    3D GIS 플랫폼 기반 고해상도 독도 디지털 트윈 구축

    독도는 최근 기후변화로 인해 강한 바람에 의한 풍화와 파랑에 의한 해안침식 그리고 강우에 의한 사면침식 등 복합적인 재해가 증가하고 있다. 본 연구는 3차원 GIS 플랫폼을 활용하여 독도의 고해상도 디지털 지형모델을 구축하여 독도 영토관리에 활용하고자 한다. 독도 지형측량은 국토지리정보원의 VRS(Virtual Reference Station) 서비스와 로컬 GNSS(Global Navigation Satellite System)를 병행한 RTK 드론을 통해 수행되었으며, 센티미터급 정밀도의 3차원 고정밀 지형모델을 확보하였다. 또한 스마트 3D 캡처 기술과 과 지상 기준점(Reference Control Points, RCP)을 활용하여 정밀한 지오리퍼런싱(Geo-referencing)과 직교보정을 실시하였다. 인공지능 기반의 시각화 기법을 적용하여 질감 현실감을 향상시키고, 데이터 공백을 보완하며 실감형 고정밀 독도 3차원 지형을 구현하였다. 구축된 독도 디지털 트윈은 재난위험 평가, 지형변화 모니터링, 연안관리 및 공간계획에 활용 가능하며, 향후 독도 디지털 월드(Dokdo Digital World) 온라인 플랫폼 구축을 통해 연구, 정책, 교육, 체험 및 대중 참여에 활용될 수 있다.2

    Study on the Performance of a 1MW Tidal Current Energy Converter under Wave Conditions

    A tidal current energy converter (TEC) generates electricity by extracting the kinetic energy of tidal currents through a bladed rotor and generator, operating on principles similar to those of a wind turbine. Unlike wind turbines, TECs benefit from the predictable and periodic nature of tidal flows, allowing stable power generation and reliable long-term forecasting. This study performs an integrated load analysis using Tidal Bladed to investigate the influence of wave conditions on the power performance and load characteristics of a 1 MW TEC. The results indicate that wave-induced turbulence has a significant impact on turbine loading, providing key insights for the design and operation of reliable marine energy systems. Moreover, in enclosed straits such as Uldolmok, wave effects are negligible, whereas in open straits like Jangjuk and Maenggol Straits, wave influences must be considered for both extreme-load design and fatigue life prediction.1

    Aggregation processes of microalgae play a crucial role in regulating the vertical distribution of microplastics (MPs) in marine environments. This study examined how the harmful microalgae Chattonella marina and Heterosigma akashiwo influence the aggregation and sinking dynamics of four types of MPs: low- and high-density polyethylene (PE) spheres, and small and large polypropylene (PP) fragments. For C. marina, low-density PE spheres (PE1.0) exhibited a logistic sinking pattern, reaching a maximum sinking ratio of 9% with a half-saturation time of 13 days. In contrast, small PP fragments showed negligible sedimentation ( 0.05). During the decline phase, larger aggregates sank faster, with maximum velocities up to 76.9 m·day⁻¹. A strong positive correlation was observed between C. marina chlorophyll a (Chl. a) concentration and the sinking ratio of PE1.0 (R = 0.92, P < 0.05), suggesting that Chl. a can serve as a proxy for aggregation-inducing substances released during senescence. For H. akashiwo, the sinking of low-density PE spheres also followed a logistic trend, reaching saturation at 28% with a half-saturation time of 9 days. In contrast, small PP fragments showed minimal sinking (<2%), while large PP fragments exhibited almost no sedimentation, highlighting the influence of MP density and size. The sinking velocity of MP aggregates was significantly lower for low-density PE spheres (0.63 mm·s⁻¹) than for high-density PE spheres (0.81 mm·s⁻¹), despite no significant differences in aggregate size or MP abundance per aggregate. Overall, our findings, when integrated with field observations and modeling studies, provide valuable insights into the mechanisms governing MP transport and vertical distribution in marine ecosystems.2

    Annual distribution and deposition of atmospheric 210Pb in Busan, the largest port city in Korea

    This study investigated the annual and seasonal variations of 210Pb in aerosols in Busan, a major harbor city with extensive port infrastructure and dense industrial activities. Aerosol samples were collected using a high-volume air sampler from April 2019 to February 2021, and classified into total suspended particles (TSP, 2019 - 2020), particulate matter with an aerodynamic diameter ≤10 μm (PM10), and ≤2.5 μm (PM2.5, 2020–2021). The 210Pb concentrations ranged from 0.10 to 1.98 mBq m-3 (n = 92) for TSP, 0.09 to 1.97 mBq m-3 (n = 99) for PM10, and 0.02 to 2.07 mBq m-3 (n = 89) for PM2.5. Across all particle sizes, 210Pb concentrations exhibited clear seasonal patterns, with maxima in autumn and winter (October - February) and minima in summer (July - September), with differences reaching up to a factor of two between seasonal extremes. These seasonal increases in 210Pb concentrations are attributed to the combined effects of anthropogenic emissions from the vast port and industrial facilities in the vicinity of Busan Port, seasonal changes in prevailing winds, decreased precipitation, and enhanced atmospheric stability. The dry deposition fluxes of 210Pb in Busan were found to be comparable to or slightly higher than those observed in other major port and coastal cities worldwide. Particle-size and multi-tracer analyses revealed that fine particles (PM2.5, PM10) are more strongly influenced by mixed natural and anthropogenic sources compared to TSP, as also indicated by seasonal and particle-size-dependent variations in the 210Pb/Pb ratio. Overall, this study demonstrates that 210Pb in aerosols serves as an effective environmental tracer for assessing the combined impact of emission sources and meteorological factors in port areas. The findings underscore the importance of considering particle size and source characteristics when evaluating the environmental and health implications of airborne radioactivity in harbor cities.1

    AIS 데이터 기반 딥러닝을 활용한 어업활동 분석에 관한 연구

    우리나라에서 발생하는 해양사고의 65% 이상은 어선에서 발생하고 있다. 안전한 해상교통관리를 달성하기 위해서는, 어선들의 활동에 대한 정확한 분석과 안전성 향상을 위한 방법이 필요하다. 해외 의 IAPESCA, ALGOPESCA 등의 사례에서는 특정 fishing gear를 기반으로 어선 활동을 분석하고 있 으나, 해상교통관리의 관점에서는 fishing gear에 국한되지 않는 전체 어선에 대한 통합적이고 일관적 인 분석이 요구된다. 본 연구에서는 어선의 항적 데이터를 기반으로 딥러닝을 활용한 어업활동 분석방법을 제안하고자 한다. 항적 생성을 위해, AIS(Automatic Identification System) 데이터 중 어선 데이터를 추출하고 개 별 선박의 AIS 포인트 데이터를 시간 순서대로 연결하여 항적을 생성하였다. 어선 활동은 정박ㆍ항해 ㆍ조업으로 구분할 수 있는데, 정박 중의 경우 우리나라 연안을 기준으로 특정 거리 내의 Buffer를 설 정하여 구분하였다. 조업 및 항해 항적을 구분을 위해서는 SSL(Self Supervised Learning) 중 대조학 습(Constrastive Learning)을 활용하였다. 개별 항적에 대해서 항해 및 조업을 구분할 수 있는 주요 특 징인 항적의 곡률, 속도 및 침로 변화량, 항해의도, 항적 방향성 등 다양한 특성 값을 생성하고, SSL 을 통해 각 항적의 pair를 찾아낸 이후, 이진분류를 통해 항해 및 조업 중의 항적을 구분하였다. 항해 및 조업으로 구분된 어선의 항적은 우리나라 해역에서 어선들의 주요 활동을 정량적으로 산 출할 뿐만 아니라 어선과 화물선의 상충성 분석, 항해 안전성 증진을 위한 해상교통관리 및 관련 정책 수립에도 활용할 수 있을 것이라 기대된다.2

    최근 해양 에너지 개발과 레저활동의 증가 등으로 해상 개발 행위가 활발해짐에 따라,기존 선박들의 관습적인 통항 해역이 변화 할 가능성이 제기되고 있다. 그러나 우리나라에서는 주요 해상 교통 흐름에 실질적인 영향을 미친 고정 구조물 설치 사례가 없어,미래 해상 교통 환경의 변화를 예측하는 데 있어 데이터의 획득과 분석에 한계가 존재한다. 이에 본 연구는 Agent Based Modelling을 활용하여 우리나 라 해역의 실제 교통 상황을 반영한 해상교통 시뮬레이션을 구축하고,통항에 장애가 되는 고정시설물이 설치되었을 때 선박 교통 흐름의 변 화를 분석하고자 한다. 대표적인 Agent Based Modelling 도구 중 하나인 Ne社x)g◦를 활용하여,서해 군산 인근 해역의 교통 흐름을 모사하 고,각 선박 에이전트의 상호작용 및 충돌 회피 특성을 설정함으로써 해양시설물의 위치 및 규모에 따른 교통 흐름의 차이를 비교하고자 한 다. 본 연구를 통해 구현된 시물레이션은 실제 해상 교통 환경의 교통량과 비교함으로써 모델의 타당성을 검증할 수 있으며,유효성이 입증된 모델은 향후 다른 해역에서도 적용 가능성이 있는 기반 자료가 될 수 있다.2

    현대 사회에서 첨단 산업기술은 단순한 기술적 ․ 경제적 가치를 넘어 국가의 생존과경제안보를 좌우하는 핵심 자산이 되었다. 이에 주요 국가들은 산업스파이 행위를 강력히 규제하는 방향으로 법제를 강화하고 있다. 대만 역시 이러한 국제적 흐름에 발맞추어 관련 법제를 강화해 왔으며, 2022년 개정된 국가안전법을 통해 국가핵심기술의 해외유출을 경제간첩행위로 규정하고 강력히 처벌하고 있다. 또한 양안관계조례 개정을 통해 핵심기술 보유자의 중국 본토 방문을 제한함으로써 인적교류를 통한 기술 유출까지규제하고 있다. 반면, 우리나라의 경우 산업스파이에 대한 처벌을 강화하고자 형법상간첩죄의 적용범위를 확대하는 법 개정 논의가 수 차례 이루어졌으나 실제 입법으로는실현되지 못하였다. 본고는 대만 국가안전법상 경제간첩죄의 공법적 쟁점을 심층적으로 분석하고 이를통해 우리나라 국가핵심기술의 보호를 위한 법제도 개선에 대한 시사점을 제공하고자한다. 기존의 국가핵심기술 유출방지에 대한 논의는 형사법적 처벌 강화에 초점이 맞춰졌으나 대만 국가안전법상 국가핵심기술의 보호에 관한 법규정은 형사법적 규제 외에도 다양한 공법적 요소를 포함하고 있다. 특히 국가핵심기술의 지정 ․ 변경절차의 문제, 기술유출 방지를 위한 보호조치, 나아가 국가핵심기술의 해외수출 및 기술이전 제한에따른 재산권 침해 및 보상에 관한 문제가 포함된다. 따라서 본 논문은 다음과 같은 세 가지 내용을 중심으로 전개된다. 첫째, 대만 국가안전법 개정의 배경과 입법취지를 검토하여 국가안보를 명분으로 국가핵심기술 유출을통제하려는 대만정부의 법적 조치를 분석한다. 둘째, 법개정의 핵심인 국가핵심기술의개념과 범위를 검토하고 침해행위 및 처벌규정을 상세히 고찰한다. 셋째, 국가핵심기술유출방지 규정이 내포하고 있는 공법적 쟁점들을 집중적으로 다룬다. 본 연구는 국가핵심기술의 유출방지 및 보호를 위해 처벌 강화가 필요함을 인정하면서도 법치주의원칙에 따라 기업의 재산권이 과도하게 침해되지 않도록 필요 최소한의 범위에서 적용되어야 한다. 또한 국가핵심기술의 취급과 그에 대한 적절한 보상이 이루어질 수 있도록 제도적인 보완이 필요하다는 점을 강조한다.22Nkc

    Large seasonal variations in distributions, sources, and fluxes of dissolved amino acids in the continental shelf water

    We measured seasonal variations in dissolved organic carbon (DOC) and total dissolved amino acid (TDAA)—a major component of bioavailable dissolved organic matter (DOM)—in the continental shelf water of the northwestern Pacific marginal seas, including the Yellow Sea and East China Sea. We show that TDAA concentrations, especially L-amino acid (L-AA), are predominantly dependent on phytoplankton production, showing elevated values in spring and autumn. Conversely, based on a 228Ra tracer, we found that D-amino acid (D-AA) concentrations, as well as DOC, are mainly dependent on benthic inputs, with elevated values in autumn and winter. AA-derived indices also show higher DOM bioavailability in spring and summer relative to autumn and winter. The TDAA benthic flux (∼3.5 Gmol y-1), which was comparable with phytoplankton production, was about 2-fold higher than its flux from the Changjiang River discharge (∼1.8 Gmol y-1). These findings highlight the crucial role of benthic inputs in controlling the composition and bioavailability of DOM in continental shelf waters.11Nsciescopu
