    Klasik uyuşmazlık çözüm yöntemi olan devlet yargısının çeşitli etkenlerle yetersizliği başka uyuşmazlık çözüm yolları arayışlarını başlatmıştır. Sosyal ve ekonomik küreselleşmenin de etkisiyle 1990’lı yıllardan itibaren arabuluculuk uygulamaları ulusal ve uluslararası platformlarda yerini almaya başlamıştır. Türk kanun koyucusu da bu gelişmelere sessiz kalmamış, ağır yargısal yük, davaların süresi, kararlardaki çelişkiler ve Avrupa Birliği hukukundaki gelişmeler nedeniyle önce ihtiyari arabuluculuk olmak üzere ardından dava şartı (zorunlu) arabuluculuk düzenlemeleri yapmıştır. Son yıllarda yapılan çok sayıda yasal düzenlemeye karşın arabuluculuk uygulamalarında sistem ile altyapı sorunu, arabulucuların etik ve standartdizasyonu konuları sorgulanması gereken konuların başında gelmektedir. Özel hukuk uyuşmazlıklarının alternatif uyuşmazlık çözüm yollarından olan arabuluculukla çözümünde değerlendirici arabulucunun süreçteki rolü ve önemi ise gün geçtikçe daha fazla tartışma konusu olmaktadır. Bu çalışmamızda ilk olarak genel olarak arabuluculuk modelleri ve bu modellerden kolaylaştırıcı arabuluculuk ile değerlendirici arabuluculuk incelenecektir. Çalışmamızın ikinci bölümünde Türk Hukuku açısından değerlendirici arabuluculuk, üçüncü bölümünde ise \"Arabuluculuk Sonucunda Yapılan Milletlerarası Sulh Anlaşmaları Hakkında Birleşmiş Milletler (BM) Singapur Sözleşmesi\"nin Türkiye yönünden yürürlüğe girme süreci ve Singapur Sözleşmesi açısından değerlendirici arabuluculuk konuları değerlendirilecektir. Çalışmamız, ulusal ve uluslararası literatür araştırmalarımızın sonucunda vardığımız görüş ve önerilerin yer aldığı sonuç kısmıyla tamamlanacaktır

    An Experimental Study of the Effects of Ultrasonic Cavitation-Assisted Machining on Ti-6al

    Ti-6Al-4V has extensive applications in high-tech industries like aviation, defence and biomedical. However, the cutting of Ti-6Al-4V is challenging due to its poor machinability. Recently, ultrasonic cavitation-assisted machining (UCAM) has emerged as a cutting process that utilises high-frequency and low-amplitude vibrations to induce the formation of cavitation bubbles, thereby improving cutting performance. Despite the benefits of UCAM, there is lack of research investigating its application in Ti-6Al-4V. This study aims to investigate the efficacy of UCAM in improving the cutting performance of Ti-6Al-4V and compare it with conventional methods. Specifically, the study compares UCAM with conventional machining (CM) under conventional cutting fluid. The study reveals that UCAM can reduce cutting forces by up to 49.5% and surface roughness by up to 51.9%. Additionally, UCAM yields more uniform, homogeneous surfaces with reduced surface damage compared to CM. These results demonstrate the potential of UCAM for enhancing cutting performance of Ti-6Al-4V. Copyright © 2024 Inderscience Enterprises Ltd.Atılım University, (ATÜ-LAP-2122-04

    Semantic Interoperability and Reusability in Iot: a Systematic Mapping Study

    Internet of Things (IoT) enables different devices, sensors, or humans to connect via the Internet. However, various IoT devices generate heterogeneous data in different formats. This hinders IoT devices from integrating and exchanging data between them. Adding semantic web technologies to the Web of Things (WoT) has greatly enabled IoT devices to be semantically interoperable. Moreover, W3C has established a Semantic Sensor Network (SSN) ontology that can be reused in different IoT applications due to difficulties in developing new ontologies. Many systematic mapping reviews in the literature have addressed semantic interoperability in IoT. Although reusability can play a vital role in enhancing semantic interoperability, none of those studies has discussed reusability and semantic interoperability together in the IoT area. In this article, we are seeking to fill this gap in the current literature by conducting a systematic mapping review for 72 articles to point out semantic interoperability as well as reusability in IoT. Five research questions have been identified regarding challenges and possible solutions about both semantic interoperability and reusability. The reviewed articles are classified into four categories. There are 47 articles about semantic interoperability, 2 of which discuss reusability, 18 of which include semantic interoperability with reusability, and the last category includes surveys. Moreover, the research questions are also assigned to the related category that answers the questions. This article highlights important insights about semantic web techniques namely, RDF, ontology, SPARQL, and OWL. Additionally, this article concludes how these techniques are enhanced in diverse domains such as healthcare, smart cities, and the energy domain. On top of that, this systematic mapping shows how reused ontology plays a remarkable role in the IoT domain Finally, results that answer the research questions are figured out and deeply analyzed in the tables and graphs. © 2024 IEEE

    Aptamer-Based Magnetic Isolation and Specific Detection System for <i>listeria Monocytogenes </I>from Food Samples

    In this work, an aptamer-based magnetic system was designed for specific and rapid detection of Listeria monocytogenes in food samples. To prepare the selective magnetic system against the target bacterium, firstly, magnetic particles (Fe3O4) were coated with two hydrophilic polymer layers. The specific aptamer immobilized magnetic system efficiently captured L. monocytogenes cells in a competitive response time of approximately 10 min. The magnetic aptamer detection system was very specific to L. monocytogenes and had high selective, up to 97.6 % compared to the Listeria species (Listeria ivanovii, Listeria innocua, and Listeria seeligeri) and other bacteria species Escherichia coli, Staphylococcus aureus, and Basillus subtilus. The isolation and detection of L. monocytogenes from food samples using the presented method are fast and reliable.     Representation of Omitted Variable Bias With the Total Derivative Method

    This study aims to provide an understanding of the concept of omitted variable bias through the total derivative method. This novel approach that is often overlooked could bring a new perspective to statisticians, econometricians, or researchers in neighboring disciplines such as social sciences, management, or economics. In order to complement this mathematical method, the study also employs graphical representations. By doing so, we provide a detailed walkthrough of the total derivative method, its visual depiction, and its application to the omitted variable bias. We believe that this approach can enhance the understanding of regression analysis and foster a deeper connection between mathematics and econometrics. Overall, this study can contribute to the development of new theoretical foundations using the total differential method in this context

    Characterization of Bi<sub>12</Sub>sio<sub>20< Single Crystal: Understanding Structural and Thermal Properties

    This study presents a thorough examination of the structural and thermal characteristics of Bi12SiO20 crystal. X-ray diffraction (XRD) analysis was employed to investigate the crystallographic structure, while scanning electron microscopy (SEM) and energy dispersive spectroscopy (EDS) were utilized to ascertain morphological features and elemental composition, respectively. The XRD spectrum exhibited numerous peaks corresponding to the cubic crystalline structure. Thermal behavior was investigated through thermal gravimetric analysis (TGA), differential thermal analysis (DTA) and differential scanning calorimetry (DSC). Within the crystal, negligible weight loss was observed up to 750 degrees C, followed by weight loss processes occurring in the temperature ranges of 750-919 degrees C and above 919 degrees C. The 2% weight loss in the range of 750-919 degrees C was associated with the decomposition process, and the activation energy of this process was found to be 199 kJ/mol considering Coats-Redfern expression. A significant weight loss was observed in the region above 919 C-o and was associated with the decomposition of the Bi12SiO20 compound and/or the melting processes of the components of the Bi12SiO20 compound. Three endothermic peaks were observed in the DTA plot. Additionally, DSC measurements conducted under varied heating rates indicated endothermic crystallization process around 348 degrees C, with an activation energy of 522 kJ/mol determined through the Kissenger equation. These findings present valuable details regarding the crystal's structural configuration, morphological attributes, and decomposition/phase transitions, thereby illuminating its potential applications across various fields.Science Citation Index Expande

    Application Scope of United Nations Singapore Convention Regarding International Settlement Agreements Conducted With Mediation

    Milletlerarası nitelik içeren ticari arabuluculuk uygulamalarının sonuç ve etkilerinin öngörülebilirliği ile yeknesaklaştırılması amacıyla hazırlanan Arabuluculuk Sonucunda Yapılan Milletlerarası Sulh Anlaşmaları Hakkında Birleşmiş Milletler Sözleşmesi (Singapur Sözleşmesi), Türkiye'de 11 Nisan 2022 tarihinde yürürlüğe girmiş bulunmaktadır. Yürürlüğe girme sürecinin henüz çok yeni olmasından dolayı Singapur Sözleşmesi'nin uygulama alanını ve Türk hukukuyla uyumunu incelemeyi hedefleyen çalışma konumuzun belirlenmesinde öğreti ve uygulamada duyulan ihtiyaç etkili olmuştur. Singapur Sözleşmesi imza töreninden itibaren ülkemizde olduğu gibi çok sayıda ülkede önemli bir gündem konusudur. Çalışmamızda özel bir kanunla düzenlenen arabuluculuk ile giderek alanı genişletilen dava şartı arabuluculuk konusundaki yasal düzenlemeler dahil Türk arabuluculuk mevzuatı Singapur Sözleşmesi perspektifinden incelenmeye çalışılacaktır. Giriş ve iki bölümden meydana gelen çalışmamızın giriş bölümünde çalışmamızın kapsamı ve amacına ilişkin bilgi verilmiş ve inceleme yöntemimiz sunulmuştur. Giriş bölümünde adalete erişim hakkı yönünden arabuluculuk, sulh kurumuna Türkiye'nin yaklaşımı ve Singapur Sözleşmesi yönünden sulh konusunun değerlendirilmesi yapılmıştır. Çalışmamızın birinci bölümünde arabuluculuk kavramı ve tanımı, uzlaştırma ile ilişkisi, arabuluculuk modelleri ve arabuluculuk sürecindeki sözleşmeler Singapur Sözleşmesi açısından incelenmiştir. Birinci bölümde Türk hukukunda arabuluculuğun tarihsel gelişimi ve yasal düzenlemelere de yer verilmiştir. Çalışmamızın ikinci bölümünde ise uluslararası alanda arabuluculuk ile ilgili düzenlemeler, Singapur Sözleşmesi hazırlık süreci, sistematiği, kavramları incelenmiş ve Singapur Sözleşmesi uygulama alanı, temel unsurları ile Türk hukuku yönünden uyumu tartışılmıştır. Çalışmamızda Singapur Sözleşmesi yönünden belirsiz ve tartışmalı olan konular açıklığa kavuşturulmaya çalışılmış olup, uluslararası ve ulusal literatür araştırması sonucundaki öneri ve görüşlerimiz ile çalışmamız tamamlanmıştır.The United Nations Convention on International Settlement Agreements Resulting from Mediation (Singapore Convention) was drafted with the aim of ensuring predictability and uniformity of the results and effects of cross-border commercial mediation practices. The Convention entered into force in Türkiye on 11 April 2022. Since this date is quite recent, need felt in doctrine and practice was effective in determining the subject of our study, which aims to examine the application scope of the Singapore Convention and its compatibility with Turkish Law. Since the signing ceremony, various aspects of the Convention have been evaluated both in Türkiye and in other participating nations. In our study, Turkish mediation legislation will be analysed from the perspective of the Singapore Convention. Our study consists of an introduction and two chapters. In the introduction section, information on the scope and purpose of the study and the methodology of the analysis are provided. Mediation in terms of the right to access justice, approach adopted in Türkiye for settlement, and settlement in terms of the Singapore Convention are evaluated. In the first part of our study, the concept and definition of mediation, its relationship with conciliation, models of mediation and various agreements during the course of mediation process are examined from the perspective of the Singapore Convention. The historical development of mediation and legal regulations in Turkish Law are also covered. In the second part, international regulations regarding mediation, the preparation process, systematics and concepts of the Singapore Convention are examined and the compatibility of its scope of application and basic elements with the Turkish Law are discussed. In our study, we tried to clarify the unclear and controversial issues in terms of the Singapore Convention and in the conclusion section, we have included the opinions and recommendations we have reached as a result of our national and international literature review

    High-Rise Timber Offices: Main Architectural and Structural Design Parameters

    Aslantamer, Özlem Nur/0000-0001-7776-607X; Ilgın, Hüseyin Emre/0000-0001-8033-7823High-rise office structures constructed using timber material (with a minimum of eight stories) signify a burgeoning and favorable sector, mainly owing to their ability to offer substantial environmental and economic advantages across their lifespan. However, it is crucial to recognize that the current corpus of scholarly literature lacks a thorough investigation into vital aspects concerning the architectural and structural planning of these sustainable structures. In an effort to fill this gap and augment the understanding of advancing international tendencies, this paper delved into data originating from 27 high-rise offices on a worldwide scale. The primary findings were: (i) Central core arrangements were the most popular, accounting for 67%, followed by peripheral types at 22%. (ii) Prismatic designs were the most frequently used at 85%, with free forms making up 11%. (iii) Material combinations involving timber and concrete were widely prevalent, making up 70% of composite constructions, which were 74% of the sample group, with pure timber constructions at 26%. (iv) Structural systems predominantly utilized shear walled frame systems, comprising 85% of the total. This article serves as a valuable resource for architectural designers, offering guidance on planning and executing future sustainable developments in the domain of high-rise timber office.Science Citation Index Expande
