    INTERREGIONAL INTEGRATED SYSTEM OF EDUCTIOAL ESTABLISHMENTS: WAYS OF DEVELOPMENT

    The topic under study is relevant, since we need to study new approaches to the development of integrative processes in education, which are of great interest for the development of the environment favorable for the creation and active use of innovations in the system of education. Therefore, this paper aims at revealing the principles and mechanisms of developing an integrated system of educational establishments in the interregional educational space in the form of a pedagogical cluster. We have used system, activity, and cluster approaches as milestones, ideology, and a method of our scientific inquiry. We have used theoretical methods of study for a system analysis of scientific and methodic literature, empirical methods, and a method of modelling, which implies the reproduction of properties, structure, and functions of the object under study on a specially elaborated model. The paper represents organizational and pedagogical bases for the development of an interregional cluster system of educational establishments. The materials of the paper may be useful for pedagogues in the organization of activity of cluster interaction subjects for providing self-arrangement and selfdevelopment of educational establishments in the interregional pedagogical cluster

    Theoretical-methodological approaches to the problem of social maturity development in university undergraduates

    The current social economical context where economy evolves rapidly and informatization of modern society is at full speed poses a very important task to the system of higher education: to educate and prepare not only competent professionals but also members of society who are able to efficiently interact with various social actors at different levels, in varying conditions and spheres, capable of adequately responding to fast-changing environments, making independent and responsible decisions, taking responsibility in uncertain situations, and harmoniously balancing personal and social needs. The research purpose is to develop and justify the theoreticalmethodological approaches to the phenomenon of social maturity formation among university students. The research methods included various types of analysis (content analysis, conceptual-terminological analysis, theoretical analysis, causal-functional analysis), discursive reflection, pedagogical extrapolation, and synthesis of accumulated experience. Our findings are as follows: we described and theoretically justified the continualsynergetic, socio-interactive and socio-educational approaches to the problem of shaping social maturity in university students; we have determined their structure, revealed their roles and functions fulfilled by their structural components. The practical significance of the above approaches is that, first, they reflect the way social maturity shapes itself in university undergraduates, as a pedagogical phenomenon; second, they provide its new interpretation by specifying the notion “social maturity of university undergraduates”; third, they enable to clarify its structure and reveal the specific procedures pertaining to it; fourth, they enable to develop the methodology of social maturity shaping

    Teacher performance with gifted children in the assessments of children, parents and teachers

    The relevance of the research issue is due to the fact that existing educational practices do not allow implementing new objectives of state education policy to improve gifted education. It is necessary to develop new approaches, concepts, models and measures aimed at addressing this problem. The purpose of the article is to identify issues and ways to improve teacher performance to work with gifted children. The leading approaches to this issue are activity-based, person-oriented, competence-based, integrative and variable, reflexive and activity approaches, and the leading research method is a questionnaire. The research is carried out in educational institutions of Yaroslavl Oblast (comprehensive schools, supplementary educational institutions, specialized centers for gifted children). 246 people, including 63 teachers, 129 students of these teachers and 54 parents participated in the study. The core results of the study are the problems identified and ways to improve teacher performance to work with gifted children; the proposed system of conditions (information-related, methodological, technological, organizational, and motivational) can influence teacher performance and his work with gifted children. The materials of the article can be used by managers and specialists of the education system at different levels, the teaching staff of higher, secondary and supplementary vocational education to develop regional, municipal and institutional programs to support the development of gifted children, training programs and professional advancement of teaching staf

    THE IDEOLOGICAL ACTIVITY OF THE MILLI TURKESTAN JOURNAL

    Guided by the idea of independent Turkestan in various European countries, Muslim emigrants from the Soviet Union established a number of newspapers and journals. Among these editions, according to the state and prospect of Kazakh literature, an important role was played by the Milli Turkestan Journal, the main information source and means of promoting the Turkestan Legion organization. This article analyzes the content of the journal and its significance in the modern world. The research objective is to form, drawing upon archive materials and academic publications, an objective view of the journal’s ideological aspects. Ideology being the defining criterion of the journal’s activity, various opinions existed as to its ideological orientation. From this point of view, an attempt at the critical analysis and assessment of available academic sources was made. To achieve the abovementioned objective, source study methods were widely used.     DETERMINING SOCIAL SECURITY OF THE PERSON IN THE REGION: INFORMATIONAL AND PSYCHOLOGICAL ASPECTS

    The significance of this research is that the developing information society poses increasing threats to social security of the person, associated with the dissemination information that is may be harmful to both the individual’s life and development and the surrounding society. Immediate threat comes from cyberspace. In this regard, research has so far focused on the informational and psychological aspects of the individual’s security, whereas indicators for assessing them have not yet been fully analyzed. This article aims to examine the informational and psychological aspects of social security of the person in Kemerovo Oblast. Indicators for assessing social security of the person were discussed. The 3,000 respondents included university, college and high school students residing in Kemerovo Oblast, since this portion of society is most easily influenced and psychologically unstable. A survey and regional monitoring data on extremist manifestations were used to identify the types of threats and to assess their influence on the individual. An assessment was made of the indicators of social security of the person in terms of psychological and informational aspects. Information provided on the official websites of federal and regional authorities and of the Federal Security Service in Kemerovo Oblast as well as relevant theoretical research studies were used to determine the level of social protection of the public in the region. The results of the study identified the following psychological and informational threats to social security of the person: mind control, incitement to extremism, promotion of false ideas and values, misinformation, defamation and presentation of false facts about Russian history. Overall, social security of the person was determined as satisfactory in the region. The impact of the mentioned threats on the individual, albeit not a significant one, has nonetheless potential for growth. Social security of the person in the region was found to be sufficiently high to control and constrain the extremist behaviors and manifestations without, however, preventing them. This necessitates developing more effective measures for working with the population, including the young people, which are aimed at forming protection mechanisms in the person’s mind. The materials of this article are of practical value for conducting related research in other regions and for putting forward recommendations with respect to ensuring social security of the person in the discussed aspects

    METABOLIC SYNDROME INFLUENCE ON THE AGRESSIVENESS OF PROSTATE CANCER IN THE KAZAKH POPULATION

    The effect of the metabolic syndrome on the course of prostate cancer (PCa) is increasingly becoming the subject of scientific discussion. However, there are practically no data on the clinical phenotype “prostate cancer + metabolic syndrome” (PCa + MS) in the Kazakh population. The study compared the signs characterizing the aggressiveness of prostate cancer in the Kazakh population between two clinical phenotypes: PCa + MS - the main group and PCa-MS - the comparison group. Potential participants of the study were of Kazakh patients with PCa who visited a urologist in oncological centers of Kazakhstan in the second half of 2018. After written consent, data were collected using specially designed questionnaires and a medical card. The differences between the two phenotypes were evaluated using x2 test, Student's test, Mann-Whitney and the relative risk was evaluated. The participants with the PCa + MS phenotype when making diagnosis of PCa were 4.47 years younger (p <0.05), more often had PSA level above 20 ng / ml (41.8% vs 40.9%, p <0. 05), more often revealed metastatic form of the disease (57.69% vs 38.84%, p <0.05). A year after radical prostatectomy, patients of the main group were more likely to have a biochemical recurrence of the disease: 4.8% vs 3.7% (relative risk 1.29). The study showed statistically significant aggressiveness of PCa+MS in the Kazakh population. At the same time, the study performed is not a direct evidence, but the results indicate the need to consider the inclusion of the clinical phenotype in PCa definition of prostate cancer for the Kazakh population, which will provide a more active position when monitoring patients with metabolic syndrome

    ECONOMIC ASSESSMENT OF INVESTMENT ON THE BASIS OF PRODUCTION FUNCTIONS

    The problems of determination of volumes, areas and payback periods of break-even investment in production with the capital-labor ratio optimum of the producer are considered. A new methodological approach to project analysis based on optimal capital-labor ratio based on the most popular production functions (CobbDouglas, CES-function, linear function, Leontief and Allen functions) in economic studies in their classical and dynamical modifications is proposed. This paper is dedicated to the problems of forecasting of volumes, areas and payback periods of break-even investment in industry based on the most popular production functions in economic studies. Further development of the above problems at the level of theory, methodology and practical research will help to improve the investment climate in industry. The proposed methodology is exemplified on the basis of the temporal data of the industry of Ukraine in forecasting volumes and areas of break-even capital investments, payback periods and management of investment projects

    The significance of education as one of the basic premises of complex and dynamic development of a society is stated in the most important document which is the National Educational Doctrine of the Russian Federation, which determines the key modernization directions of the Russian educational system. Management culture being an indicator of manager professional potential development is an important element of the specialist’s effectiveness in the sphere of management. Individual qualities which are the most preferable for each manager include universal human characteristics, psychological and intellectual qualities, “a businessperson” qualities, as well as communicative and professional qualities. A manager with the above-mentioned qualities is considered to be a reference standard in the sphere of management and is able to carry out an effective professional activity under the market conditions. The essence of the management culture lies in the usefulness and necessity of a comprehensive representation of a culture-based model and the realization by the teacher of creative management policy at the stages connected with self-management and the organization of a creative educational process. The main components of management culture include the axiological, technological and creative ones. The axiological component comprises a complex of managerial pedagogical principles and applied competences playing an important role in the management of an educational institution. The technological component covers the strategies and methods of management. The level of management culture development is directly dependent on the acquired ability to use the strategies and methods for solving problem situations and tasks connected with the company functioning. The creative component represents itself in the teacher’s capacity for creativity in the context of acquiring and using modern managerial technologies

    MASS LABOUR MIGRATION IN THE VECTOR OF INTERNATIONAL TOURISM AS A DETERMINANT SIGN OF MODERN GLOBALIZATION

    The article describes the interstate migratory processes, considers the current trends of labour migration. The possible positive and negative consequences of labour migration for labour-importing and exporting countries have been identified. The purpose of the article is to reveal the features of modern mass interstate labour migrations in the vector of international tourism under the influence of globalization processes, in particular in Ukraine, as an active participant in migratory processes and a donor country of labour potential. For the development and successful implementation of state migratory policy measures it is important to study and take into account the age structure of migrants, their educational and professional qualifications, as different groups differ significantly in their migratory mobility, the effectiveness of its migration largely depends on taking into account the age, gender, education and qualifications of migrants. The forecast volumes of private cash inflows to Ukraine for 2020-2022 have been determined (using the method of trend extrapolation). Whereas the correlation coefficient indicates that the variables have a strong direct relationship, this means that over time, private cash inflows will increase
