    A Framework for An Integrated E- Government System for Public Service Sectors in Developing Countries Using Design Science Research Methodology

    This study aimed to develop an integrated framework to enhance government services and improve service delivery for the Namibian government. The Delone and McLean Information Systems success model and the Organizational Information Processing Theory served as the theoretical foundations for this study. The target population consisted of members of the public and a Government Ministry in Namibia. A sample size of 25 participants was selected for the study, utilizing the purposive sampling technique for government employees and the snowball sampling technique for members of the public. Thematic analysis was employed to analyze the data gathered. The study's findings revealed several significant insights. Despite the existence of multiple e-government systems, poor integration among them hindered the ability of the Namibian public service to provide effective and efficient services to citizens. Additionally, the study identified a strong demand from the public for services to be more accessible, convenient, and responsive, including a preference for online applications and faster service delivery. Moreover, the study developed an integrated e-government framework specifically tailored for the Namibian public service, aiming to enhance accessibility, convenience, responsiveness, and cost-effectiveness of services provided to citizens. The implementation of this framework is expected to promote an open and accountable government. It is crucial to emphasize that the successful achievement of e-Government goals relies on factors such as political leadership, support across all government levels, key infrastructure, skilled human resources, a suitable legal and regulatory framework, information resources, and citizen-centric services

    Streamlining IT Help Desk and Incident Management: Harnessing the Power of the ITIL Framework for Enhanced Efficiency in IT Services

    This study examines the potential of leveraging incident management and IT Helpdesk principles from ITIL V3 to enhance the daily operations of an IT division. The research involved collecting email communication data between users and the IT division, as well as conducting interviews with individuals associated with the IT division and various company employees. The ITIL Maturity Level (ITML) method was utilized to analyze the findings, revealing that IT Helpdesk achieved a score of 3.5 (Quality Control), while incident management received a score of 2 (Process Capability). However, both areas fell short of meeting the requirements for level 3 (Products) according to the ITIL Self-Assessment table, resulting in a classification of "Not Comply." Nevertheless, incident management demonstrated the ability to standardize workflows and sustain service performance, which can be continually monitored and reviewed to ensure stable quality of IT services

    Securing Against Zero-Day Attacks: A Machine Learning Approach for Classification and Organizations’ Perception of its Impact

    Zero-day malware is a type of malware that exploits system vulnerabilities before it is detected and sealed. This type of malware is a significant threat to enterprise cybersecurity and has tremendous impact on organizations’ performance, as it can spread widely before organizations can clamp down on the threat. Unfortunately, exploit developers can attack system’s vulnerabilities at a pace that is faster than defensive patches. In this research, classification of zero-day attack was carried out. Exploratory Data Analysis (EDA) on malware zero data was conducted. Then feature selection was carried out using Principal Component Analysis (PCA) for the selection of the most important features in the dataset after which a Random Forest (RF) Algorithm was adopted for the classification of zero-day attack.  The impact of such attacks was also analyzed, and results were evaluated using confusion matrix and an accuracy of 95% in the classification of zero-day attack with a class error of 3.8% was obtained. A survey of the perception of the potential impacts of these attacks on organization was also carried out. These results indicate efficiency of machine learning algorithm in the classification of attacks as zero-day malware attacks or not. The research also offered pragmatic insights into the perception by organizations of its potential negative impacts and their eagerness to embrace and prioritize proffered cyber security solution(s) to avoid such attacks in order to avert undesirable consequences

    Private schools need help in handling school fees and financial processes. Traditional manual payment systems result in data processing issues, delayed financial reporting, and complications from misplaced records. Late fee payments threaten school income, which is crucial for staff salaries. Modern solutions are imperative. Desktop applications have limitations, requiring installation on specific devices, leading to compatibility concerns. This research opts for a web-based application. It employs prototyping models and predictive abilities using the Naïve Bayes algorithm. The web-based application aims to streamline fee management and predict payment delays, enhancing financial transaction management while prioritizing data security through database encryption. This web-based solution aligns with private schools' operational needs, simplifying payments and increasing late payment prediction accuracy. Extensive black-box testing validated its suitability, satisfying administrative staff needs. Four test cases gained administrative team approval. This innovation empowers private schools to optimize operations and financial management. In summary, the research tackles critical financial challenges private schools face by introducing a web-based application that simplifies payment processes, enhances accuracy in predicting late payments, and aligns seamlessly with administrative needs

    PT Rapier Technology International applies scrum in developing the BBLobster Content Management System (CMS). Scrum is a framework for developing an iterative, flexible, and effective BBLobster CMS designed to deliver significant value quickly. This study aims to identify the problems encountered in scrum implementation and validate the factors that influence the interaction with Scrum adoption during the BBLobster CMS development process using variable measurements. The measurement variables are the team factor variable, individual factor variable, technology factor variable, organizational factor variable, and scrum adoption variable. They analyzed the measurement of the data model (outer model) and structural model (inner model) using SmartPLS 3.0 after data collection using a questionnaire via google forms. The results of this study show that the analysis of the structural model test conducted by knowing the value of R-Square (R2) is a team factor variable, individual factor, technological factor, and organizational factor that has an influence of 67.4% on scrum adoption

    Digital Innovation Design of Tourism Destination Marketing Website Using Design Thinking Method

    This study aims to design a marketing website for special interest tourism destinations in North Halmahera Regency. The method used is design thinking. The design thinking method has five stages: empathize, define, ideate, prototype, and test. At the empathize stage, the needs of system users are classified based on the characteristics of the user as a host or guest. In the define stage, the problem statement technique is used to define the problems and needs of users into four parts: lack of awareness and exposure, limited digital infrastructure, the limited availability of tourism-related infrastructure, and the lack of tourism-related data. At the ideation stage, the main problem identified related to the marketing of special interest tourist destinations is the lack of tourism-related data, so the idea to solve the problem is through the design of a website that accommodates all information about destinations and events, hotel accommodation services, resorts and cottages, vehicle rental services, and travel experiences to North Halmahera which are shared in the form of articles to short videos. At the prototype stage, the database and interface design are designed according to the analysis results at the empathize, define, and ideate stages. Furthermore, at the testing stage, aspirations about prototypes are carried out through posters and short videos to gain insight into the subsequent development. Thus, marketing special interest tourist destinations becomes more effective and efficient using a website-based digital platform

    Investment Decision on Cryptocurrency: Comparing Prediction Performance Using ARIMA and LSTM

    The increasing popularity of cryptocurrencies as a means of financial inclusion for investment and trade has become a major concern for individuals seeking to benefit from the cryptocurrency market. This study aims to provide insights for cryptocurrency investors, financial sector professionals, and academics by utilizing machine learning techniques such as ARIMA and LSTM to compare the accuracy of modeling performance on datasets predicting the prices of five cryptocurrencies, namely Bitcoin, Ethereum, Binance Coin, Tether, and Cardano. Data was obtained by downloading from the Yahoo Finance website using Jupyter notebook. The LSTM method outperformed the ARIMA method, achieving a lower MAPE value of less than 10 percent and effectively capturing price movements, providing valuable information for decision-making

    Physical security is a crucial aspect of cybersecurity, considering the constant risk of unauthorized intrusions and data theft that companies face. While conventional security measures like alarm systems and video surveillance aim to protect physical infrastructure, they often fall short of meeting businesses' actual requirements. It is vital for companies to have immediate awareness of intrusions and the ability to respond promptly. To tackle this challenge, the recommended approach involves implementing an alert security system that offers real-time notifications. This method entails deploying an Internet of Things (IoT) system equipped with sensors throughout the company's premises. These sensors are specifically designed to detect unauthorized entry, triggering instant alerts to the appropriate personnel via a dedicated mobile application. This application enables seamless communication with the IoT system, enabling swift decision-making in response to potential security breaches. In this research, the initial emphasis was on designing the system using Unified Modeling Language (UML) diagrams. Subsequently, the IoT system was implemented, integrating the necessary sensors. Additionally, a user-friendly application was developed to establish a secure connection between the company's system and employees' mobile devices.
