Syndicated Surveys: Easter Sunday Attacks (October 2023)
No full textThis IKR entry contains 03 infographics, available in English, Sinhala and TamilMore than half the Sri Lankan population – 53% – believes local political forces were involved in the Easter Sunday attacks carried out in 2019, according to a survey commissioned in October by Syndicated Surveys. 53% believed local political forces were involved -- 30% selected the second answer, and 23% selected the third answer. Only 8% believed that it was carried out without the involvement of local political forces (the first answer). A high percentage, 39%, said they have no opinion or refused to comment. The attacks were carried out on 21 April 2019 (Easter Sunday) with three churches and three luxury hotels targeted in a series of coordinated suicide bombings, killing a total of 269 people. The poll was conducted in October 2023 and was based on an island-wide, nationally representative sample of responses from 1,029 Sri Lankan adults. The poll has a maximum error margin below ±3% at a 95% confidence interval

During the 51st session of the United Nations Human Rights Council (UNHRC) held in September and October of 2022, Resolution 51/1 was officially adopted. The Sri Lankan government, however, opted to reject this resolution. The vote on Resolution A/HRC/51/L.1 pertaining to Sri Lanka took place on October 6, 2022.
Subsequently, the 52nd session of the UNHRC commenced on February 27, 2023. Nonetheless, the comprehensive update on Sri Lanka's progress will be presented during the 53rd session, scheduled for June 2023.This report assesses the extent to which the government has fulfilled all 36 commitments outlined in UNHRC Resolution 30/1, spanning from March 2022 to February 2023

Cabinet Roulette: Questioning the Rationality of Jumbled Cabinet Reshuffles
No full textThis infographic is available in English and Sinhala.On October 23, 2023, a cabinet reshuffle took place, during which the ministerial portfolios of four MPs were changed. Accordingly, former Health Minister Keheliya Rambukwella was appointed as the new Minister of Environment, while MP Mahinda Amaraweera was appointed as the Minister of Agriculture and Plantation Industries. Meanwhile, MP Ramesh Pathirana was appointed as the new Minister of Health, in addition to his current portfolio as Minister of Industries, while State Minister of Finance Ranjith Siyambalapitiya was appointed as the Non-Cabinet Minister of Plantation Enterprises, in addition to his current post. In light of this, Manthri.lk observed three issues that make this reshuffle irrational. One concerns fragmentation and misalignment, where related subjects are split across different ministries and unrelated subjects are grouped together under the same ministry. The second involves a clash of interests, as one minister oversees one or more unrelated portfolios. This is the case with MPs Ramesh Pathirana and Ranjith Siyambalapitiya. In the current cabinet, this is visible even with President Ranil Wickremesinghe who is the Minister of Defence, Minister of Finance, Economic Stabilization and National Policies, Minister of Women, Child Affairs and Social Empowerment, Minister of Technology and Minister Investment Promotions. Lastly, it is evident that this reshuffle is merely a rotation of the same ministers to new portfolios, without appointing other MPs. This only further enhances cabinet irrationality.
