Nonsovereign Countries of The World as Tourist Destinations: Resource Assessment Experience
The article presents the experience of scorecard assessment of socioeconomic recreational and tourist resources of 30 nonsovereign (dependent, nonselfgoverning) countries and territories of the world. The choice of a peculiar category of countries, i.e. nonsovereign territories, is due to contemporary trends in the growth of demand for tourist services for unique, specific, and safe destinations meeting high standards. Such territories often have significant recreational potential, which, however, is little known or not known at all for average tourists, and therefore is not in demand. In the course of study, it has been revealed that almost all the analyzed nonsovereign countries of the world offer a wide range of tourist and entertainment services. Among these countries, Anguilla, Aruba, Bermuda Islands, Puerto Rico, and French Polynesia have a particularly developed infrastructure. To carry out comparative analysis and scorecard assessment of the socio-economic recreational and tourist resources of these countries, a scoring matrix was developed that included seven indicators. Each indicator was rated on a five-point scale. Based on the results of the integrated assessment of tourism and recreation resources, all the analyzed nonsovereign countries and territories were arranged into five groups: 1) countries with the lowest characteristics of providing recreational and tourist resources (Wallis and Futuna Islands, Niue, American Samoa, Pitcairn Tokelau, Saint Pierre and Miquelon, and the Falkland Islands); 2) countries having medium-low availability of recreational resources (Cook Islands, Anguilla, Montserrat, and Norfolk); 3) countries having medium availability of recreational resources (Gibraltar, Ceuta and Melilla, Saint Helens Islands, Turks and Caicos, and French Guiana); 4) countries having medium-high availability of resources (British and American Virgin Islands, Cayman Islands, Martinique Island, Reunion Island, French Polynesia, Guam Island, and New Caledonia); 5) countries with high availability of recreational and tourist resources (Bermuda Islands, the Netherlands Antilles, Aruba Island, Guadeloupe Island, and Islands of Puerto Rico). For more objective assessment of the recreational provision of nonsovereign countries and territories of the world with recreational and tourist resources, it is necessary to take into account other types and categories of such resources. Nevertheless, the results obtained provide a representative characteristic of the tourism sector’s potential of the main nonsovereign countries and territories of the world, while the methodology itself is applicable for assessing other similar entities of the world political map

Role of Soft Power Means in Ensuring State Security
In the 21st century, the role of soft power means in ensuring more effective national security is steadily increasing. The USA and Russia strive to realize their geopolitical interests with the help of information, economics, law, ideology, culture and education, and this is a “softer” element than military force. The achievements of the USA, Russia and China in this direction are indisputable. Due to soft power, one can achieve their goals with less expense and loss of manpower. Each country seeks to use a combination of state and social institutions (organizations), as well as political, legal, economic norms and information, to influence internal and external relations and strengthen its national (internal political, including military) security. From the first years of independence, Azerbaijan skillfully used the oil factor, creating a favorable investment climate for foreign oil companies. Thus, the country expanded the possibilities of comprehensive integration of the state into the international community and formed an atmosphere of trust and cooperation in the region. From year to year, the possibilities of using soft power are increasing, which is confirmed by the practice of world development. This should be considered by Azerbaijan in its regional policy, as well as interaction with the world community
Modern Methods and Approaches to the Management of The Hotel Services Promotion
The study presented in the article is devoted to the development of innovative methods and approaches to the sale of hotel services to various target groups. This issue is relevant because the number of hotel enterprises grows every year, which contributes to the development of the tourism and hospitality industry, but at the same time it creates a lot of difficulties and risks for both beginner businessmen and experienced representatives of the hotel industry. In this regard, the level of competition in the market for hotel services is rapidly increasing. In order to stay “afloat” and be a profitable enterprise, hoteliers are forced to constantly monitor marketing trends that are sometimes hardly noticeable, in addition to closely monitoring the service provided. The innovative methods of sales have been reviewed in the study by the example of hotel type enterprises offering their services to various target groups, based on the analysis of trends in the development of sales channels for hotel services. The systematic approach and the following research methods were used as the methodological basis of scientific and applied developments: spatiotemporal, descriptive, analysis and synthesis, estimation and forecast methods. The main product sold in the hotel industry has not changed much – like several centuries ago, it is the provision of accommodation, but the ways and methods of selling the service undergo constant changes. It is not enough just to open a hotel and set a goal of achieving the maximum profitability today – this will not distinguish it from other hotels. The marketing plan should include the way for the organization to best lobby its interests in a specific market niche in a limited time
