Spatial causal network for the Beetaloo GBA region
\n## **Abstract** \nThis dataset was compiled by the Geological and Bioregional Assessment Program from source data referenced within the dataset and/or metadata. Effective environmental impact assessment (EIA) relies on rigorous scientific assessment of all potential causal pathways by which large-scale developments may impact on valued assets in a region. Despite their importance to decision-making, many EIAs are flawed by incomplete analysis of causal pathways, limited spatial assessment and a lack of transparency about how risks have been evaluated across the region. To address these, we developed an EIA methodology based on network analysis of potential causal pathways in a given region. This network approach is coupled with a systematic evaluation of the likelihood, consequence and mitigation options for each causal pathway from one or more human activities to multiple valued assets. The method includes analysis of the confidence in these evaluations, recognizing where knowledge gaps constrain assessments of risks to particular assets. The causal network approach is complemented by a spatially explicit analysis of the region that allows residual risk (i.e. risk remaining after all feasible mitigations) to be mapped for all valued assets. This identifies which activities could lead to potential impacts of varying concern (rated from ‘very low’ to ‘very 21 high’), their likely pathways, which valued assets are at risk and where these residual risks are greatest. The output maps reveal ‘risk hotspots’ where more detailed local-scale assessments and monitoring should focus. This dataset contains the spreadsheets describing the causal network for the Beetaloo region and the spatial grids evaluating likelihood, consequence and mitigation. The dataset also contains a spreadsheet summarising the results and all output grids with the level of concern.\n\n\n## **Attribution** \nGeological and Bioregional Assessment Program\n\n\n## **History** \nThis dataset has the input spreadsheet describing the nodes and links in the Beetaloo causal network (BEE_input.xlsx) and the spreadsheet summarizing the results of the spatial causal network analysis (BEE_output.xlsx). The dataset also contains all the grids associated with the link evaluations (grids/input) as geotiff files. The filename corresponds to the entries in the gridname column in the input spreadsheet. The dataset also contains the output grids as geotiff files. These are stored in the directory grids/outputs, organised in a directory per endpoint. Each of these directories contains: 1. a png file of the subnetwork of links leading to that endpoint, 2. the overall impact grid (geotiff), 3. a heatmap of number of processes of concern for each endpoint (geotiff) and three subdirectories (activity, stressor, process) of the impact grids of the causal pathways that contain the activity, stressor or process.F86F6B04-56B3-43B1-A622-BD70B1F9596D.zip - Data File<br/>

## **Abstract** \n\nThis dataset and its metadata statement were supplied to the Bioregional Assessment Programme by a third party and are presented here as originally supplied.\n\n\n\nGEODATA TOPO 10M 2002 provides a fundamental basis layer of geographic information on which you can build a wide range of applications. This data has been derived primarily from GEODATA TOPO 250K Series 1 and contains the following features: State borders, roads, railways, populated places, rivers and lakes, coastline and islands, bathymetric and land contours, and spot locations.\n\n## **Dataset History** \n\nThe key source for production of the Builtup Areas, Drainage, Framework, Localities, Rail Transport, Road Transport and Waterbodies layers was the GEODATA TOPO 250K Series 1 product. Some revision of the Builtup Areas, Road Transport, Rail Transport and Waterbodies layers was carried out using the latest available satelite imagery. The primary source for the Spot Heights, Contours and Offshore layers was the GEODATA TOPO 10M Version 1 product. Vegetation, including trees and plants used for landscaping, and gas plumes emanating from an exhaust stack are also covered. Cooper GBA region LiDAR
\n## **Abstract** \nLiDAR (Light Detection and Ranging) data was collected for the Geological and Bioregional Assessment Program by Fugro Australia Land Pty Ltd over two mobilisations. The data was acquired at an average density of 1 point per square metre, processed and compiled as LiDAR Classified Data in LAS 1 km tiles and 1 m grid DEM in ESRI ascii 1 km tiles. The total area of survey is 31,780 km². The data was used to develop a Digital Elevation Model and to determine bathymetry for a two-dimensional hydrodynamic flood inundation model of the Cooper Creek floodplain.\n\n\n## **Attribution** \nGeological and Bioregional Assessment Program\n\n\n## **History** \nLiDAR data was acquired by Fugro Australia Land Pty Ltd over two mobilisations. The first mobilisation was flown from 20 March - 4 April 2019 with an aircraft equipped with a Riegl LMS Q780 LiDAR system. The second mobilisation was flown from 6 - 17 October 2019 with an aircraft equipped with a Riegl LMS Q1560 LiDAR system. Consolidated Exposures – Ultimate Risk Basis
In March 2003, banks and selected Registered Financial Corporations (RFCs) began reporting their international assets, liabilities and country exposures to APRA in ARF/RRF 231 International Exposures. This return is the basis of the data provided by Australia to the Bank for International Settlements (BIS) for its International Banking Statistics (IBS) data collection. APRA ceased the RFC data collection after September 2010.\r\n\r\nThe IBS data are based on the methodology described in the BIS Guide on International Financial Statistics (see http://www.bis.org/statistics/intfinstatsguide.pdf; Part II International banking statistics). Data reported for Australia, and other countries, on the BIS website are expressed in United States dollars (USD).\r\n\r\nData are recorded on an end-quarter basis.\r\n\r\nAll banks operating in Australia complete ARF 231. Between March 2003 and September 2010, only those larger RFCs with sizeable overseas assets and/or liabilities completed RRF 231. Bank and RFC positions are reported in Australian dollars (AUD). Non-AUD denominated positions have been converted to AUD using an appropriate end-quarter exchange rate, so changes in reported data between quarters are due not only to changes in positions but also valuation gains or losses due to exchange rate changes.\r\n\r\nThere are two sets of IBS data: locational data, which are used to gauge the role of banks and financial centres in the intermediation of international capital flows; and consolidated data, which can be used to monitor the country risk exposure of national banking systems. Only consolidated data are reported in this statistical table.\r\n\r\nThe data in this statistical table summarise the country exposures of Australian-owned banks (and selected RFCs between March 2003 and September 2010). This is a smaller reporting pool than in the series reported in statistical table B11.2, which is based on all banks and RFCs reporting ARF/RRF 231 data. The types of assets included here are consistent with those reported in statistical tables B11.1, B11.2 and B12.1, except that the data are consolidated for Australian-owned reporting entities (i.e. includes the claims on countries of all the offices worldwide of entities with head offices in Australia, but excludes positions between different offices of the same group). Consolidated data only include positions with non-residents (in any currency).\r\n\r\nData are shown for a selected group of countries that account for the bulk of the total. Similar data for other countries are also available in statistical table B13.2.1.\r\n\r\nData presented in this statistical table are ultimate risk claims. Ultimate risk claims cover claims on an immediate counterparty location basis that have been adjusted (via guarantees and other risk transfers) to reflect the location of the ultimate counterparty/risk. Data on immediate risk claims (expressed by the BIS as claims on an immediate borrower basis) are available in complementary statistical tables B13.1 and B13.1.2.\r\n\r\nForeign claims refers to all cross-border claims plus foreign offices’ local claims on residents in both local and foreign currencies. It is equal to the addition of local currency claims of reporting entities’ foreign offices on local residents, and international claims. Data for all these accounts on an immediate risk basis are available in a complementary statistical table B13.1.\r\n\r\nInternational organisations are included in the ‘Public sector’ category in the consolidated data (while in the locational data they can be reported as either bank or non-bank depending on the particular organisation). Official monetary authorities (central banks or similar national and international bodies, such as the BIS) are also included in the public sector in the consolidated data (but are treated as banks in the locational data, B12.1 and B12.2). Publicly-owned entities (other than banks) are classed in the ‘Non-bank private sector’ in the consolidated data (and as non-banks in the locational data).\r\n\r\n‘Cross border’ positions are those positions with bank and non-bank counterparties located in a country other than the country of residence of the reporting entity (or its affiliate). This would include, for example, lending by a bank in Australia to a company in France; it would also include loans by that bank’s subsidiary in the UK to a company in France.\r\n\r\n‘Local’ claims are those claims of overseas affiliates of the reporting entity on the residents of the countries in which they are located. These are largely in local currencies but include non-local currencies as well.\r\n\r\nDerivatives are not included in foreign claims. On- and off-balance sheet derivatives are shown separately as a memo item. ‘Derivatives’ are those on- and off-balance sheet derivative exposures (to the country of ultimate risk) that are in a positive market value position. Negative market values of derivative contracts represent financial liabilities and are therefore excluded from the reporting of financial claims. The data mainly comprise forwards, swaps and options relating to foreign exchange, interest rate, equity, commodity and credit derivative contracts. Credit derivatives, such as credit default swaps and total return swaps, are included in ‘Derivatives’ if they belong to the trading book of a protection-buying reporting entity. Credit derivatives that belong to the banking book are reported as risk transfers by the protection buyer. All credit derivatives are reported as guarantees by the protection seller.\r\n\r\n‘Guarantees’ refers to contingent liabilities arising from an irrevocable obligation to pay to a third-party beneficiary when a client fails to perform some contractual obligations. They include: secured, bid and performance bonds; warranties and indemnities; confirmed documentary credits; irrevocable and stand-by letters of credit; acceptances; and endorsements. Guarantees also include the contingent liabilities of the protection seller of credit derivative contracts.\r\n\r\n‘Credit commitments’ covers arrangements that irrevocably obligate an institution, at a client’s request, to extend credit in the form of: loans; participation in loans, lease financing receivables, mortgages, overdrafts or other loan substitutes; or commitments to extend credit in the form of the purchase of loans, securities, or other assets (e.g. back-up facilities including those under note issuance and revolving underwriting facilities).\r\nb13-2-hist.xls - <br/>

Ultimate risk claims are presented in complementary statistical tables B13.2 and B13.2.1, which cover immediate exposures adjusted (via guarantees and other risk transfers) to reflect the location of the ultimate counterparty/risk.\r\n\r\nInternational claims represent cross-border claims in all currencies and foreign offices’ local claims in non-local currencies (which would include, for example, USD claims on New Zealand residents by the New Zealand subsidiary of an Australian-owned bank).\r\n\r\nThis statistical table contains seven data worksheets. Six present data for countries within each specified region, while the 'Summary' worksheet shows total international claims of the globally consolidated operations of Australian-owned banks for each region, international organisations and unallocated. In each of these worksheets, the data in the last column measures total international claims for the region. Total international claims for each country add to total international claims for the region. However, in some quarters, this cannot be directly verified because data for individual countries and regions have blank entries in order to avoid disclosing confidential bank exposures.\r\n\r\nIn the 'Summary' worksheet, the positions by region and international organisation, and unallocated are summed to produce a ‘Total’ figure that represents reporting entities’ total international exposures.\r\nb13-1-1-hist.xls - <br/>
