TERRITORIES IN URBANIZED INDUSTRIAL ZONES: ENVIRONMENTAL AND ECONOMIC ASSESSMENTS
At present, an increase in production and polluting emissions adversely affects the environment of any administrative-territorial formation. A comprehensive interdisciplinary analysis of environmental factors is necessary, since when studying environmental and economic factors, it is necessary to consider the state of the territory in all its complexity. Environmental and economic assessments of territories in urbanized industrial areas show that population congestion in growing urban agglomerations exceeds the permissible technogenic level of impact on natural systems, as well as depletion of local water, fuel and the ability of the environment to store and process the entire set of various wastes, exceeding thresholds of permissible exposure. This research topic seems extremely relevant and promising
THE ASSESSMENT OF CONTRADICTIONS BETWEEN CORPORATE AND STATE SYSTEMS OF MANAGEMENT IN RUSSIAN OIL INDUSTRY
The article analyzes the contradictions between corporate and state industrial management systems of Russian oil industry. It is attempted to find compromise models of interaction of subjects from three sectors of the economy within the implementation of strategic plans for the territorial development. The authors evaluated the main tactical and strategic contradictions and conflicts occurring in the process of coordination and implementation of large infrastructure projects, as well as the formation of key performance indicators for each enterprise, industry and management system as a whole. The article substantiates the necessity of creating a regional council for intersectoral interaction. The main function of the latter is to find a compromise between the interests of business structures, society and the state, as well as to provide an objective selection of projects that are most important for a particular territory. The article also provides a model of interaction between business and regional authorities in the process of formulating and implementing long-term strategies for the development of territories. The peculiarity of the presented model is that it accounts all significant changes in business structures allowing to consider possible risks and consequences of corporate decisions on the regional level

PRIMARY SCHOOLCHILDREN ETHNO-CULTURAL COMPETENCE DEVELOPMENT IN SHOP CLASSES
The study is relevant due to the fact that systems of regional educational structures are created in the Russian Federation that take into account both the global and regional and ethno-cultural characteristics of the ethnic groups living there. Multicultural education is of particular importance. It concentrated on developing person’s multicultural competence based on at least three cultures – native ethnic culture, domestic and foreign cultures. This article is aimed at studying primary school students’ development of ethno-cultural competence, which is to have great social and scientific importance. Particular attention is paid to finding ways of such development both at the theoretical and practical levels. The authors of the article believe that educational work with the younger generation should be based on the cultural and historical experience of people, which plays an important role in shaping the unique way of a person’s life. The article describes the key stages of the work related to the fact that the described system of shop classes for the formation and development of ethno-cultural competence of pupils of primary school age has a positive result, when it is not only children but also adults (parents and teachers) hold a self-determination and responsibility for their choices position in the field of cultural heritage and feelings of national and human dignity. This is especially important in the current society development stage
Spatial Development of the Arctic Territories
The purpose of the study is to conduct a theoretical and methodological investigation of spatial development (as a category), including in the aspect of a certain territory, with the possibility of analysing indicators characterizing the spatial development of the Arctic territories and, within the framework of existing tendencies, determining the main directions for improving the spatial development of these territories. Within the framework of the study, a scientific approach was used, applying both general and special scientific methods, namely the method of systematization, theoretical generalization, and a comparison method using statistical analysis. The article studies the approaches to understanding such categories as space, territory, spatial and territorial development, analyses the spatial development of the Arctic territories as part of the study, allowing to identify further directions for the development of this territory. The applied value of the findings lies in the possibility of organizing a more efficient spatial development of individual territories, which is the key to the country's competitiveness and security in the future
