Average Time Taken to Restructure Debt

Debt restructuring involves a substantive default on existing debt contracts. This can occur through an orderly or disorderly process. An orderly default (pre-emptive default) is when (1) a country does not miss a debt service payment or (2) misses a debt service payment after securing consent from creditors to do so. A disorderly default is when a country misses a debt service payment and fails to secure consent from creditors to do so.
This infographic shows that countries who restructure their debt after a disorderly default takes a longer time to restructure debt, as opposed to countries that restructure debt after an orderly default

On power cuts: On March 30, 2022, Derana, Sirasa, Swarnavahini, Hiru and ITN reported the scheduled power cuts in the headlines of their main primetime news telecast, while Rupavahini did not include it in their headline.
Death in fuel queue: On April 10, 2022, ITN and Rupavahini did not metion about the two deaths that occurred at fuel queues, while Sirasa, Hiru, Rupavahini, and Derana reported the incidents.
Downgrading Sri Lanka in debt rating: On April 14, 2022 ITN and Rupavahini did not report that Sri Lanka was further downgraded in the debt ratings by Fitch Ratings. Derana, Sirasa, Hiru and Swarnavahini reported the news.
President Gotabaya Rajapaksa's speech to the new cabinet: ITN and Rupavahini did not cover on April 18, 2022 that President Gotabaya Rajapaksa stated while addressing the new cabinet that he regretted not seeking IMF support earlier and not providing chemical fertiliser to the farmers. Sirasa, Hiru, Derana and Swarnavahini reported on the speech.
Sri Lanka ranking as the country with the 3rd highest inflation: On April 25, 2022, while Derana, Siyatha, Hiru and Swarnavahini reported that Prof. Hanke of Johns Hopkins University ranked Sri Lanka third among the countries with highest inflation in the world, Sirasa, ITN and Rupavahini did not cover the news.
On gas price increase and request to increase electricity bills: Sirasa, Derana, Swarnavahini, Siyatha and ITN covered the gas price increase and the request to increase electricity charges in the headlines. Hiru included the increase in gas price, but did not report on the electricity charges. Rupavahini did not report either events on April 26, 2022 in the headline
Syndicated Surveys: Mood of the Nation - Round 02 2022 (Press Release)
Syndicated Surveys by Verité Research which gauge public sentiment on Sri Lankans' various social and political viewpoints. The data is collected through a telephone interview and a nationwide randomised sample of around one thousand people is taken into consideration. The Mood of the Nation poll is conducted periodically by Verité Research and is based on an island wide nationally representative sample of responses. The sample and methodology are designed to limit the maximum error margin to under 3% at a 95% confidence interval, which meets the gold standard of surveys. The Mood of the Nation survey is designed to assess the approval, satisfaction, and confidence of the nation in relation to the government, the country, and the economy. The poll is based on an island wide nationally representative sample of responses from 1,000 plus Sri Lankan adults. The poll is conducted as a part of the syndicated survey instrument by Verité Research and the polling partner was Vanguard Survey (Pvt) Ltd. This instrument also provides other organisations the opportunity to survey the sentiments of Sri Lanka

The lure of Chinese loans : Sri Lanka’s experiment with a special framework to finance its infrastructure investments
The Economics and Legal Research Teams of Verité Research compiled the study. The team comprised of Subhashini Abeysinghe, Mathisha Arangala, Uween Jayasinha, Senith Abeyanayake, Samali Jinadasa and Siyama Ansar. Review and editorial support was provided by Venya De Silva. 39p.China was the leading provider of external finance to Sri Lanka for infrastructure development during 2010-2016 accounting for 37% of the total. Sri Lanka borrowed USD 5,895 million from China for infrastructure development during this period. More than half of these loans from China (53%) came through a special regulatory framework set up in 2010, enabling the government to entertain unsolicited proposals (USPs) for public funded infrastructure projects circumventing the normal competitive procurement process. This research paper delves into the design and the actual practice of this special regulatory framework. Based on published and unpublished official documents and conversations with the officials, the paper unravels the flaws in the design and the execution of the special framework. In depth investigation of a water supply scheme implemented via the special framework demonstrates how the flaws in the design and the implementation led to outcomes different from the ones expected at the time the framework was established. It reveals the hidden costs the country incurred to secure funds for its infrastructure development and the ineffectiveness of the oversight processes in place to detect and prevent malpractices and irregularities
