All under Heaven and Shared Skies: Memorialisation of Aviators in Nanjing between "Patriotism" and "Internationalism"
Im heutigen China gibt es einen sehr ungewöhnlichen Gedenkfriedhof in Nanjing, der erklärtermaßen Gräber internationaler Piloten, die im Zweiten Chinesisch-Japanischen Krieg (1937-1945) im Kampf für China ums Leben kamen, mit Gräbern chinesischer Piloten vereint. Diese Stätte, die China, die USA und die Sowjetunion im Gedenken an gefallene Flieger zu vereinen sucht, ist einzigartig in Chinas Gedenkkultur. Heute steht sie nach offizieller Lesart daher gleichzeitig für "Patriotismus" und "Internationalismus" und ist heute Teil der sogenannten "Anti-japanischen Luftfahrt-Märtyrer-Gedenkhalle Nanjing". Das Gedenken an Chinas Kampf gegen die Japaner soll auch alle Chinesen in der Gegenwart vereinen, seien sie in der Volksrepublik China oder in Taiwan oder in Übersee, indem über Geschichte und Erinnerung an „patriotische“ Gefühle appelliert wird. Die Erinnerung an die Militärflieger bedeutet jedoch einen Fokus auf Chinas besondere Schwäche, da die chinesische Luftwaffe, damals unter dem Kommando der Guomindang-Regierung, die Achillesferse in diesem Krieg war. China, welches sich einst als „alles unter dem Himmel“ verstand, war in hohem Maße auf ausländische Hilfe angewiesen, sowohl materiell als auch personell, um sich der japanischen Lufthoheit zu erwehren. Sowohl die Sowjetunion als auch die USA leisteten zu gewissen Zeiten solche Hilfe, und eine beträchtliche Anzahl ausländischer und chinesischer Flieger teilte sich nicht nur den Himmel, sondern verlor auch ihr Leben. Ein genauerer Blick auf die historische Entwicklung des Fliegerfriedhofs von Nanjing verkompliziert jedoch das Bild für diese Stätte, die ursprünglich Jahre vor dem Krieg von der Guomindang-Regierung errichtet worden war. Er zeigt die Entwicklung, Probleme und Implikationen dieses Ortes in einer Stadt auf, die heute stark mit chinesischer Viktimisierung im Krieg assoziiert wird, und vergleicht den Gedenkfriedhof auch mit dem „Grab der Märtyrer der Freiwilligengruppe der sowjetischen Luftwaffe“ in Wuhan, das von der späteren Volksrepublik ausschließlich für die in China in der Anfangsphase des Krieges gefallenen sowjetischen Flieger errichtet wurde. Welche Zielsetzung hat Erinnerungskultur, und wer verbindet damit welche Interessen? Wie wird sie gestaltet? Was ist das Besondere an Fliegern? Wie verhält sich das Nationale zum Individuellen? The threat of the Taliban’s rising to power in Afghanistan – Where will Pakistan stand?
After months of speculation, the dice is cast: the US will withdraw its remaining combat troops from Afghanistan. Contrary to the vision by some optimistic sections of both the Afghans and the international community, the country is far away from becoming ‘a better place’ to live in. There are no indications yet that the Taliban are interested in the establishment of any other order than that based on their fundamentalist vision of a draconian, Islamist regime. The fact that US troops are pulling out without any political settlement – and that Washington apparently did not work out an immediate Afghan policy – adds to the grim perspective Afghanistan is facing. The lack of clarity on the future of the Afghan government, the Afghan National Defence and Security Forces (ANDSF), and the citizenry remains. There are simmering concerns about the hopelessness of the intra-Afghan peace negotiations and the outbreak of another civil war. The theoretical option of a Taliban-Kabul agreement might be the ‘tactically most acceptable for all parties’; however, it seems unrealistic. The Taliban and other militant Islamist forces, all of which are becoming increasingly stronger and emboldened by the withdrawal of US and NATO, are more likely to pursue a military takeover than to accept a compromise with the Ghani administration. Out of sight, out of mind? Biden’s calamitous decision on Afghanistan
Despite severe concerns by members of his own military top brass and security circles, on 14 April, 2021, US President Joe Biden announced the unconditional withdrawal of all combat troops by 11 September of the same year. The US does not only thereby relinquish the opportunity to conduct counter-insurgency campaigns against the Taliban, it will also lose any capacity to conduct counter-terrorism operations against al-Qaeda and other international terrorist groups present on the ground.1 Furthermore, this stands in sharp contrast to his own earlier points of view, particularly those held as Vice-President (2009-2017), when under President Obama he advocated for a less troop-intensive but more engaged counter-terrorism presence in Afghanistan. Despite much disenchantment regarding nation-building efforts, endemic corruption, and the inability to bring stability to the country despite a massive troop surge, Biden was then not willing to abandon Afghanistan. President Biden obviously changed his opinion – to the disadvantage of the Afghan state and society. […
Recognition and trial of the 1971 genocide against Bengalis
The United Nations declared 9 December as the International Genocide Day. Sixty-seven years after the 1948 UN Genocide Convention, in 2015 it was decided to globally observe the International Day of Genocide remembrance. It commemorates the victims of genocide in different parts of the world and suggests a global humanitarian responsibility to prevent such crimes. The need to observe an International Genocide Day six decades after 1948 indicates the failure to achieve the desired success in globally preventing genocide and establishing a world with effective humanitarian responsibilities. The decision to observe the day globally was liked to the growing trend of genocide or crimes against humanity – and the goal to build a humane and responsible world to prevent such crimes. Until 2015, no significant initiative was observed in Bangladesh regarding the 1971 genocide committed against Bengalis. In 2017, two years after the declaration of the International Day of Genocide, and 47 years after independence, the government of Bangladesh finally declared 25 March as Genocide Day (Dhaka Tribune, 2017). This is, of course, a matter of hope. To date, the pressure to convince the international forum to duly recognize this genocide has not been effective. Although there has been a lot of discussion in the international arena regarding many other genocides (both older and more recent), the relative silence or indifference regarding the genocide of 1971 is disappointing for the Bengali nation to say the least. Closing Gender Gaps in Education, Finance & Child Care – Unlocking the Full Potential of Women Entrepreneurship in India
The staggeringly low number of women entrepreneurs in India demands for a number of interventions in terms of education, access to finance and child-care options. Considering that women empowerment in itself is valuable and has positive effects on the economy, it is high time to address the gender gaps in education, unequal access to finance and unequal distribution of domestic responsibilities. Evidence shows that there is a clear correlation between women entrepreneurship and factors such as women literacy rates, financial knowledge, owning a bank account – among others. While the largest share of child care falls on women, it can be dealt through adequate infrastructure such as child-care centers. Although the government has taken initiatives on entrepreneurship, few of these target women. Due to the limitations and low status of women in society, these initiatives are mostly unfavorable. Hence, it is now time to amend policies and make them more gender inclusive. This policy brief discusses various interventions, including strategic plans for free and compulsory education advocacy and awareness in partnership with nonprofits, women-specific financial inclusion policies and programs collaborating with the State Bank of India, and establishing child-care centers

L'Arbre qui cache la forêt. Introduction
Introduction aux Journées d’étude « L’arbre qui cache la forêt » (INHA, 19-20 novembre 2021) par Christine Vial KayserCes journées d'étude visent à réfléchir à la dynamique du rapport à l'arbre - et au-delà, à la nature - en Asie de l'Est et du Sud par rapport à l'Occident. Nous postulons que cette relation, que ce soit dans l'art, dans les pratiques religieuses ou dans l'agroforesterie ou encoredans les pratiques de loisirs de type « bains de foret » ou Shinrin-Yoku, s'inscrit dans un rapport paradigmatique à la nature qui est déterminé par un imaginaire de l'arbre, des souvenirs associés au paysage et des pratiques culturelles. Le concept chinois de qi (au Japon ki), c'est-à-dire l'énergie vitale partagée entre l'homme et la nature, ainsi que la perception spécifique de l'arbre dans la philosophie chinoise et japonaise, peuvent être invoqués pour soutenir cette dimension culturelle implicite. La forêt comme lieu d'éveil est également essentielle pour les bouddhistes et les jaïns, et la représentation de Yaksha et Yakshini témoigne du rôle de l'arbre comme source de vie, parfois ambivalent, dans la tradition indienne, où certaines espèces d'arbres sont encore aujourd'hui considérées comme sacrées. De telles représentations ont existé en Occident avant la révolution industrielle, puis en réaction à celle-ci, par exemple dans le gothique, et dans le romantisme européen ou le transcendantalisme américain.Les journées abordent une double question : comment les pratiques culturelles, artistiques, religieuses, classiques ou populaires, traditionnelles ou contemporaines, ainsi que les théories philosophiques/esthétiques témoignent-elles d'une certaine vision de la forêt ; et comment conditionnent-elles potentiellement l'expérience réelle de l'immersion en forêt
