ASSESSMENT OF THE PROGRESS OF THE QUALITY MANAGEMENT SYSTEM IN TRAVEL COMPANIES
In the conditions of transformation of national economy and aggravation of competition at the travel market, companies of the Ukrainian small travel business have an important problem related to the increase of efficiency of the services quality management. One of the ways for solving this problem is to form the quality management system in travel companies for creating a competitive tourism product that can meet the needs of foreign and domestic consumers, promptly response to the market demand. This problem became particularly important after the coming into force of the Ukraine-European Union Association Agreement. The aim of the article is to determine directions in improving the quality management system in travel companies for increasing the quality of services rendered to tourists and economic growth. The hypothesis of the research consists in the assumption that assessing levels of the quality management system development is a foundation for its improvement and increasing the competitiveness of travel companies. This hypothesis will be confirmed by studying 10 small travel business companies that are in Odessa Region, Ukraine. The method of expert evaluation was used for the study. The hypothesis of the research is proved. The experience in the experimental verification of a suggested approach for assessing levels of the quality management system development in 10 studied travel companies shows that the suggested customized approaches and research techniques can form modern instruments for diagnosing a current state of the corporate quality management, and are a foundation for improving the quality management system

DEMOGRAPHIC DYNAMICS: HISTORICAL, POLITICAL AND LEGAL ASPECTS AND STAGES OF SOCIO-ECONOMIC GROWTH
The vital needs of man are a system that functions in a stationary mode and is sufficiently stable. At the same time, the cultural forms of satisfaction are dynamic, improving and changing in accordance with economic opportunities, ethnic culture and the cultural era. To a large extent, the energy saturation of these cultural forms (means, conditions, methods) to meet the vital needs of individuals that make up society depends on social differentiation and the specifics of demographic dynamics. On the other hand, the historical stages of economic growth and state of the economy have an impact on socio-demographic processes and the natural movement of the population. All together is in a dense correlation and functional connection, the modelling of which is an important scientific task of practical importance. The examples given in the article illustrate the performance of this model, showing the congruence of the calculated and actual values of the demographic indices. The result of theoretical constructions, which are the basis for the formation of a unified economic and demographic theory, is the established connection between the growth of gross domestic product and the natural movement of the population with an increase in the totality of consumed values and with their distribution in the direction of population growth or energy saturation of cultural forms, in which satisfy the vital needs of social individuals
INFORMATION COMPETENCE AS A NECESSARY COMPONENT OF A SYSTEM OF CONTINUOUS PROFESSIONAL PEDAGOGICAL ACTIVITY
In accordance with the Federal Law “On Education in the Russian Federation”, the informatization in domestic education is a fundamental condition for the modernization of the educational system and the involvement of the Federal State Educational Standard in educational activities. An exceptional feature of the Russian education reform is its focus on the European approach to diagnosing the quality of knowledge and professional training of graduates from an educational institution. A radical revision of the performance indicator system containing the requirements for knowledge, skills and personal characteristics of teachers from the standpoint of the competence-based approach has taken place. The problem concerning the creation and development of information competence of future teachers is particularly relevant in these conditions. Digitalization of social life has significantly enriched the “information competence” concept regarding the requirements for professional pedagogical activity. Of course, informational competence has become a key aspect and has literally penetrated into all areas of professional pedagogical activity in a very short time, systematically revealing the features of solving professional problems and typical tasks that arise in the process of education and upbringing [14]. In their daily activities, teachers are exclusively engaged in the formation and development of students’ personalities, which requires the possession of the finest impact tools. This situation allows us to consider information technology in professional teaching activities as an effective tool for mastering,interpreting and creatively engaging relevant information. Experts note an increasing continuous expansion of the entire spectrum of components, which demonstrates the active penetration of informatization in all areas of the teacher’s daily activities. This situation obliges teachers not only to have a good command of computer equipment and information and communication technologies, but also to be able to create appropriate resources, develop computer tests and student rating systems, manage the accounting and educational process through the active use of computer programs; have their own websites, web pages, and web portfolios; develop and implement distance learning modules (which has now become especially relevant and extremely necessary in the context of total quarantine due to the coronavirus pandemic) for a subject based on ready-made program shells, etc. As can be seen from the foregoing, the features of professional pedagogical activity in the conditions of informatization in education actualize the need for clarification and concretization of general pedagogical representations that have been formed in recent decades in specialized scientific literature based on a competence-based approach
REFUSAL OF DIGITAL PERSONAL IDENTIFICATION IN RUSSIA WITHIN THE CONTEXT OF CONSTITUTIONAL RIGHTS AND FREEDOMS
The modern legal policy of Russia regarding the use of electronic means of personal identification is rather authoritarian. Its natural result is that the Russian society does not fully share the initiative of the public authorities to digitize personal data due to various concerns. First, such concerns include insufficient security of data warehouses, as well as imperative government intervention in privacy and the use of personal data without the consent of their owners. Citizens who disagree with the authoritarian legal policy are making attempts to abandon accounting in personal identification systems. INFLUENCE OF REPUTATION CAPITAL ON THE MACROECONOMIC PARAMETERS OF A REGION: FROM THEORY TO PRACTICE (BY THE EXAMPLE OF THE REPUBLIC OF TATARSTAN)
The main goal of the study is searching and definition of methodological approaches to a formalized assessment of the impact of regional reputation capital. It is based on a systemic paradigm which is a vision of the territory’s reputation through a prism of a wide range of factors determining the reputation. Such an approach allows us to consider the theory of “reputation economy” as a special case of assessing and analyzing various potentials of a region that form the opportunities and resources for the development of its residents both institutionally and from the point of view of conjuncture. The Republic of Tatarstan acts as an object of study. The subject of the study is a methodological toolkit for assessing the impact of a region’s reputation on the parameters of its investment activities. Methods. A key feature of the study is the proposed version of the implementation of an algorithm for the quantitative assessment of the regional reputation based on the use of index analysis methods. Results. On the basis of the developed methodology for the formalized assessment, the authors have constructed a model allowing in a formalized manner to determine the degree of relationship between the reputation of the region and its parameters of economic development. Application of the results. It is advisable to use the developed methodological approaches and their practical results when developing new forecasting models of economic growth under conditions of increased importance and the role of intangible production factors. Conclusions. According to the results of the study, a significant influence of the regional reputation capital on the dynamics of investment in fixed assets was established. This, in turn, determines the possibility of the formation of adaptation measures of regional state policy, ensuring accelerated economic growth of regions in new institutional conditions
DEVELOPING AND IMPLEMENTING A LEAN MANUFACTURING SYSTEM
This paper describes the development and implementation of a lean manufacturing system at AO Larti. Lean manufacturing is a broad concept in management aimed at waste elimination and business process improvements: from developing and manufacturing a product to supply chain and sales management. When compared to mass-production, lean production systems allow for a more defect-free and less labour, capital, and land-use intense product to be created. It also helps improve product quality and reduce costs with same level of capital investment (16). In economic context, lean manufacturing organizes production operations in a way that ensures both the high quality of produce and low wastes and costs. This approach leads to a more effective use of financial resources, workforce, materials, and information in the face of different environments and evolving consumer needs, and with rapidly growing scientific and technological knowledge of economic agents, all the above being seen as major factors in modern economy (15). As such, these operations can be grouped into two types of activities: the first create the value desired by the customer while the second are necessary for the production process itself. Lean manufacturing sets the first as a standard and, if possible, eliminates the second (3)
ORGANIZATIONAL AND METHODOLOGICAL ASPECTS OF THE MANAGEMENT ACCOUNTING DEVELOPMENT IN CONDITIONS OF ECONOMIC UNCERTAINTY
The need to improve (in a short time) the socio-economic situation in the country appears as a key and most significant priority given in the National Security Strategy of the Russian Federation. Another global economic crisis aggravated by a medical crisis (pandemic), has collapsed the rates of economic growth in almost all regions of the Russian Federation. This situation is even worsening due to the forced preservation of the raw material export as a priority model for the national economy development, a decrease in its competitiveness and a high dependence of the main economy areas on the external economic environment. Chronic adherence of the national economy development to the raw material export model has formed the uneven development of regional economies, systemic unemployment in most constituent entities of the Russian Federation, and a progressive shortage of highly qualified specialists in some regions. Ensuring the sustainable development of the Russian agro-industrial complex and increasing in its economic efficiency are associated with the need to build the prerequisites and conditions necessary for these purposes, one of the main places among which belongs to management accounting. This is natural, because economic relations having viewed through the prism of managerial accounting form the basis for the rise and significant increase in agricultural production, ensuring its safety, appropriate processing, and timely sale of products. Modern strategic management organizational systems of economic entities in the agro-industrial complex have a significant impact on the agro-industrial production efficiency growth. It is clear that this requires the formation of an appropriate accounting and analytical information base, the creation of financial and management accounting, further development of organizational and methodological provisions for the development of management accounting and its organization by centers of responsibility and production management in conditions of economic uncertainty. It is about enhancing the operational and analytical qualities of accounting information. The approaches to the formation of accounting information that have been developed at the end of the 20th century are largely outdated and do not meet the requirements of new (market) economic thinking and do not allow effectively and systematically solve a set of main strategic management tasks by diverse economic entities in modern market structures of the agroindustrial complex in conditions of economic uncertainty. Market thinking presupposes flexibility, operational adaptation and orientation towards progressive forms of management in the structures of the agro-industrial complex and beyond. It should also be noted that the main theories of management accounting are built consistent with the formal logic principles; this does not allow considering to the necessary extent the depressiveness and stagnation of the economy when developing management decisions. The multidimensionality and heterogeneity of the problems facing the system of modern enterprise management determine the diverse nature of relationships, and also contribute to the instrumental and methodological disunity of elements and models of management accounting. The above circumstances actualize the contradiction between the development level and effective use of appropriate technologies and management accounting tools and the lack of their content for use in conditions of economic uncertainty. All this, of course, speaks of the need for fundamental changes in the system of Russian accounting and management of agro-industrial production, which prompted us to take up this research topic
