Shrinking Tax Base Increases Tax Burden on Existing Taxpayers
This infographic is available on the publicfinance.lk website at https://publicfinance.lk/en/topics/shrinking-tax-base-increases-tax-burden-on-existing-taxpayers-1648629908The income tax per person is calculated as the total government revenue from income tax (including PAYE) divided by the total registered taxpayers for income tax which includes Individual Tax Payers and Employees paying income tax under PAYE / APIT. The tax per person rose by 20% from LKR 192,365 in 2019 to LKR 231,624 in 2020 despite the tax policy changes to replace PAYE with APIT and the increase in the tax thresholds for income tax. This increase was mainly due to the fall in the registered tax base, by 33%* was greater than the fall in the total income tax revenue collected, which means that the few existing income taxpayers end up paying more than before

Gender Responsive Budgeting: Evaluating Key Performance Indicators - Infographics July 2022
The infographics are 5 in number and available in 3 languages; English, Sinhala and Tamil.These infographics highlight the failure of the Sri Lankan government in implementing gender responsive budgeting in Sri Lanka. The case of gender KPIs provides a detailed case study of how poor planning of government policies can lead to poor accountability among implementing agencies. The infographics highlight the importance of conducting good analysis, ensuring that well-defined frameworks and proper oversight mechanisms are in place before proceeding to implement budgetary policies. The second year of assessment found that progress of the 12 gender key performance indicators has regressed from 2019-2020. In comparison to the first year of assessment, the overall progress of KPIs has declined. The assessment of KPIs across both years (2018-2019 and 2019-2020) revealed that a lack of transparency, a lack of accountability and the lack of a clearly formulated framework to support the implementation of the KPIs has led to a failed initiative.CIP
