    Povezovanje prostorskega in razvojnega načrtovanja na regionalni ravni v Sloveniji

    Knjiga predstavlja model povezovanja prostorskega in razvojnega načrtovanja na regionalni ravni. Model smo izdelali na podlagi analize gradiv, ankete po občinah ter delavnic z naročnikoma in ključnimi deležniki. Predstavljena so izhodišča za oblikovanje modela, sam model pa predstavimo z vidika vsebin, potrebnih strokovnih podlag, strukture strateških izhodišč, procesnih vidikov načrtovanja in povezovanja, ključnih deležnikov, ter potrebnih financ in tveganj. Izdelali smo tudi priporočila za uveljavitev predlaganega modela v praksi. Ob tako zastavljenemu modelu in njegovem doslednem izvajanju v praksi se bo izboljšalo načrtovanje na regionalni ravni, pri čemer bo to upoštevalo gospodarski, socialni in prostorski vidik. S tem bosta zagotovljena trajnosten razvoj in ohranjanje prostorskih potencialov. &nbsp

    Družbeni učinki urbanega kmetijstva

    The book presents urban agriculture as an innovative and effective tool for achieving wider social effects regarding the participation in decision-making processes, social inclusion, and sustainable urban development. Despite the many social and economic benefits, this kind of agriculture has still not gotten the proper support at the international and national political levels. In Slovenia, there are no clear guidelines and standards for its promotion, protection and management. This is why one of the purposes of this book is to encourage the first step towards bridging the gap between the national and local levels. The overview of good urban agriculture practices in the countries of Central and Eastern Europe and North America attests that the wider social effects are most often ensured by community, social, educational, and therapeutic gardens that bring together many diverse stakeholders. The book illustrates how urban agriculture, when designed in a collaborative and inclusive manner, can result in improved public services, boost active citizenship, and contribute to a better urban structure and image.Knjiga obravnava urbano kmetijstvo kot inovativno in učinkovito orodje za doseganje širših družbenih učinkov, ki se navezujejo na participacijo oziroma sodelovanje v odločevalskem procesu, socialno vključevanje in trajnostni urbani razvoj. Kljub številnim družbenim in gospodarskim koristim urbano kmetijstvo ne na mednarodni ne nacionalni politični ravni še vedno ni deležno ustrezne podpore. V Sloveniji nimamo predpisanih jasnih smernic in standardov za njegovo spodbujanje, zaščito in upravljanje. Zato je eden od namenov te knjige zapolniti vrzel med nacionalno in lokalno ravnijo. Pregled dobrih praks urbanega kmetijstva v državah srednje in vzhodne Evrope ter Severne Amerike kaže, da širše družbene učinke pogosteje zagotavljajo skupnostni, socialni, vzgojno-izobraževalni in terapevtski vrtovi, kamor je vključenih več bolj raznolikih deležnikov.     Lastniki gozdov v Sloveniji

    Slovenia has 489,000 private forest owners which represents a challenge for a nation of only two million. 89 % of private owners own five or less hectares of forest or about 40 % of the entire forested area. Small size of forest properties is related with low interest for silvicultural works. In this research I examined the r/ole of socio-geographic factors in managing private small-scale forest properies in Slovenia. /Despite numerous scholarly research focused on private forest owners in Slovenia, no one has ever systematically investigated the group of small-scale forest owners. I used a combination of quantitative and qualitative methods. The conducted quantitative analysis was based on “forest owner registry” database, mixed-mode (online and paper) questionnaire and weights assigned by stakeholders to factors. Further qualitative analyses were performed on transcriptions of in-depth semi-structured interviews and focus groups. In addition to owners, stakeholders with experiences or institutional influence in private forest management were also included in the qualitative analysis. With descriptive statistics and statistical tests, I examined socio-geographic characteristics of owners. By using k-means clustering, I defined the number and characteristics of owner types. By using Glaser’s (1998) and Charmaz's (2006) variation of grounded theory, I performed analysis on qualitative data. I found that private small-scale owners are relatively heterogeneous group of people and are similar to general population of Slovenia. In comparison with other private forest owners in Slovenia, private small-scale owners are relatively more educated. There are fewer active farmers in this group, more women, they reside further from their properties in urban areas of Slovenia and are generally less engaged in forest management. To private small-scale forest owners, forest represents insignificant source of personal income. The analysis resulted in two forest owner types, ie. “engaged” and “detached”. “Engaged” owners expressed heterogeneous management objective, including management for wood production, aesthetic enjoyment, creating a place of peace and meditation, and maintaining healthy and diverse forest ecosystem. “Detached” owners are not prepared to achieve any kind of management objective in the future, but especially not production-related. “Engaged” owners assigned a higher value on production function. Environmental and social function were valued higher by the members of “detached” owners. “Detached” owners are relatively more educated, and with higher income. There are more women in this owner type and they are less affiliated with agriculture. The study results can be useful for public forestry service and forest advisory service since working with owners demands knowledge of their sociogeographic characteristics. Results can also be useful for lawmakers since this book features concrete guidelines for policy changes which would result in sustainable small-scale forest management. Finally, the results are useful for all citizens of Slovenia to learn about themselves, because many of us will become owners or already are.Monografija obravnava lastnike gozdov v Sloveniji, ki jih je skoraj pol milijona. Kar 89 % zasebnih lastnikov ima v lasti manj kot 5 ha gozda oziroma skupaj 40 % vseh gozdnih zemljišč. Stroka jih pogosto omenja v povezavi s (pre)majhnim posekom in s tem so uradno zaznani kot težava. Vendar pa je zaradi razmeroma velikega števila njihov družbeni pomen izjemen. Lastniki, ki bivajo daleč od svojih posesti, so manj vključeni v gospodarjenje z gozdom. Gozd je kot del družinske zapuščine za lastnike pomembna čustvena vrednota, ki pozitivno vpliva na gospodarjenje. Način dedovanja, ki se je iz načrtnega prelevil v stihijskega, je posredno vplival na odsotnost izvajanja del v gozdovih. Za pomemben dejavnik, ki vpliva na gospodarjenje z gozdovi, se je izkazala tudi stopnja zaupanja med lastniki, ki je na nizki ravni. Rezultati raziskave so koristni za javno gozdarsko službo in gozdarsko svetovalno službo, za zakonodajalce in za vse državljane Slovenije, da bolje spoznamo sebe, saj je marsikdo med nami lastnik gozda ali pa bo lastnik šele postal

    Antologija Judovska država: temeljni dokumenti političnega sionizma prinaša spise šestih avtorjev, ki so ob koncu 19. stoletja odigrali ključno vlogo pri oblikovanju sionizma, ideologije in gibanja za narodno samoodločbo Judov v lastni domovini. Filozof Moses Hess, zdravnik Leon Pinsker, rabin Isaak Rülf, publicist Nathan Birnbaum, novinar Theodor Herzl ter kulturni kritik Max Nordau analizirajo ekonomsko bedo, družbeno izključenost, politično razdrobljenost in kulturno krizo Judov v Evropi in po svetu. Postavljajo tezo, da je vzrok judovske stiske anomalni položaj Judov kot naroda brez domovine. Zagovarjajo, da morajo Judje pridobiti neko ozemlje kot narodno last in tam ustanoviti avtonomno politično občestvo. Predlagajo tudi diplomatske in praktične načine za dosego tega cilja. Na podlagi teh idej se je na prelomu 19. in 20. stoletja razvilo sionistično gibanje, ki se je osredotočilo na Palestino kot judovsko domovino.     Cerkvi na Homcu in v Šmarci

    Of the Gothic church which was erected at Homec after the miraculous apparition of the Blessed Virgin in 1419 only the lower part of the free-standing bell-tower has been preserved up to this day; in the times of Turkish incursions around 1500 it was adapted to serve as a defence tower as well. Since the condition of the old church had worsened and the building had also become too small, a new sanctuary was built on its northern side in 1723, and the next year the church was pulled down and a new nave was begun on its site; the building was completed in 1728. It was built after the plan by a yet unidentified architect who followed closely the example of the church of the Teutonic Knights in Ljubljana: the central body is a dome-vaulted nave, covered by a tent-shaped roof, on the ground plan of a square with cut corners, opening with semi-circular arches into the secondary space units, i.e. the entrance bay with the organ loft, the sanctuary, and two shallow side-chapels. While the entire interior articulation is also copied from that in the Teutonic Knights' church, the facade followed the example of the Holy Trinity Church in Vrhnika, a prototype of Slovenian pilgrimage architecture of the 17th century. The building underwent no major alterations until the earthquake of 1895. Due to the resulting severe damage it seemed necessary at first to pull down the entire church, but it was saved and restored after the plans by architect Raimund Jeblinger of Linz. The belfry got a neo-Gothic top storey and a high pyramidal roof instead of the bell-and-onion-shaped old one. The two open pilgrims' galleries by the facade were walled up and turned into a baptistery and a staircase to the organ loft. The main alteration, however, was made to the nave vault: the old four-bay dome could reportedly not have been saved and was therefore replaced by an eight-bay one, over the shorter sides of the nave supported by overhanging lunette-shaped wall prolongations. The reinforced concrete shell of the new dome is much thinner and lighter than the original stone one was, and by reclining it on the inserted lunettes the architect prevented it from pushing the damaged side walls apart. Regretfully, along with the original dome one of the main artistic qualities of the Homec church was destroyed, the frescoes by Franc Jelovšek from 1726–28, for which the present late-Nazarene decoration by Matija Koželj (sanctuary 1905, nave 1912–14) is but a very modest compensation. The marble high altar was made in the workshop of stonemason Luka Mislej of Ljubljana; it was completed in 1728. It is special due to the double altar-niche: the inner niche was originally occupied by the old miraculous image of the Blessed Virgin, either a painting or the surviving relief of the Mother of Mercy from ca. 1665; this was covered by a larger painting of the Virgin with pilgrims in the landscape with the Homec church, a work by Valentin Metzinger. In the late 18th century or at the beginning of the 19th century a new image of the Virgin for the inner niche was painted by Leopold Layer as a reduction of the Metzinger painting. Layer's painting remains in the retable, whereas Metzinger's was removed from the church and disappeared during the Second World War. The present side altars of the Holy Trinity and St. John of Nepomuk were made in 1874 by Janez Janežič, who preserved most parts of their predecessors. The original retables, each comprising two paintings by Metzinger, were replaced around 1780 by retables in Baroque-Classicist forms after the (preserved) design by Leopold Layer, who kept the upper Metzinger's paintings (Sts. John and Paul, Family of St. Anne) and painted the titular images anew, probably as faithful copies of the former ones. The altars were made by the Kranj sculptor Valentin Vrbnik (the four surviving side-statues have been partly remodelled and differently placed). Also the pulpit was made by Vrbnik, likewise after the preserved design by Layer. The Church of St. Maurice at Šmarca was, between 1876 and its promotion to a parish in 1980, the sole succursal church of the Homec parish. The settlement was first mentioned in 1343 and as it was named after the patron saint, the church must have been somewhat older. The patrocinium of St. Maurice, extremely rare in Slovenia, could probably be linked with the noble family of Andechs who owned the precious relic of the saint's head and stimulated his worship; the centre of their landed property in Slovenia was in the nearby Kamnik. A Romanesque nucleus is presumably contained in the nave, concealed by later reconstructions of which the most decisive was that of 1884, when the master builder Janez Gregorc gave the building a neo-Romanesque image. The Šmarca bell-tower and the church originally stood apart, but as the nave was later twice prolonged the tower now makes part of it. Besides the main altar from 1884, made by Franc Osole and complemented with statues by Jurij Tavčar, side altars of St. Valentin and St. Joseph stood in the church till 1982; they were made in the 19th century in the Baroque tradition, but some of their statues (partly preserved) date back to the 17th century. The former altarpiece of St. Maurice from 1830, signed M. L., shows the patron saint over two confronted armies as an echo of the battle between the Austrians and the French near Homec in 1813. A merciful image of Our Lady of Good Counsel from the second half of the 18th century is preserved in the church, and sources give note of the image of Our Lady of the Blood, a copy of the miraculous image in the Church of St. Maurice in Re, Piedmont. The images of the Way of the Cross are the most valuable items in the Šmarca church; painted by Leopold Layer for the church of Homec, they were replaced in 1907 with worthless reliefs from Tyrol and sold to the said succursal church.  Gotsko cerkev, ki je zrasla na Homcu po Marijinem prikazanju leta 1419, so v letih 1723–28 nadomestili z novo, ohranili pa prostostoječi zvonik. Stavba se v prostorski zasnovi in členitvi notranjščine tesno naslanja na ljubljansko križevniško cerkev, fasada pa posnema vrhniško Sv. Trojico. Po potresu leta 1895 so cerkev obnovili. Z zamenjavo stare štirilistne križne kupole v ladji so bile uničene freske Franca Jelovška iz 1726–28; nadomestila jih je poznonazarenska poslikava Matije Koželja. Staro milostno podobo v kamnitem velikem oltaru iz delavnice Luke Misleja je v njegovi notranji niši pokrivala slika Matere Božje z romarji, delo Valentina Metzingerja; sedanjo Marijino podobo je naslikal Leopold Layer kot redukcijo Metzingerjeve. Stranska oltarja ohranjata slike in kipe s predhodnikov. Prvotna oltarja z Metzingerjevimi slikami sta zamenjala poznobaročno-klasicistična nastavka po načrtu Leopolda Layerja, ki je v atikah obdržal Metzingerjevi sliki. Oltarja in prižnico je izdelal kipar Valentin Vrbnik. Cerkev sv. Mavricija v Šmarci mora biti kar nekaj starejša od prve omembe kraja (1343). Ladja verjetno še skriva romansko jedro, ki so ga zakrile poznejše prezidave. Poleg velikega oltarja iz 1884 sta stala do 1982 v cerkvi še stranska oltarja, narejena v 19. stol. v baročni tradiciji, vsaj nekateri od njunih kipov pa so še iz 17. stoletja.     E-knjiga Bedenice. Kraški šopek Milka Matičetovega iz Koprive s podnaslovom Še pest cvetlic dopolnjuje knjigo, ki je v letu 2019 izšla pri Založbi ZRC, v počastitev stoletnice rojstva tega etnologa in slovstvenega folklorista mednarodnega pomena. Ta knjiga bi po prvotni zasnovi poleg neobjavljenih zapiskov Milka Matičetovega s Krasa zajela tudi večino njegovih objavljenih del s kraško tematiko, tako da bi bil v njej zaokrožen njegov kraški opus. Njegove zapiske in spise bi dopolnjeval tudi izbor iz spominov njegovega starejšega rojaka in soseda Josipa Jurce - Matičkovega z naslovom Težka pot, povezanih z rodno Koprivo in Koprivci, dodani pa bi jim bili še nekateri drugi njegovi neobjavljeni in objavljeni spisi in pesmi. Ker se je bilo zaradi omejenega obsega knjige pri njeni končni redakciji treba lažje dosegljivim objavam Matičetovega, spominom Josipa Jurce, nekaterim drugim njegovim spisom in pesmim ter nekaterim Premrlovim dopolnitvam prvih dveh knjig treba odreči, je avtor zdaj precejšen del tega uvrstil v pričujočo e-knjigo, medtem ko so Jurčevi spomini sočasno izšli v Goriškem letniku št. 43

    Na področju demografskega razvoja deli Slovenija usodo razvitejših evropskih držav: prebivalstvo je doseglo svoj zenit in se hitro stara, njegovo obnavljanje je odvisno od migracij, projekcije napovedujejo hitro zaostrovanje razmer s perečimi posledicami na številnih področjih. Demografske analize kažejo na nadaljevanje zgoščanja prebivalcev v osrednjeslovenski statistični regiji in ob večjem delu avtocestnega križa ter na upad števila prebivalcev v posameznih mestih in obsežnih obmejnih območjih. S tem se v prostorskem in strukturnem smislu uresničujejo napovedi izpred desetletij, ko so avtorji začeli opozarjati na demografsko ogroženost Slovenije in pričakovane prostorske posledice demografskih sprememb. Žal opozorila stroke niso naletela na plodna tla in posledice vse bolj trkajo na vrata. V monografiji ponovno obravnavamo problematiko razvoja obmejnih območij, problem staranja prebivalstva v mestih in na podeželju, vplive demografskih sprememb na gospodarstvo in zaposlovanje, problematiko oskrbe in zagotavljanja storitev splošnega pomena, več poglavij pa naslavlja posamezna območja Slovenije in njihove razvojne izzive, vezanje na demografske spremembe

    This toolkit has been developed during the implementation of Urban Green Belts (UGB) project (Interreg, Central Europe) which main objective was to improve planning, management and decision-making capacities of the public sector related to urban green spaces, thus creating integrated sustainable UGS planning and management systems. Special attention was given to functional urban areas (FUA), a functional economic unit characterised by densely inhabited “urban cores” and “hinterlands” whose labour market is highly integrated with the cores. Following a comparative situation analysis, the partners jointly designed innovative methods and tools to facilitate sustainable UGS management. Presented toolkit has been primarily developed as a Model for a Community Involvement. The presented methods and tools for community building were tested in three pilot studies conducted in Maribor (Slovenia), Krakow (Poland), and Budapest (Hungary). Also published in English.Priročnik je bil izdelan med izvajanjem projekta Urbane zelene površine (UGB) v okviru programa Interreg, Srednja Evropa, katerega glavni cilj je bil izboljšati zmogljivosti javnega sektorja na področju načrtovanja, upravljanja in odločanja, povezanega z urbanimi zelenimi površinami (UZP), ter na ta način ustvariti celostne trajnostne sisteme za načrtovanje in upravljanje UZP. Posebna pozornost je bila namenjena funkcionalnim urbanim območjem (FUO), funkcionalnim ekonomskim enotam, za katere so značilna gosto poseljena »urbana jedra« in »zaledja«, v katerih je trg dela močno povezan z jedri. Na podlagi primerjalne analize stanja so projektni partnerji skupaj zasnovali inovativne metode in orodja za spodbujanje trajnostnega upravljanja UZP. Predstavljeni priročnik je bil razvit predvsem kot model za vključevanje skupnosti. Predstavljene metode in orodja za izgradnjo skupnosti so bile preizkušene znotraj treh pilotnih območji, opravljenih v Mariboru (Slovenija), Krakovu (Poljska) in Budimpešti (Madžarska).     The book ('Seen: Why We Like Watching Others and Being Watched in Return') looks at the all-seeing eyes that observe us from computers, smartphones, tablets and other devices. It reveals what online search engines know about us and how we can become more visible by sharing contemporary auto-portraits – selfies. The book shines a spotlight on the “show masters”, from celebrities to politicians, who depend on their visibility and public appearances for their livelihood. In addition, it explains why the naked human body has become so attractive that millions enjoy the images and videos of people who put their private parts on display. After reading this book, some readers will cover their smartphone and laptop cameras, while others will start thinking about how they can share their selfies more effectively. Because what the book is ultimately saying is that in the contemporary world, we may not exist at all if no one sees us. The author looks at the different ways of mutual supervision and display which have transformed and marked the contemporary society. They are most closely connected with the development and operation of various forms of surveillance technologies that originated much earlier than in the 21st century. A special control building is showcased, the Panopticon, which was conceived in the 18th century by the English philosopher and lawyer Jeremy Bentham. Based on its concept, it is possible to explain different types of surveillance and observation, and how different devices, utilities, and systems intertwine in so-called surveillant assemblages. The author also presents the good and the bad that is brought by the omnipresent regards. Research shows that sometimes it is enough to feel that people look at each other to become more generous, cautious, precise, attentive, and show more solidarity.The author then focuses on Internet search engines that have turned into a global oracle, offering answers to a multitude of questions and scouring information about everything that interests people. Google and other search engines not only provide and analyze information but also use it for the benefit of the company that has developed them. It is especially important that they inform the decisions of individuals in this way and, if necessary, redirect the social stream of consciousness. With advanced data analysis algorithms, everything that was the task of the most effective secret institutions in totalitarian regimes in the past is being done much more efficiently by these companies now; they collect and analyze facts about how people live and monitor whether they might be in violation of the rules.The book also presents modern-day self-portraits – selfies. Their significance lies in the fact that people do not keep them for themselves, but rather spread them over the web, thus contributing a fragment into the complex mosaic of billions of self-portraits that people publish every year on the web. Some of them are particularly active, for example musicians, athletes, and even politicians. Among them is also the Slovenian president, who regularly publishes selfies and other photographs, where he tends to be in the center of the view, through Instagram. Those who want to compete with such a well-known individual and become more noticeable must do something truly unusual, exceptional, surprising, risky, or even life-threatening.Extreme exhibitionists on the web are instant celebrities. The spotlight is put on Slovenian famous individuals Damjan Murko, Fredi Miller, Artur Štern, Urška Hočevar Čepin, and Denise Dame. Their way of life, which feeds on the views of others, is compared to the celebrities from abroad – with the rich heiress Paris Hilton, who found stardom through a pornographic video more than because of her wealth, and with the president of the United States, Donald Trump, who has climbed to an important political position as a well-known businessman and a notorious media personality. The author explains how contemporary information and communication technologies enable such famous individuals to stand out from the crowd more successfully and much faster than in the past, as they can inflate their fame using smartphones and social networks, and develop their own news about themselves. Such self-promoting strategies are becoming more and more used even by athletes, scientists, artists, and other individuals: if they had to make their names through actions in the past, they can now achieve this with their image and beautiful words about themselves that they spread over the web.This book also explores the industry of pornography, which is closely related to the wishes and needs of observing and displaying. The hidden interests of people who are browsing for such recordings are described, as they look at degraded and humiliated people and experience the need to see deeper into the body. A step even further from the naked people involved in the international pornographic spectacle is an internationally reputed exhibition of human bodies: they are not only naked, but they are also skinless and plastinated so that visitors can see all the soft tissues of the inside of the human body. Why are naked bodies, whether in pornographic films on the web or at the exhibition of plastinated people, so interesting that they are viewed by millions? And why are our watching needs satisfied only by the actual, authentic, real people, not plastic substitutes and acted out scenes? The answer hides deep inside people and in the need to see what is real, to know more about others and ourselves.In the concluding chapter, the author presents to what worlds the desire to see more is leading. He presents possible scenarios for the future, in which many forms of control will either be consolidated or softened.
