No full textSince the early 1990s numerous water user associations (Irrigation Associations) have been established in the developing countries with an objective to reach administrative, financial and technical efficiency as well asequity in irrigation management. Türkiye has had important experiences with the accelerated transfer of management of irrigation systems to Irrigation Associations starting by early 1990s. Türkiye’s experience in this realm demonstrates that irrigation management reforms could become successful when participation and consensus is built among major stakeholders.Kalkınmakta olan ülkelerde 1990’lı yıllardan buyana sulamada idari, mali ve teknik açıdan verimlilik ve hakkaniyet sağlamak amacıyla geniş sulama alanlarından sorumlu olan çok sayıda su kullanıcı örgütleri (Sulama Birliği) kurulmuştur. Sulama sistemlerinin yönetiminin 1990’lı yılların başında hızlı bir biçimde Sulama Birliklerine devir edilmesiyle, Türkiye sulama suyu yönetimi konusunda önemli deneyimler geçirmiştir. Türkiye’nin bu alandaki deneyimleri, sulama yönetiminde reformların verimlilik ve hakkaniyet açısından başarılı olabilmesi için sulamadaki tüm paydaşlar arasında katılımcılık ve oydaşmanın sağlanmasının önemini ortaya koymuştur

Propulsive Performance of Plunging Airfoils in Biplane Configuration
No full textBiplane configuration of pure plunging airfoils is investigated in terms of vortex dynamics both experimentally and numerically by utilizing particle image velocimetry and unstructured finite volume solver of incompressible unsteady Navier-Stokes equations. Experiments are carried out to disclose the vortex shedding and interaction mechanisms for various values of frequency and amplitude of the plunging motion. For the non-dimensional plunge amplitude with respect to the chord of airfoil h = 0.2, the effect of the reduced circular frequency based on chord length and the free stream velocity k = 1 and 10 are considered, whereas for h = 0.3, k = 2, 4, 8, and 10 cases are examined. Influence of the plunge amplitude is studied for h = 0.25 at k = 2.5 and for h = 0.0875, 0.15, and 0.3 at k = 4. Numerical simulations are performed to investigate the effect of phase difference on vortex structures and propulsive characteristics, such as thrust and Froude efficiency. Two cases having the highest thrust and efficiency values k = 2.5, h = 0.25, and k = 4, h = 0.15 value couples are selected for the phase angle of φ = 0 °, φ = 90 °, φ = 180 °, and φ = 270 °. Opposed plunge, φ = 180 °, was found as the most efficient amongst all phase angles that were investigated, where φ = 90 ° is beneficial in lift production. Additionally, three-dimensional simulations indicate no significant three dimensionalities for the parameters used herein

Feeling Guilt and Shame Upon Psychological Dating Violence Victimization in College Women : the Further Role of Sexism
No full textDating violence is manifested in different forms between romantic partners. Psychological violence, the most common form of dating violence, is more likely to affect women, eliciting feelings such as shame and guilt. The robust relationship of sexism to psychological dating violence victimization (PDVV) is well-documented but whether PDVV serves as a mechanism linking sexism to guilt and shame remains unexplored. This study, therefore, investigated the potential mediating role of PDVV in the association between sexist attitudes and feelings of guilt and shame. Dating college women (N = 219) from Turkey, an honor culture in which one’s self-worth lies on one’s evaluation as well as the assessment of what others think, participated in the study. High rates of PDVV were found in this culture, and structural equation modeling revealed that PDVV mediated the relationship between sexism and feelings of guilt and shame. These findings are discussed in terms of their implications for future research and how sexist attitudes might be challenged to reduce the adverse emotional effects experienced by women who are victims of psychological dating violence
Classification of Skin Lesion Images With Deep Learning Approaches
No full textSkin cancer is one of the most dangerous cancer types in the world. Like any other cancer type, early detection is the key factor for the patient's recovery. Integration of artificial intelligence with medical image processing can aid to decrease misdiagnosis. The purpose of the article is to show that deep learning-based image classification can aid doctors in the healthcare field for better diagnosis of skin lesions. VGG16 and ResNet50 architectures were chosen to examine the effect of CNN networks on the classification of skin cancer types. For the implementation of these networks, the ISIC 2019 Challenge has been chosen due to the richness of data. As a result of the experiments, confusion matrices were obtained and it was observed that ResNet50 architecture achieved 91.23% accuracy and VGG16 architecture 83.89% accuracy. The study shows that deep learning methods can be sufficiently exploited for skin lesion image classification. © 2022 Baltic Journal of Modern Computing. All rights reserved

No full textAlthough the predictive power of economic metrics to detect the creditworthiness of the customers is high, there is a rising interest in the integration of cognitive, psychological, behavioral, alternative, and demographic data into credit risk systems and processing the data through modern methods. The primary motivation for the rising interest is increased customer classification accuracy. In this research, customer creditworthiness was modeled through data consisting of personality, money attitudes, impulsivity, self-esteem, self-control, and material values and processed through artificial intelligence. (re) Presenting Representation
No full textRepresentation is a broad umbrella that covers different disciplines such as design, the arts, architecture, cinema, literature, politics, economics, semiotics, etc… We may even say that representation is in every act of human beings whenever they think about something. This fundamental role of representation makes it very critical in the design process, thus the design process is based on the dialogue between the inner and outer representations. In this third issue of UOU Scientific Journal, we would like to focus on the nature of representation, its own ontological aspects, materiality, immateriality, and its crucial role in the design process rather than its metaphorical side related with politics and semiotics. Hans-Georg Gadamer points out that “representation does not imply that something merely stands in for something else as if it were a replacement or substitute that enjoys a less authentic, more indirect kind of existence. On the contrary, what is represented is itself present in the only way available to it.1” In this respect, representation can be the subject of research. Here two conceptions may occur: representation of the world and the world of representation. The former proposes the origins of representation for the agenda, such as the ways of representing the world during the Medieval, Renaissance, Baroque, Modern or contemporary periods. The latter highlights the ontology of representation and its emancipatory, participatory, imaginative, speculative, predictive, and interpretive characters. The tension between the productive and the creative reality of architecture may be better understood if we examine more closely the nature and role of representation. In a conventional understanding, representation appears to be a secondary and derivative issue, associated closely with the role of the representational arts. However, a more careful consideration reveals, very often to our surprise, how critical and universal the problem of representation really is. What we normally refer to as reality, believing that it is something fixed and absolute, is always a result of our ability to experience, visualize, and articulate—in other words, to represent so as to participate in the world. Countering representation’s participatory function is its tendency toward emancipation and autonomy
