Harmonization of Restorative Justice Arrangements in Prosecutor's Regulation Number 15 of 2020 with Police Regulation Number 8 of 2021 towards Victim Protection
In Indonesia, Restorative Justice has now been incorporated into the Criminal Justice System, which previously emphasized punishment of perpetrators of crimes and now leads to the protection of victims. Restorative Justice is a resolution of a crime by emphasizing restoration to the original state. However, in implementing the principles of Restorative Justice there are still imperfections due to the presence of sectoral regulations in each law enforcement agency that only focus on their respective institutions, causing misalignment in its application. This thesis contains several problem formulations, namely as follows: 1). How is the principle of Restorative Justice and its development in Indonesian criminal law; 2. How is the protection of victims of crime in settlement through Restorative Justice; 3. How is the harmonization of Restorative Justice arrangements in Prosecutor's Regulation Number 15 of 2020 and Police Regulation Number 8 of 2021 related to victim protection. The research method used in writing this thesis is the normative juridical method using secondary data obtained from primary, secondary and tertiary materials. The data analysis used in this research is qualitative analysis and literature study. At the end of this research, it can be concluded that the Prosecutor's Regulation Number 15 of 2020 and Police Regulation Number 8 of 2020 still can’t accommodate the Principles of Restorative Justice even though both are oriented towards restoring the original situation. There are differences in the fulfillment of victims' rights in the prosecutor's regulation can be excluded if the perpetrator and victim agree to reconcile, but in the police regulation the fulfillment of victims' rights must still be fulfilled even though they have reconciled. The Restorative Justice process can be carried out if there is an agreement between the perpetrator and the victim, with the intention that if there is no agreement then Restorative Justice will not occur and the fulfillment of the victim's rights will not be fulfilled.209 PagesSkripsi Sarjan
Improving the Nutritional Quality of BSF (Black Soldier Fly) Larvae by Reducing Chitin Content Using Organic Acids as a Protein Source in Feed Broiler Chickens
Quality animal feed is one of the determining factors for the success of the
livestock industry and is the largest component in these business activities, which
is 50-70% and the protein component has an important role in an animal feed
formula because it is involved in the formation of body tissues and is actively
involved in vital metabolism such as enzymes, hormones, antibodies and so on.
Protein is the most expensive component of feed compared to others. As a result,
the economic fulfilment of protein sources is quite burdensome for production
costs, therefore the current feed studies are aimed at finding alternative protein
sources by utilising insects. Another favourable factor is that insect-based protein
sources do not compete with humans, making them suitable for use as feed
ingredients for livestock including poultry and fish.
This research was designed with 3 stages of research, namely: Phase I
(characterisation of nutrient content analysis of BSF larvae at 14 days, 16 days, 18
days and 20 days) to see the optimisation of chitin and nutrient content of BSF
larvae descriptively by summarising the data on a curve that connects the
intersection of chitin and nutrient content observed; Phase II (chemical and
biological tests of BSF larvae nutrition after processing using organic acid with
steaming and without steaming process) to see the best processing to reduce chitin
content and chemical and biological nutritional quality in broiler digestibility
using a complete Randomised Block Design Factorial (RALF) 3 factors and 3
replicates, namely the first factor of physical treatment (BSF without steaming
and steamed BSF), The second factor is the dose of organic acid (2%, 4% and
6%), the third factor is the type of organic acid (acetic, propionate and citric) if
there is a significant difference, followed by the Duncan test;Phase III (test of the
best post-processing BSF larvae as an alternative substitute for fishmeal in feed
formulations in vivo on performance, cholesterol content, protein efficiency ratio
(REP) and income over feed cost (IOFC) in broilers to see the best response of
chickens to BSF larvae substitution using a completely randomised design (CRD)
5 treatments 4 replicates, namely P0 (100% fishmeal); P1 (fishmeal 75% BSF
larvae 25%); P2 (fishmeal 50% BSF larvae 50%); P3 (fishmeal 25% BSF larvae
75%); P4 (BSF larvae 100), if there is a significant difference followed by Duncan
test. Preparation of materials and treatments were carried out in the Basic Sciences
Laboratory (IID) Universitas Pembangunan Panca Budi, Medan. Analysis The
research was conducted from June 2022 to May 2023. The results of the research
in Phase I that the optimum age of BSF larvae to be used as feed ingredients is 18
days of rearing (market and restaurant waste media), because there is an
intersection of the percentage curve of each nutrient at that age of rearing.The
results of Phase II research that the best treatment of the results of Chemical and
Biological tests of BSF larvae after processing with organic acids is treatment
T02%A (BSF larvae without steaming, dose of 2% acetic acid) because the chitin
content is significantly different from the lowest compared to other treatments,
namely 4.15 percent, the highest PK content of 44.17 percent, containing fat

which is not significantly different from other treatments, namely 38.12 percent,
the GE content is quite optimal at 4. 303 cal, has a fairly high BO content of 86.43
per cent, produces protein digestibility which differs significantly from the highest
at 71.96 per cent, energy digestibility of 63.31 per cent is not significantly
different from other treatments, and produces the highest BO digestibility of 66.97
per cent.The results of Phase III research that post-processing BSF larvae can be
used in substituting fish meal in broiler feed up to 75 per cent (P3), because it
produces feed consumption of 2,501.5 g/head which is not significantly different
from the control 2,472.5 g/head (P0), body weight gain of 1,392.5 g/head which is
not significantly different from the control 1. 414 g/head, feed conversion 1.80
which was not significantly different from control 1.75, protein efficiency ratio
2.86 which was not significantly different from control 2.99, meat cholesterol
content 74.3 mg/100 g which was not significantly different from control 76.3
mg/100g, and IOFC value Rp 12,778 which was better than control Rp 12,510

Analysis of The Effect Of Perceived Risk, Perceived Usefulness, Perceived Ease Of Use, and Level of Trust on The Periodic Usage Decision of Digital Wallets Among Students of The Faculty of Economics And Business University of North Sumatra
Technological advancements have driven the increased adoption of digital wallets. This study aims to analyze the effect of risk perception, perceived benefits, perceived ease of use, and trust level on the periodic usage decision of digital wallets among students of the Faculty of Economics and Business at Universitas Sumatera Utara (FEB USU). This research is associative in nature, utilizing quantitative data. The population consists of 3,135 active FEB USU students in the academic year 2024/2025. The sample was selected using a random sampling technique, and data were collected through questionnaires distributed to 356 respondents. Data analysis was conducted using multiple linear regression with the assistance of SPSS software. The results indicate that, partially, risk perception has a negative and non-significant effect, perceived benefits have a positive and significant effect, perceived ease of use has a positive and significant effect, and trust level has a positive and significant effect on the periodic usage decision of digital wallets among FEB USU students. These findings suggest that higher perceived usefulness, perceived ease of use, and trust level increase the tendency for periodic digital wallet usage, while concerns related to risk perception do not significantly influence the usage decision, indicating it is not a primary factor in the decision-making process.160 PagesSkripsi Sarjan
E-Servqual Dimentions in Measuring the Continuance Use of Online Ride-Hailing Applications (OJOL): an Accounting Students Perspective as Digital Natives
This study aims to examine the influence of e-servqual dimensions on user
satisfaction and its impact on the continuance use of ojek online application among
active undergraduate accounting students at the Faculty of Economics and
Business, Universitas Sumatera Utara. The dimensions analyzed include efficiency,
fulfillment, system availability, privacy, responsiveness, compensation, and contact.
A quantitative approach was employed using a cross-sectional design and survey
method. The population consisted of active undergraduate accounting students
from the 2019 to 2024 cohorts, with a sample size of 291 respondents. Data were
collected through questionnaires distributed to the participants. The results indicate
the efficiency, fulfillment, responsiveness, and compensation have positive and
significant effect on user satisfaction. In contrast, system availability, privacy, and
cont show a positive but insignificant effect. Furthermore, satisfaction has a
positive and significant impact on the continuance use of online ride-hailing
applications. This study highlights that improving service quality is a key strategy
to enhance user satisfaction, which subsequently promotes continued use of ojek

Problem Solving in the EX-HGU Land Of PTPN II in the Post-Shareholder’s Decree of The Minister of BUMN No. S-923/MBU/12/2021 DSPN, DSN/KPPS/94/X11/2021 on the Approval of Book-Eliminating and Asset Transfer of Ownership of EX-HGU Land
PT Perkebunan Nusantara II (PTPN II), a state-owned enterprise (BUMN), manages land under leasehold (HGU) arrangements. A portion of this land, classified as ex-HGU land, has been subject to renewal as regulated by BPN Directives No. 42, 43, 44 of 2000 and No. 10 of 2004. These directives apply to land parcels located in Deli Serdang, Langkat, and Binjai, North Sumatera, covering an area of 5,873.06 hectares. Redistribution of this land requires official approval through asset renunciation. The renunciation process of BUMN assets must be legally certain, ensuring justice and protection for all involved stakeholders. This research addresses three key questions: (1) What are the procedures and mechanisms for the renunciation of ex-HGU land from PTPN II? (2) What are the legal foundations for granting compensation for these assets? (3) What are the legal implications following the issuance of the Minister of BUMN Decree No. S-943/MBU/12/2021 DSPN, DSPN/KPPS/94/XII/2021?
This study employs a normative juridical approach supported by both primary and secondary data, analyzed qualitatively.
The findings indicate that the renunciation of ex-HGU land from PTPN II requires coordination with multiple parties, including document verification, approval for asset write-off, determination of compensation, and the certification process. The transfer of ownership—based on a Normative List issued by the Governor of North Sumatera covering 25 land plots totaling 836,656 m² (83.66 hectares)—begins with the shareholder directive of PTPN II and continues through the ministerial decree, eventually assigning the land to eligible recipients identified by the B Plus Committee. This committee includes individuals, ministerial foundations, and local government representatives, with the overarching goal of enhancing community welfare. The Effect Of The Oyster Mushroom Extract (Pleurotus ostreatus) On The Morphology And Histology Of Male Rats (Rattus norvegicus L.) Liver Given By A High Fat Feed
High-fat diet can cause hyperlipidemia which causes to liver damage risk. This study aims to analyze the effect of oyster mushroom (Pleurotus ostreatus) extract on liver morphology and histology as well as liver enzyme levels Serum Glutamic Oxaloacetic Transaminase (SGOT) dan Serum Glutamic Pyruvic Transminase (SGPT) in male rats (Rattus norvegicus L.) fed by a high-fat diet. A total of 24 rats were divided into six treatment groups, including negative control, positive control (high-fat diet), and four treatment groups with simvastatin and oyster mushroom extract doses of 150, 300, and 450 mg/kgBW. The treatment was carried out for 42 days. The results show that oyster mushroom extract administration has a significant impact on the morphology and the weight of rat livers, and show significant improvement in the histological structure of hepatocytes (p<0.05), but there was no significant difference in SGOT and SGPT levels between groups. The optimal dose that show the best improvement in liver morphology and histology is 150 mg/kgBW. Neutrophil-To-Lymphocyte Ratio (NLR) and Platelet-To-Lymphocyte Ratio (PLR) as Predictors of Mortality in Chronic Kidney Disease Patients Undergoing Hemodialysis at H. Adam Malik General Hospital, Medan, in 2023
Introduction: Chronic Kidney Disease (CKD) remains a condition associated with relatively high mortality rates, especially among patients undergoing hemodialysis (HD). The Neutrophil-to-Lymphocyte Ratio (NLR) and Platelet-to-Lymphocyte Ratio (PLR) values have been identified as inflammation markers that potentially predict mortality. This study aims to assess the role of NLR and PLR as predictors of mortality in CKD patients undergoing HD at H. Adam Malik Hospital in Medan. Methods: This study employed a retrospective analytical design with a cross-sectional approach. Inclusion criteria were: CKD patients receiving inpatient care from January 2023 to December 2023, aged between 18 to 60 years, and undergoing routine HD for at least 3 months. Exclusion criteria included: patients with comorbidities (autoimmune diseases, malignancies, chronic conditions leading to elevated NLR and PLR), those with a history of steroid or immunosuppressant use, and incomplete medical records. Demographic data, laboratory values (including NLR and PLR), and mortality outcomes were collected from medical records. Laboratory data were obtained at the 3rd month after initiating HD therapy. Statistical analysis included ROC curve analysis to determine optimal NLR and PLR cut-off points, and logistic regression to identify factors influencing mortality. Results: A total of 108 CKD patients undergoing HD from January to December 2023 were included. Among them, 35 patients (32.4%) experienced mortality. The median NLR value was significantly higher in the mortality group at 7.89, compared to 3.41 in the non-mortality group (p <0.001). The median PLR value did not show a statistically significant difference, with 144.73 in the mortality group and 158.87 in the non-mortality group (p = 0.916). ROC analysis indicated that NLR had moderate accuracy (AUC = 73.3%), with an optimal cut-off value of 5 (sensitivity 62.9%, specificity 75.3%). Conversely, PLR showed poor accuracy as a predictor of HD patient mortality (AUC = 49.4%). Multivariate analysis identified history of coronary artery disease (OR = 380.166), age (OR = 1.140), and creatinine level (OR = 0.689) as significant factors influencing mortality. Conclusion: NLR can be used as a predictor of mortality in CKD patients undergoing HD with moderate accuracy, whereas PLR does not have predictive value for mortality. Potential of Lactic Acid Bacteria Probiotics from Rotten Lettuce (Lactuca sativa)
Lactic acid bacteria (LAB) are bacteria that play a role as probiotics for human and animal health. One of benefit of LAB is that they inhibit pathogenic microorganisms. The purpose of this study was to determine the probiotics potential of LAB isolated from rotten lettuce and their ability to inhibit the growth of human pathogenic bacteria such as Escherichia coli, Pseudomonas aeruginosa, Staphylococcus aureus, and Candida albicans. The potential as probiotics were examined through tolerance in bile salt, effect of pH, and their antimicrobial activity. Simple characterization of colony shape cell shape, and Gram staining were also examined. To isolate LAB, MRS agar with 1% CaCO3 were used in pour plate method. LAB were examined to know it tolerance in bile salt of concentration of 0,1%, 0,3%, 0,5% in pH 2,4, and 6. Antimicrobial activity were examined qualitatively to the selected microbes. Eight isolates were found from the three market places. Five out of eight isolates colony were circular in shape, with entire-edge and white in colony color. Three isolates were irregular in shape, undulate-edge, raised and flat in colony elevation, and yellow in color. One isolate had convex in elevation. Gram staining showed that all isolates were coccus gram positive. The isolates demonstrated a relatively wide tolerance in bile salt. Three isolates MTC6, MTCT8 and PH8 were still viable in pH4-6. Although isolates MTC6, MTC8, and PH8 showed antimicrobe activity to selected microbes, but PH8 showed the most. PS7 inhibited E. coli, P. aeruginosa, S. aureus, and C. albicans growth with inhibition zone of 21,05, 23,7, 6,4 and 42,1 mm, respectively. Analysis of Financial Management Procedures That Are Transparent and Accountable Using the Regional Government Information System (SIPD) Application at the Legal Bureau Work Unit of the Regional Secretariat of North Sumatra Province for the 2024 Fiscal Year
The Local Government Information System (SIPD) is an innovation published by the Ministry of Home Affairs and entered into force on September 27, 2019, The purpose of this research is to analyze financial management procedures that are transparent and accountable with the application of the Regional Government Information System (SIPD) at the Setdaprovsu law bureau work unit for fiscal year 2024 and to determine obstacles in financial management using the application of the Regional Government Information System (SIPD).
This study uses descriptive qualitative research methods using primary data collection by interviewing directly the staff of the law firm setdaprovsu.
The results of this researcher states the procedure of Local Government Information System (SIPD) is, Regional planning, Implementation and administration of regional finance, Accounting and Financial Reporting, Responsibility for the implementation of regional finance. Factors Influencing Body Mass Index Among Independent-Living Students at the Faculty of Nursing, Universitas Sumatera Utara
Body mass index (BMI) is a simple index of weight relative to height, where a high or low BMI may indicate more serious health issues. This study aims to identify BMI and the factors influencing BMI among independent-living students at the Faculty of Nursing. Universitas Sumatera Utara. The study population consisted of all nursing students, totaling 505 individuals, with a sample size of 143 respondents selected through purposive sampling. This study employs a descriptive exploratory design, with univariate analysis using frequency distribution tables and crass- tabulation. The results showed that 26 respondents (18.2%) had a BMI 185 (underweight), 83 respondents (58%) had a BMI of 18.6-25.0 (normal), 10 respondents (7%) had a BMI of 25.1-27.0 (overweight), and 24 respondents, (16.8%) had a BMI 27.0 (obese). The findings indicate that the majority of respondents had a normal BMI, with most being female (122 respondents, 85.3%). aged 21 years (42 respondents, 29.4%), and having a family genetic background with a normal BMI (91 respondents, 63.6%). The most commonly consumed staple food was rice more than once a day (99 respondents), protein source was chicken more than once a day (58 respondents), vegetables and legumes were green beans 1-3 times per month (54 respondents, 37.8%), fruits were mangoes 1-3 times per month (50 respondents, 35%), dairy products were cheese 1-3 times per month (6) respondents), and snacks were pizza 1-3 times per month (65 respondents, 45.5%). Moreover, the majority of respondents had a moderate activity level (71 respondents, 49.7%). The findings of this study can serve as additional knowledge and benefit nursing services in understanding the factors influencing BMI, thus providing comprehensive information and nursing care to improve healthfare quality.139 PagesSkripsi Sarjan
