desarrollo (Placted)

UNRN, Sede Andina, Bariloche, Rio Negro, ArgentinaThis article aims to investigate the role of “social mediators” as subjects who, in one way or another, mediate the relationship between public policies and local contexts/communities. This mediation also involves political and institutional articulations, as well as the direct participation of institutions that were not initially linked to such policies. The sustained hypothesis is that in any application of regulations and public policies, phenomena and processes emerge, as well as subjects not foreseen in the original planning. These elements eventually redirect, modify, or re-signify the proposed axes, as well as their implementation, during policy management. We assume that, to understand the field of public policies and contribute to their better design and implementation, it is urgent to account for the different types of social mediators. These mediators may operate from the State to redirect policies or, from outside it and its planning, influence the forms of their application. This paper seeks to share how we have been developing the category theoretically, as well as testing its application in some of the empirical cases that we are analyzing as a research team using an ethnographic perspective.trueEl presente artículo se propone indagar en el rol de los “mediadores sociales” en tanto sujetos que -de una u otra manera- median la relación entre las políticas públicas y los contextos/comunidades locales, trayendo a la escena, además de otros sujetos, articulaciones político – institucionales o la participación directa de instituciones no vinculadas en un inicio a tales políticas. La hipótesis sostenida es que en toda aplicación de normativas y políticas públicas, emergen fenómenos y procesos, así como sujetos no previstos en la planificación original, que eventualmente redireccionan, modifican o resignifican los ejes propuestos -y la implementación- en la gestión de dichas políticas. Asumimos que para comprender el campo de las políticas públicas y aportar a un mejor diseño e implementación, urge dar cuenta de los diferentes tipos de mediadores sociales que, o bien buscan desde el Estado darle otros giros a las políticas o, por fuera de él y de su planificación, incidir en las formas de su aplicación. Río Negro, Argentina.This is an anthropological reflection on one of the social realities and problems affecting Patagonian cities: marginalization in San Carlos de Bariloche. The work explores the meanings, practices, and experiences of a group of men who call themselves "the old-timers," people who at some point in their lives passed through a place designated for "people in situations of or at risk of being homeless." It begins with a social scenario that is invisible and under-reported from the perspectives of those who lived in that institution and, on the other hand, reconstructs the trajectories of this group of people whose lives were marked by conditions of inequality, subordination, and historical violence.Se acerca una reflexión antropológica sobre una de las realidades y problemáticas sociales que atraviesa a las ciudades patagónicas, la marginalidad en San Carlos de Bariloche. Se exploran los sentidos, las prácticas y las experiencias de un grupo de varones que se autodenomina “los antiguos”, personas que en algún momento de sus vidas transitaron por un lugar destinado a “personas en situación o riesgo de estar en la calle”.
