Mobilisation et polarisation électorales en Nouvelle-Calédonie en 2022
International audienceNew Caledonia’s voters eligible to vote in the three consultative referendums of 2018, 2020, and 2021, were particularly solicited in the run-up to the presidential and legislative elections of 2022. Beyond the continuities, this article highlights the singularities of the party system and electoral behaviour on the occasion of the 2022 national elections in New Caledonia. The article begins by examining electoral mobilisation and demobilisation from a longitudinal perspective. At the same time, it examines them from a comparative perspective in relation to those observed, on the one hand, in France and its overseas territories, and, on the other hand, in the main components of the population of New Caledonia. Between stability and changes, this analysis of the 2022 national elections emphasises the uniqueness of the party system and the evolution of the electoral behaviours in New Caledonia.Les électeurs de la Nouvelle-Calédonie habilités à voter aux trois consultations référendaires de 2018, 2020, et 2021, ont été particulièrement sollicités en amont des élections présidentielles et législatives de 2022. Au-delà des continuités, cet article met en lumière les singularités du système partisan et des comportements électoraux à l’occasion des scrutins nationaux de 2022 en Nouvelle-Calédonie. L’article étudie les mobilisations et démobilisations électorales dans une perspective longitudinale. Il les examine parallèlement dans une perspective comparative au regard de celles observées, d’une part, en France ainsi qu’en Outre-mer, et, d’autre part, dans les principales composantes de l’électorat de la Nouvelle-Calédonie. Entre stabilité et changements, cette analyse des élections nationales de 2022 souligne la singularité du système partisan et l’évolution des comportements électoraux qui opèrent en Nouvelle-Calédonie
Insights into the genetic makeup of French Polynesian peripheral populations of the small giant clam <i>Tridacna maxima</i>
International audienceThe small giant clam, Tridacna maxima, is distributed from the Red Sea and East African coast to French Polynesia. Across this widespread Indo-Pacific range, T. maxima shows strong population structure, in agreement with its limited dispersal abilities.Peripheral populations may have smaller effective population sizes, increasing their vulnerability under any environmental changes. Understanding evolutionary processes at play in such regions located at the edges of T. maxima distribution is a prerequisite in the context of transfers and restocking programmes.In this study, giant clams were sampled from 14 atolls and islands within four archipelagos in the peripheral region of French Polynesia, in 2001–2002 and/or in 2012–2013, then genotyped at the COI gene and at nine microsatellite loci.Mitochondrial lineages of T. maxima from French Polynesia diverged from those sampled in Micronesia, Melanesia, the Coral Triangle and the Red Sea by 6.6– 7.3%. Within French Polynesia, significant genetic structure was found, indicating restricted gene flow, and it was stable through time. Most of the genetic variation at microsatellite loci was between archipelagos. The most differentiated archipelago was the most geographically isolated (the Austral Islands).The current patterns of genetic structuring of T. maxima in French Polynesia probably result from long-term genetic isolation with limited dispersal ability. In addition, these results underlined that sufficiently large populations of T. maxima have persisted in the Central Pacific during the last sea-level regression.6. Strategies to optimize transfers and restocking programmes should be designed to preserve the genetic diversity and structure observed here, to avoid the risk
Rupture et continuité institutionnelle : le ralliement des Établissements Français de l’Océanie à la France Libre (septembre 1940)
National audienceOn September 2nd, 1940, the French Establishments of Oceania (EFO, currently known as French Polynesia) rallied Free France, becoming one of the first colonies of the French colonial empire to do so. This rally is, among other things, the result of an active propaganda led by the “Free France Committee” in Tahiti, a group of local dignitaries, businessmen, military servicemen and colonial administrators, Polynesian district chiefs and member of the civil society, who managed to seize power in the colony. If it is a significant event, marking a rupture with metropolitan France, very little changes on an institutional point of view as well as about governance.Le 2 septembre 1940, les Établissements Français de l’Océanie (EFO) rallient la France Libre, devenant une des premières colonies de l’empire français à le faire. Ce ralliement est entre autres choses le résultat d’une propagande active menée par le « Comité France Libre » de Tahiti, groupe de notables, de commerçants, de militaires et d’administrateurs coloniaux, de chef de districts polynésiens et de membres de la société civile, qui parviennent à s’emparer du pouvoir dans la colonie avec l’appui de l’opinion. S’il s’agit d’un événement significatif de tout premier plan, marquant une rupture avec la métropole, force est de constater que, pourtant, très peu de changements adviennent du point de vue institutionnel et de la gouvernance
Using a multi-criteria decision-matrix framework to assess the recovery potential of coral reefs in the South Western Indian Ocean
International audienceOver the last two decades, coral reefs have experienced dire declines due to intensifying anthropogenic disturbances and climate change. Defining and quantifying coral reef resilience now represents a critical management objective, but there is still little consensus on the approach and the indices to be used. In this study, we develop a multi-factor reef recovery index based on the Technique for Order Preference by Similarity to an Ideal Solution (TOPSIS) method to assess the vulnerability of several insular coral reefs in the South Western Indian Ocean (SWIO) from 2016 to 2018. We showed, that in the wake of a regional bleaching event in 2016, the most isolated reefs of Europa, which is characterized by low direct human impact had the highest recovery potential. On the contrary, islands that are more prone to direct human influence (i.e., La Reunion and Rodrigues) displayed the lowest recovery potential
Pricing Models for Digital Renting Platforms
International audienceThis paper considers different pricing models for a platform based rental system, such as Airbnb. A linear model is assumed for the demand response to price, and existence and uniqueness conditions for Nash equilibria are obtained. The Stackelberg equilibrium prices for the game are also obtained, and an iterative scheme is provided, which converges to the Nash equilibrium. Different cooperative pricing schemes are studied, and splitting of revenues based on the Shapley value is discussed. It is shown that a division of revenue based on the Shapley value gives a revenue to the platform proportional to its control of the market. The demand response function is modified to include user response to quality of service. It is shown that when the cost to provide quality of service is low, both renter and the platform will agree to maximize the quality of service. However, if this cost is high, they may not always be able to agree on what quality of service to provide

Le télétravail sous les tropiques: Les enseignant·e·s de Guadeloupe et la continuité pédagogique
International audienceThis article presents the results of a study on the teleworking of teachers in Guadeloupe (French overseas department) in a confinement situation. The objective of the survey was to know their living and working conditions during the Covid-19 epidemic. The results show that the smartworking strategies put in place by the French government and local administrations to deal with the crisis resulted in a high level of work overload and dissatisfaction among teachers on the island, while highlighting a series of inequalities. Moreover, teachers have only partially achieved their educational objectives and have not been able to solve the lack of technical means and digital resources that the overseas territories suffer from.Este artículo presenta los resultados de un estudio sobre el teletrabajo de los profesores de Guadalupe (departamento francés de ultramar) en situación de contención. El objetivo de la encuesta era conocer sus condiciones de vida y de trabajo durante la epidemia de Covid-19. Los resultados muestran que las estrategias de smartworking puestas en marcha por el gobierno francés y las administraciones locales para hacer frente a la crisis provocaron un exceso de trabajo y un alto nivel de insatisfacción entre los profesores de la isla, al tiempo que pusieron de manifiesto una serie de desigualdades. Además, los profesores sólo han alcanzado parcialmente sus objetivos educativos y no han podido resolver la falta de medios técnicos y recursos digitales que padecen los territorios de ultramar.Cet article présente les résultats d’une étude sur le télétravail des enseignant·e·s de la Guadeloupe (département français d’outremer) en situation de confinement. L’enquête avait pour objectif de connaître leurs conditions de vie et de travail pendant l’épidémie de COVID-19. Les résultats obtenus montrent que les stratégies de smartworking mises en place par le gouvernement français et les administrations locales pour faire face à la crise ont engendré une surcharge de travail et un haut niveau d’insatisfaction chez les enseignant·e·s de l’île tout en mettant en lumière une série d’inégalités. De plus, les enseignant·e·s n’ont atteint que partiellement leurs objectifs éducatifs et n’ont pu résoudre le manque de moyens techniques et de ressources numériques dont souffrent les territoires ultramarins
Les violences intra-familiales envers les personnes âgées et handicapées en Polynésie française
Fruit d’une convention de recherche établie entre la Maison des Sciences de l’Homme du Pacifique (MSH-P) et la Direction des Solidarités, de la Famille et de l’Égalité (DSFE), ce rapport d’enquête constitue une contribution pionnière dans l’éclairage des situations de violence intrafamiliale vécues en lien avec la vieillesse et le handicap en Polynésie française. Pourquoi et comment les personnes âgées et handicapées se trouvent-elles prises dans des contextes de violence au sein de leur famille ? Au vu du manque de données disponibles autour de ce thème, la problématique est ici abordée avec les outils de l’enquête de terrain et de la sociologie qualitative. Les entretiens et les observations de terrain réalisés, ainsi que les recherches documentaires qui les ont accompagnées, permettent de saisir la manière dont ces violences surviennent dans les familles contemporaines du territoire, en restituant leurs logiques (micro)sociales sous-jacentes. L’enquête montre qu’il existe une spécificité dans les formes, les logiques et les justifications des violences associées à ces populations, aujourd’hui majoritairement gardées à domicile par leur famille. Les récurrences observées permettent de répertorier trois grands types de violence (« délaisser » ; « forcer » ; « accaparer ») et la manière dont elles se construisent dans l’ordinaire des vies domestiques. La recherche permet, enfin, d’analyser les facteurs de risque en lien avec la prise en charge familiale à domicile de la dépendance, de la déficience ou de la maladie : l’épuisement familial et l’individualisation du travail de care
Philosophie et médiation socioculturelle polynésienne à l’école: Le thème de l’enfance et de l’âge adulte
International audienceThe aim of this experiment was to develop the philosophy-specific acumens of Year-2 pupils using Polynesian socio-cultural mediation. In terms of method, this is the qualitative study of a philosophical discussion session conducted with contextual didactics (an album of endogenous children's literature plus parental involvement) and a bilingual educational model of translanguaging. The results are grounded in interpretive epistemology, a disciplinary analysis focused on the thought processes of the pupils. They testify to the development of the three classic intellectual requirements: problematization, conceptualization and argumentation. This study confirms the interest of literary mediation used in common with indigenous cultural specificities in a postcolonial context.L’objectif de cette expérimentation était de développer les habiletés intellectuelles propres à la philosophie d’élèves inscrits au cours préparatoire en utilisant une médiation socioculturelle polynésienne. En matière de méthode, il s’agit de l’étude qualitative d’une séance de discussion à visée philosophique utilisant une didactique contextuelle (album de littérature de jeunesse endogène, implication parentale) et le modèle éducatif bilingue du translanguaging. Les résultats relèvent d’une épistémologie interprétative, d’une analyse disciplinaire focalisée sur les processus de pensée des élèves. Ils témoignent du développement des trois exigences intellectuelles classiques : problématisation, conceptualisation et argumentation. Coral reef fish communities of natural habitats and man-made coastal structures in Bora-Bora (French Polynesia)
Number: 0International audienceCoastal habitats have long been recognised to be nurseries and growing grounds for many marine organisms. Worldwide, coastal hardening and urbanisation are leading to the removal of natural ecosystems. The tropical island of Bora-Bora in the South Pacific has undergone extensive coastal changes, with the construction of seawalls along more than half of its coastline since the 1950s. The daytime and night-time juvenile and adult fish communities were surveyed with multiple temporal replicates on a range of lagoon and coastal habitats on Bora-Bora. Over 47% of all fish on coastal habitats were juveniles. Mangroves, traditionally viewed as nurseries, had a high daytime and night-time abundance of juveniles, but less than 1% of the coastline of Bora-Bora consists of mangroves. The manmade seawalls, which are the most common type of coastal habitat on the island, were associated with lower juvenile densities during the day and promoted the presence of predators. The comparison of coastal and lagoon sites also highlighted contrasting life history strategies depending on coral reef fish species: although many favour coastal habitats as juveniles, others do not undergo ontogenetic shifts and thus other habitats must be considered when designing management plans to protect juvenile fish. Overall, our surveys show the importance of natural coastal zones in the lifecycle of numerous coral reef fish species in the lagoon of Bora-Bora and highlight the potential long-term impacts of coastal hardening on fish communities
