This briefing note was posted on the Public Finance blog and Twitter page and is in English.In 2010, Sri Lanka established a unique framework, overseen by the Standing Cabinet Appointed Review Committee (SCARC), to handle unsolicited proposals (USPs) for public infrastructure funding. These USPs inherently bypass traditional competitive bidding in procurement. The report, 'Foregoing Competition to Secure Funding for Public Infrastructure: One Third of Funding Secured was Non-Concessional', scrutinizes this framework. It reveals a significant discrepancy between the framework's intended purpose of improving USP evaluation and the actual outcomes, with a substantial portion of the funding secured through SCARC being non-concessional in nature

No full textPress release English, Sinhala and TamilSyndicated Surveys by Verité Research which gauge public sentiment on Sri Lankans' various social and political viewpoints. The data is collected through a telephone interview and a nationwide randomised sample of around one thousand people is taken into consideration. The Mood of the Nation poll is conducted periodically by Verité Research and is based on an island wide nationally representative sample of responses. The sample and methodology are designed to limit the maximum error margin to under 3% at a 95% confidence interval, which meets the gold standard of surveys. The Mood of the Nation survey is designed to assess the approval, satisfaction, and confidence of the nation in relation to the government, the country, and the economy. The poll is based on an island wide nationally representative sample of responses from 1,000 plus Sri Lankan adults. The poll is conducted as a part of the syndicated survey instrument by Verité Research and the polling partner was Vanguard Survey (Pvt) Ltd. This instrument also provides other organisations the opportunity to survey the sentiments of Sri Lanka

On 22 June, Aruna and Dinamina published articles saying that a sex worker had been found with Gonorrhoea, during a raid when a group of them were arrested. In these separate incidents, reported by these 3 newspapers, the fact that the suspects who were taken into police custody were either connected with the aragalaya or were leaders of it, has been mentioned

No full textThis entry includes a write-up and an infographic (both in Sinhala).On April 26, 2023, Aruna, Dinamina, and Ada newspapers reported on the seizure of the kush drug worth 84 million by the customs. Aruna and Dinamina highlighted that these drugs were sent to Sri Lanka by a "Drawida/Demala jathikayeku" (ද්රවිඩ/දෙමළ ජාතිකයෙකු) residing in Canada highlighting the ethnicity of the suspect. However, the Ada newspaper only mentioned that the individual was residing in Canada. Likewise, the Tamil language newspapers Thamilan and Thinakkural which reported this incident did not mention the ethnicity of the suspect. Aruna and Dinamina violated the media ethical guideline to not mention ethnicity of individuals when it is irrelevant to the news as it contribute towards negative attitudes and stereotyping of those belonging to the same ethnicity
