Design of Testing System on Determination of Mass and Pressure of LPG Gas Cylinders using LoadCell Hx711 and Pressure Sensor

    No full text
The 3-kg Liquefied Petroleum Gas (LPG) cylinder is a widely used household energy source in Indonesia and is classified as a Prepackaged Commodity (BDKT), which mandates strict quantity verification under legal metrology regulations. Discrepancies between the actual content and the declared weight on the cylinder may lead to consumer losses and legal violations. This study aims to design and implement a microcontroller-based testing system for accurately measuring both the mass and internal pressure of 3-kg LPG cylinders. The system employs a Load Cell HX711 and a pressure sensor integrated with an ESP32 microcontroller. Sensor outputs are calibrated and converted into physical units, with real-time measurements displayed on an LCD screen. System evaluation was conducted through testing multiple LPG cylinder samples with varying content levels. The results demonstrate that the system achieves high accuracy, with an average mass deviation of 0.46% and a pressure deviation of 0.37% compared to standard measuring instruments. These findings confirm the system’s reliability and suitability for practical field verification of LPG cylinder contents. The proposed system offers a cost-effective and efficient solution for supporting regulatory inspections, detecting fraudulent practices, and enhancing consumer protection through precise quantity assurance.70 pagesSkripsi Sarjan

Implementation Of North Labuhanbatu Regent Regulation Number 28 Of 2022 On The Delivery Of Public Services Through The Bupati Ngantor Di Desa Program

    No full text
The provision of public services in North Labuhanbatu Regency has not yet been optimal due to several contributing factors. This condition is further evidenced by the results of the Ombudsman of the Republic of Indonesia's assessment for the period 2022-2024. Therefore, the Government of North Labuhanbatu Regency introduced a program aimed at bringing public services closer to the community, known as the Bupati Ngantor di Desa Program (Bung Desa). This study aims to analyze the role of implementers in carrying out North Labuhanbatu Regent Regulation Number 28 of 2022 in order to improve public services in North Labuhanbatu Regency through the Bupati Ngantor di Desa Program, as well as to identify the factors that hinder implementers in executing the program. The research method employed in this study is qualitative research, namely a research procedure that produces descriptive data in the form of written or spoken words derived from observed behaviors, such as perceptions, motivations, actions, and other related aspects. Data were collected through primary data obtained from in-depth interviews with informants and direct observation, as well as secondary data obtained from articles and journals accessed via the internet. The results of the study indicate that: (1) the implementers, consisting of all levels of government from the Regent to village heads, have implemented the program effectively in providing public services. Problem resolution and service delivery are carried out within a short time frame and free of charge. The implementation of this program is in line with the theory of Van Meter and Van Horn, which emphasizes the importance of policy characteristics, resources, environmental conditions, and the implementation process involving multiple actors, as well as effective coordination and communication among government institutions; (2) the inhibiting factors in the implementation of the Bupati Ngantor di Desa Program include limited service facilities due to activities being conducted in village offices, program budgeting that is not separated from routine office activities resulting in difficulties in measuring budget accountability due to the absence of clear budget segregation, the lack of systematic evaluation which makes it difficult to assess program progress, and inconsistent activity schedules that hinder the determination of whether program objectives have been achieved and limit the ability to implement necessary improvements.149 PagesTesis Magiste

The Transformation of the Role of Terpuk Sitelu in Managing Village Strategic Assets in the Era of Regional Autonomy (Case Study in Sukanalu Village, Barusjahe District)

    No full text
This study aims to understand how the transformation of the traditional institution Terpuk Sitelu affects the management of strategic village assets following the implementation of village government under the era of regional autonomy. The research was conducted in Sukanalu Simbelang Village, Barusjahe Subdistrict, Karo Regency, where vital assets such as the jambur (traditional hall) and burial grounds are still managed by Terpuk Sitelu, even though legally they fall under the authority of the village government. This research employs a descriptive qualitative approach, using interviews, observation, and documentation techniques. The analysis is based on Ralph Linton’s Role Theory, which emphasizes that every social status carries certain expectations and functions within society. The findings show that the role of Terpuk Sitelu has shifted from being the primary decision-making authority to a symbolic cultural institution that still holds strong social legitimacy. The village government has not been able to fully assume control over these assets due to role conflicts, overlapping social expectations, and the absence of formal collaboration mechanisms between the traditional institution and the village administration. These findings highlight that the success of village asset management does not rely solely on formal regulation but also on the village government's ability to build institutional synergy with deeply rooted customary structures. Therefore, recognizing traditional institutions as strategic partners is essential to achieving equitable and sustainable local governance.114 pagesSkripsi Sarjan

    No full text
Green open space (GOS) plays a vital role in supporting environmental quality and fostering social interaction within urban communities. However, the management of GOS at the Helvetia Village Square in Medan Helvetia Subdistrict faces several challenges, including low levels of community participation, limited government communication, and the absence of a community-based management institution. This study aims to analyze the forms of community participation, identify factors contributing to low engagement, and formulate participatory-based strategies for GOS management. This research employed a quantitative descriptive analysis (frequency distribution and Chi-Square test) and in-depth interviews and Focus Group Discussions (FGDs). Data were collected from 100 respondents, field observations, and relevant stakeholders. The results indicate that only 20% of residents participate, dominated by contributions in the form of labor (6%) and ideas (5%), while 80% do not participate due to weak government outreach, poorly maintained facilities, and the absence of a community management forum. The study identifies three key strategies: (1) organizing routine cleaning and maintenance activities as environmental education; (2) providing collaborative spaces for arts, culture, and community education; and (3) developing plant adoption programs involving residents, communities, and schools. The most feasible short-term strategy is routine community clean-up activities, as they require minimal funding, align with dominant participation patterns, and can be implemented immediately. Overall, strengthening community-based institutions and fostering multi-stakeholder collaboration are essential to achieving more inclusive and sustainable GOS management in Medan Helvetia.106 PagesTesis Magiste
