    The Duality of Public Procurement: How Can Cities Engage in Ethical and Legal Procurement Procedures?

    Despite its crucial role, public procurement often suffers from neglect and disregard until a city or public officer commits the misuse or misappropriation of public funds. As stewards of taxpayers’ dollars, public officers are tasked with traversing the often forked paths of ethicality and legality. These paths manifest in every instance and aspect of life, from acts of impulsiveness to the careful consideration of outcomes. Ultimately, a path must be taken, which will carry a consequence subject to criticism and proportionate to its outcome. Yet, despite this notion, unethical and illegal practices are invariably committed. There are few greater opportunities for corruption than those offered by the public sector, notably in the field of public procurement. This article delves into the many aspects of procurement in the public sector and sheds light on commonly recorded incidents. Once these occurrences are identified, this article will outline what can be done to mitigate the accompanying consequences. This article focuses on emphasizing what public procurement entails, where the legal and ethical lines are crossed, why those lines are so frequently breached, and what procedures can be utilized to combat policy violations

    Preliminary efficacy of the transdiagnostic EMDR-Negative Affect (EMDR-NA) protocol

    First responders and their dependents must cope with the stress from their occupational duties. Those who present for treatment can be overwhelmed by their affective display. In this study, we used a mixed methods design with two first responders and the widow of a first responder. We used the Positive and Negative Affect Schedule measure to identify the negative affect and tested the Eye Movement Desensitization and Reprocessing-Negative Affect protocol, which directly targets the negative affect. From baseline to the end of treatment, all three clients had a clinically significant reduction in negative affect, and at 3-month follow-up, the two first responders had a significant reduction in negative affect. There was also a decrease in scores on attachment, depression, generalized anxiety, suicidality, and posttraumatic stress symptoms, as well as an increase in scores on resilience. The findings show promising results; however, the protocol needs randomized controlled trials with first responders and veteran populations in larger sample sizes to prove its efficacy

    Voices from the Classroom: A Qualitative Study of Teachers\u27 Perspectives on Student Depression

    Rising levels of depression among adolescents is an important issue to teachers and school administrators, as teenagers spend the majority of their time in the school environment. By analyzing individual interviews with 15 public high school teachers using a modified grounded theory approach, this qualitative study examines the role high school teachers might play in identifying and referring students who exhibit signs and symptoms of depression. Results provide guidance for high school teachers in connecting students with appropriate services and identifying common barriers and facilitating factors in this process. Specific recommendations are outlined to help aid schools in the identification and referral of students with depressive symptoms

    Meeting the Challenge of COVID-19: Innovation and Adaptation in Services for Expectant and Parenting Youth in Baltimore

    To explore perspectives on COVID-19’s impact on access to services for expectant and parenting youth (EPY), qualitative interviews were conducted with seven service providers and two parents. Open coding resulted in three overarching themes. 1. Creativity and adaptation: pride regarding ability to devise necessary modifications. 2. New and ongoing networks: inter-agency collaboration, provider-parent relationships, and parent networks offered material and social support. 3. Communication: varied strategies helped maintain and initiate EPY engagement. In under-resourced environments where providers and EPY must be creative due to scarcity, COVID-19 required that respondents draw on existing networks and strategies to cope with new challenges

    Ineffective school leadership: Teachers weigh-in

    Effective school leaders are essential to the success of the school environment. Teachers have left schools due to poor and ineffective campus leadership, but often do not report the reasons why they left or do not have a safe mechanism in place to support their claims and drive campus change. The purpose of this qualitative study is to understand the perceptions of teachers who work in elementary, middle, and high schools in Texas on the qualities of ineffective principals and how these qualities affect teacher retention. Respondents in an open-ended survey reported that ineffective principals lacked character, professionalism, and ethics; exhibited poor leadership and management skills; did not practice active listening or effective communication; and lacked the capacity to develop and sustain a positive learning climate. From these findings, we offer recommendations for campus principals for improving their leadership and school climate to support and retain teachers

    Using Macroinvertebrates as Water Quality Indicators in Angelina River

    The Angelina River supports a variety of macroinvertebrates, fertilizers, and water-tolerant flora. The goal of this research was to create a complete dataset on water quality that included variables such as pH, dissolved oxygen content, nitrate levels, and temperature. The main objective was to link water contamination indicators with macroinvertebrate diversity to establish an early warning system for ecosystem health by collecting samples at two different locations of the Angelina River. Analysis using Environmental Protection Agency (EPA) and Lehigh Environmental Initiative guidelines showed that both locations had acceptable dissolved oxygen levels and healthy nitrate levels despite the environmental fluctuation. Using techniques like surface-level container burying and net dragging, macroinvertebrate samples such as stoneflies and Whirligig beetles were collected
